Cimarron District Office Roof Recoating
Summary of Changes
Solicitation#: 1282B125R0028
AMENDMENT ONE
Questions and Answers/Site Visit Attendees List:
1. Will some of the work be allowed on weekends? We would like to work Thursday through Monday.
Answer: At this time, work will not be allowed on weekends.
2. Will we have access to water for pressure washing the roof?
Answer: There is access to water on the exterior of the building for power washers.
3. Is the current roof leaking?
Answer: Yes, it is. Unfortunately, I am not sure the exact locations though.
4. Does the current roof have a silicone coating?
Answer: Yes, it currently has a silicone coating on it.
5. It appears that the solicitation is wanting a silicone recoat.
Answer: Yes, the idea is to apply a new silicone recoat on the roof.
6. Is a pull test required?
Answer: If it is not required in the specifications, then no it is not required. Just a sample set with the thickness of the coating applied to the roof.
7. Have the seams and screw penetrations been sealed properly?
Answer: It is unknown at this time if the screw penetrations are sealed properly anymore.
There also might be some seams that are splitting.
8. Is there an electrical outlet located on the building exterior?
Answer: There is an electrical outlet and spigot on the exterior of the building that you will have access to for this project.
9. Please clarify the minimum requirements for submittal of the Bid Guarantee.
FAR Clause 52.228-1 referenced on page 22 states:
"(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under
Treasury Department regulations, certain bonds or notes of the United States."
However the instructions on page 24 state: "(5) Scanned copy of fully executed Bid Guarantee
(Standard Form 24 and Power of Attorney)."
Answer: A scanned copy of the fully executed Bid Guarantee (Standard Form 24 and Power of
Attorney) is acceptable for submission of the bid guarantee.
10. I have been looking over this job and for some reason, I can't seem to find what you need the roof coated. Could you please let me know the material to be applied to the roof?
Answer: It will be a spray applied silicone coating system. Spec section 075700 covers all the minutia of this roof coating system.
11. The contract states that I need all the licenses that apply to roof coating, but I can't seem to find any information on licenses for anything but lead-based paint. Could you elaborate on which license
I'll need?
Answer: There are no licenses needed to apply the silicone roof system. Just a qualified employed individual with the company.
12. Would you please confirm if a sealed solicitation will need to be mailed to your office?
Answer: This is NOT a sealed bid. See pages 17 -29 (Sections K – M) for detailed information on proposal submission requirements.
13. If the answer to question number 12 is yes, please provide additional instructions to clarify if you will need the envelope to arrive at your office on the date offers due (Jun 16, 2025 10:00 am CDT)?
ANSWER: N/A
14b). If the answer to question number 11 is yes, please provide additional information in regard to correspondence mailing address.

15. As mentioned in Form 1442, page 27 section (c) Business/Price Proposal Instructions, the original
Bid Guarantee shall be emailed to Lucas Dahlman and Janice King at the above email addresses no later than the date and time set for receipt of proposals.
2a). Would you please confirm if the amount of the bid guarantee shall be 20 percent of the bid price as stated in section FAR 52.228-1 Bid Guarantee (SEP 1996)?
Answer: Per the language relating to FAR 52.228-1 Bid Guarantee (SEP 1996) (c), the amount of the bid guarantee shall be 20 percent of the bid price. In your business proposal, include a copy of the original Bid Guarantee which shall be emailed to Lucas Dahlman and Janice King at the email addresses provided in the Solicitation no later than the date and time set for receipt of proposals.
16. If answer to question number 15 differs from the information provided, please clarify additional requirements to be considered before submitting the bid guarantee.
Answer: Questions regarding the bid guarantee submissions have been addressed in question
15.
17. Please provide additional information that we should consider for the bid bond as a bid guarantee, if necessary.
Answer: You may find more information by performing an online search via Google or other browsers regarding this question. By performing online searches, you may find information on the purpose and function of bid bonds, amount of bid bonds, cost of the bid bonds, obtaining a bid bonds, and other important considerations for bid bonds.
18. Is there any incumbent and if so, what is their name?
Answer: No, there is not an incumbent.
19. If answer to question number 18 is yes, please provide the contract number.
Answer: N/A.
20. In order to provide the most accurate pricing, would you please let us know if there is a possibility to schedule a site visit before the date offers due?
Answer: Additional site visits will not be conducted due the proximity of the anticipated start date for this project. Information for the site visit was posted in the Pre-solicitation on the
Sam.gov website on April 28, 2025.
21. Could you please advise on your preferred method for receiving proposals?
Answer: Please refer to the Solicitation. On page 3, it states that questions and proposals shall be submitted to the following via email: Janice King; Contract Specialist, at janice.king@usda.gov and to Lucas Dahlman: Contracting Officer, at lucas.dahlman@usda.gov.
22. Do you want the photos that I took at this time or at the time of submission of our proposal?
Answer: The Government does not require that you submit photos that you have taken;
however, you may include them in your proposal if doing so will not make you exceed the page limitation spelled out in the Solicitation.
23. Can I provide you with a fairly detailed explanation of how we will be accomplishing the task and why we will be performing certain tasks and why we feel that our recommendations are required to achieve the 10 year warranty?
Answer: Review the Solicitation and ensure that you address all factors. At that time you may include details on how you will accomplish the work; however, you cannot exceed the page limitation indicated in the Solicitation. Please read Solicitation and the supporting attachments on the www.Sam.gov website in their entirety for complete details.
