Solicitation 1282D719R0002 MBRTB Bridge Maintenance Contract – Bid Document Questions 20 June, 2019 13:00 MDT

1) What time and date will the Pre-Bid Meeting occur?

A. The Pre-Bid Conference Meeting will be at 13:00 MDT on 20 June, 2019

2) Contract Time line provided; Section F, clause F-2 FAR 52.211-10, pg. 10 of 45; states that contract time will be a “minimum” of 365 days. Is this right or is it meant to be Maximum?

A. Yes, the clause should read, “…maximum of 365 days.”

3) Site Visit: Section L, Clause L-5 FAR 52.236-27, pg 38 of 45; says the Offerors or Quoters are expected or urged to inspect the site where work will be performed. Is this Mandatory?

Secondly are the sites accessible any time to the offeror’s convenience?

A. A site visit is not mandatory under the Solicitation. All bridges are on roads open to the public, and are therefore accessible any time driving conditions allow, subject to any potential Road Closure Orders signed by the MBRTB Forest Supervisor. It will be the Bidder’s responsibility to keep informed of active Road Closure Orders before contract award.

4) Is the S1S1E specification [for running planks] flexible or mandatory? If flexible, can we use any one of the other surface alternatives?

A. S1S1E for running planks will be mandatory. This is to ensure the dimensions of each plank are the same. Full sawn plank dimensions, for example, can vary by as much as ¼”.

5) How does the FS want to handle the bridges that have asphalt or concrete decks rather than timber?

A. Those bridges will not require work under Pay Item 55701A or 55701B. A specific list of work items (i.e. breaking out each Pay Item for each bridge) should have been included in the original Solicitation. The list will be added to the Solicitation under

Amendment 3 next week.

6) B-1 Schedule of Items lists “MBFM” as “Thousand Board Feet Mile.” This term usually refers to thousand board feet. Please clarify units.

A. Section B-1 should read “MBFM – Thousand Board Feet Measure.”

7) Replacement of bridge deck runners and bumper strips will require closing the structure to traffic. What are the procedures for closing the structures to traffic, length of time for closure or detours?

A. Closure timelines will vary between bridges. For example: 1) some bridges are on active timber sale haul routes and may not be closed to traffic during hauling operations; 2)

Other bridges which are primarily used by the public, may not be closed on weekends of holidays; 3) A bridge may not be closed to traffic if it serves as the detour to another closed bridge. Bidders should carefully consider all factors affecting closure and factor that into their Proposed Schedule under the Technical Proposal. The Forest Service will evaluate that proposed schedule and determine feasibility.

8) What are the longitudinal limits of roadside brushing at each structure? If it is from the warning sign to the bridge, then what is the posted speed limit at the structures?

A. The MBRTB will make a decision regarding this soon

9) Does the Contracting Officer need both the Technical Proposal & Business Proposal before July

3rd?

A. Yes

10) Do all bridges need to be closed to traffic during work?

A. No, only the bridges which are getting new running planks and bumper planks need to be closed to traffic. Bridges which are just being brushed do not need to be closed for example.

11) Does the Contractor need to provide their own warning and traffic control signs, flaggers, etc.?

A. Yes

12) Can the Contractor close more than one bridge at the same time?

A. It depends on where the bridge(s) are. Please see the Question 7 above.
