About this file

This is Amendment 0001 to solicitation 1282B125R0009, issued by the USDA Forest Service SPOC Intermountain office, providing a Web Soil Survey map/description and answers to contractor questions about an electrical system replacement project.

The amendment addresses key technical questions about the project, confirming that: the predominant soil is sand, HDPE conduit is acceptable if rated for electrical use, the period of performance is March 3-May 16, 2025, and the contractor is responsible for coordinating with Custer Public Power District (CPPD) regarding transformer upgrades and billing. It clarifies that RV pedestal specifications can be found in Section 262726 of the Statement of Work, and addresses Buy American Requirements for NEMA 3R panel boards. Contractors must acknowledge receipt of this amendment by either completing section 19 on SF-1442 or submitting a signed SF-30 to be considered responsible.

SF-30 Continuation

Question 1: Do you know what the soil conditions are? If it is all sand trenching is not practical, it would need to be dug in with an excavator or plowed.

Answer 1: Sand is the predominant soil. See Attachment 005- Map & Description from Web Soil Survey

Question 2: Does the conduit in the ground need to be PVC or can it be hdpe?

Answer 2: Conduit can be HDPE, as long as it is rated for electrical application.

Question 3: Do you know when the expected start date would be?

Answer 3: Period of Performance is March 3, 2025 – May 16, 2025.

Question 4: Do you know if the utility company (Custer Public Power) has been contacted about the project? CPPD mentioned they are aware of the project but have not received any specific information yet.

Answer 4: During project development, Custer Public Power was contacted by the designing engineer. They have not been provided with a final design.

Question 5: There is a note on the plans stating: "Any Aid-to-Construction' fees from the utility will be paid directly by the contractor." Could you please clarify if this means CPPD will be billing the contractor directly for the transformer and any upgrades associated with this project?

Answer 5: Contractor will be responsible for coordinating with CPPD for upgrades and billing for this project.

Question 6: I noticed that the specifications for the type of pedestals to be installed were not explicitly stated. Could you kindly confirm the specific requirements or direct me to the relevant section of the documentation if I may have overlooked it?

Answer 6: See Section 262726 - Wiring Devices, Part 2 – PRODUCTS, 2.2 RV Pedestal in Attachment 002- Statement of Work.

Question 7: There are three exterior panel boards listed as NEMA 3R. Our supplier has stated that they won’t be able to meet the FAR 52.225-9 and -10 that force all assembly in the USA with 65% US components. These particular items on this project are assembled in Mexico by a NAFTA trade partner.

Would this be acceptable for use on this project?

Answer 7: Please see FAR 52.225-10 Notice of Buy American Requirement- Construction Materials for details on submitting requests for determinations of inapplicability or alternate offers.

Question 8: Could you please confirm if we are responsible for handling the entire process with the utility company regarding the new transformer item? If we are, could you also let me know the cost of the transformer?

Answer 8: Yes, the Contractor is responsible for working with the utility company. The contractor will need to contact the utility company for transformer cost.
