WHITE RIVER NATIONAL FOREST
RIFLE BUNKHOUSE SIDING INSTALLATION
STATEMENT OF WORK/DESCRIPTION/SPECIFICATIONS
AMENDED ON 08/26/24 CHANGES HIGHLIGHTED BELOW
C-1. Description of Work
The Rifle Bunkhouse is a temporary housing accommodation for seasonal and permanent new-hire employees working in the Rifle Ranger District (RRD) of the White River National Forest
(WRNF). The bunkhouse siding is composed of wood panels approximately 4’x10’ in size that have been cut to fit. The material has been weathered due to the sun and dry conditions with little shade providing protection. The lower portion of the bunkhouse siding below the sill plates consists of stucco/foam-type material. Some birds have created holes in the wooden siding and made nests in the wood framed wall cavities. The windows are also heavily weathered, with failing seals and need replacement.
The work for this project consists of removing the current siding and related window trim from the bunkhouse, along with any damaged plywood sheathing underneath. The damaged plywood will be replaced, and a weather resistant house wrap will be installed around the building. Non-fixed windows will be replaced with vinyl windows and properly sealed/flashed from water intrusion. Cement fiber siding, trim, and a drip edge will be installed above trim, windows, and siding transitions as appropriate. Old unnecessary trim features around windows and building walls shall be removed and new trim and siding will be installed in a clean and simple fashion that matches the aesthetic of the adjacent Rifle District office building. The new siding will be painted with a color matching the Rifle District office building.
C- 2 Project Location
The Rifle Bunkhouse is located on the RRD compound, north of the District Office in Rifle, Colorado. The compound is approximately three miles north of exit 90 on I-70.
C-3. General Specifications
Use of Premises: Contractor shall have full access to the exterior of the premises for construction operations during construction period, with interior access available by advance written approval by the Contract Officer (CO) due to building occupancy. Contractor's use of the premises is limited only by the Government's right to perform the work or to retain other contractors on portions of the project. The contractor is responsible for repairing any damage resulting from the contractor’s negligence during the term of this contract
Camping: There is potential opportunity for trailer/camper/Recreation Vehicle accommodations on site. Coordinate with Designated Contract Officer’s Representative (COR) for site availability.
Preservation of Natural Features:
1. Confines all operations to the work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

2. Provide temporary barriers to protect existing trees and plants and root zones.
3. Do not remove, injure, or destroy trees or other plants without prior approval.
Consult with CO and remove agreed-on branches that interfere with construction.
4. Do not fasten ropes, cables, or guys to existing trees.
5. Do not damage remaining exterior or interior features, including logs.
6. Driving heavy vehicles on non-compacted ground may damage underground utilities and water systems. Vehicle access beyond driveways and parking areas should be coordinated with the COR.
7. All waste should be stored and disposed of in a manner that does not litter the site due to high winds/adverse weather.
Work Restrictions: The contractor shall, at all times, conduct operations to ensure the least inconvenience to the public, employees and building residents. The contractor shall confine storage the of materials to areas approved by the CO. Bunkhouse residents will be going in and out of the barracks as safety allows. The contractor will be required to provide safety through the use of safety items such as signage, barricades, and safety flagging. The contractor will coordinate any necessary times where residents will not have access to the building with the
COR at least 5 business days prior to restricting access to the bunkhouse.
Schedule: Work shall not be conducted outside the hours of 8:00 am and 5:00 pm Monday through Friday or during federal holidays without prior written approval from the CO.
Period of Performance: Date of Award to May 30, 2025. Work must be completed within 60 days of date of award or work must be started and completed next Spring. Include your timeline for work in full work schedule.
Permits: No permits are required.
C-4. Technical Specifications
Work: The contractor is responsible for furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project, or any portion of it, by carrying out all duties and obligations imposed by the contract.
Base Bid: Items in this section will be considered part of the base bid in this contract.
Item 1: Mobilization/Demobilization/General Conditions – This includes all materials, equipment, labor, and incidentals required to perform all operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site and other work that must be performed or that cause costs to be incurred prior to beginning work on the project site. This item includes supplies
(necessary materials), project management, incidentals, overhead and profit, bond, and insurance.
Item 2: Existing Siding Removal – This includes all siding currently existing on the
Bunkhouse, existing trim around windows and around existing siding, any damaged plywood and weather resistant house wrap identified once siding is removed, and any other items that are necessary to properly prepare the building for new siding installation.
Item 3: Replacement of Damaged Plywood – Install plywood to building in areas where damaged plywood was removed.
Item 4: Weather Resistant House Wrap – Place weather resistant house wrap (ex. Tyvex) across all surfaces siding will be hung on the building. Galvanized flashing will be used to at an appropriate gauge. The flashing needs to be painted the same color as the trim.
Item 5: Siding and Window Painting – Siding and window trim shall be painted to match the color of the Rifle District Office provided by the COR. All painted areas will have a minimum of two (2) coats of paint. Touch up painted areas after installation as needed. The siding will need to match in color as the Ranger Office. If the product can be ordered to the matched color no painting will be needed.
Item 6: Siding Installation – Install siding in accordance with proper installation procedures. We would like to have the interior trim replaced in a similar way.
All the windows will be replaced with wood trim, with the exception of the vinyl window with existing sheet rock trim which will be replaced with sheet rock trim. However, we are accepting recommendations from contractors. Retrim around windows that are not being replaced in contract.
Option Bid: Items in this section will be considered optional items the contractor can bid in this contract and in Section B under Schedule of Items.
Item 1: Window Replacement. Remove existing windows and in areas where there are two casement windows next to each other we are looking at having them removed and replaced with one single-hung window. For windows that have a single casement window, we are looking to have them replaced in a similar way.
All with proper flashing to house siding.
Material Approval: Materials considered for the work shall be approved by the CO or the
COR prior to installation.
Debris: The contractor shall remove all existing debris that is on-site as required to complete the work. All debris resulting from the work shall become the contractor’s property and must be properly disposed of off Forest Service land. The contractor shall take all steps necessary to prevent spillage when transporting waste materials to an authorized disposal site. The contractor has the sole responsibility for any costs required for cleanup and damage resulting from the contractor’s haul spillage.
Measurement and Payment: For each individual item listed here and in the Schedule of Items, payment will be full compensation for all work related to the particular item in accordance with the Specifications. In addition to the removal of old siding and installation of new siding, optional items are included as separate items to address individual window purchase and installation. The method of measurement for Payment will be Lump Sum Quantities (L.S.Q) which denote one complete unit of work as described in the contract including necessary materials, equipment, and labor to complete the job. They will be measured complete and in-place.

The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities
(except as otherwise specified), to perform the Statement of Work/Drawings/FFE/Product
Specifications referenced in Section J.
