Topics reviewed and discussed by Mike Montgomery (FS):

1. The volumes have changed slightly between when the site visit was conducted (October 2019) and today. Forest Service will calculate new load count numbers for Appendix B, provision K-G.8.2.5#, and there will be a new amendment posted.

2. Solicitation section B.2.1, CLIN 0002, was discussed on how the pricing is based on the Unit footprint acres (174), not the actual Patch Clear-Cut acres (36). The pricing under this CLIN includes skid trails, access routes, temporary roads construction, landing locations and other authorized clearings.

3. Reviewed solicitation sections F.1 Operating Restrictions, Period of Performance and F.2 Road Completion Dates.

4. Forest Service is completing the road reconstruction as part of this project (Reconstruction package available upon request) and the roadside brushing along the NFSR 198.0.

Question: What kind of truck configuration will the reconstruction accommodate?

Answer: Stinger Steer or Truck and Pup, Normal Log Truck. Not necessarily Turkey Racks or other log hauling equipment.

Question: Would Contractor-based improvements be permissible?

Answer: Forest Service would consider a higher-level roads during contract implementation, but the Contractor will bear the cost of those improvements. The roads will need to be returned to original condition, at Contractor’s expense, following use and prior to the end of the contract. Contractor shall include this information in an alternative proposal.

Question: Is there the potential of starting the cutting (no hauling) prior to the road construction being complete?

Answer: Please include this in your proposal for Forest Service consideration.

Question: Why are there road maintenance requirements in Appendix C, if Forest Service is completing the road reconstruction?

Answer: Pre-use maintenance may be required, if operations are occurring several seasons after the road reconstruction is completed.

Question: What if erosion occurs on the road following reconstruction? Would the Contractor be responsible?

Answer: Yes. The Contractor is responsible under Appendix C, specification T-801 Slide and Slump Repair, for up to 10 cubic yards of material per 100-foot section. Greater volumes of slide and slump repair are Forest Service responsibility.

5. Reviewed solicitation section H.23 Slash Treatment

6. Reviewed Appendix B, A.2 Volume Estimate and Utilization. Included Volume is sawlog only. Under Appendix A, non-sawlog sized material will be cut and brought into a landing location and piled. If the Contractor requests to remove non-sawtimber, it could be agreed to by the Contracting Officer (CO), including rates of payment for the material and accountability requirements.

Question: Does non-sawtimber size material that is piled have to be cut to any specific length?

Answer: No. It just needs to meet the landing clean-up specifications in solicitation section H.23.

Question: Is the Limber Pine being cut.

Answer: No.

Question: How are wildlife trees marked?

Answer: See Appendix B, K-C.3#.

Question: Are there hauling restrictions outside of summer holidays?

Answer: See solicitation section H.4 Use of Roads by Contractor and F.1 Special Contract Time and Performance Restrictions.

Question: Do all of the Patch Clear-Cuts have to be completed before payment is issued?

Answer: Defer to CO, however recommendation would be to do partial payments on substantially completed portions of the Treatment Units.

Question: Who does the seeding?

Answer: The government provides the seed and the Contractor does the seeding, Appendix B.

Question: What has to be ripped?

Answer: Reviewed Appendix B, K-F.3.4 Obliteration of Temporary Roads and Landings.

Question: Can a Contractor work outside the normal operating season?

Answer: Yes, if solicitation sections F.1 and H.15 are met.

7. Forest Service went through solicitation sections L and M. Reminded contractors to answer ALL of the questions in section L in the required proposal and alternate proposal (if submitting).

8. Alternate proposals shall be a stand-alone proposal in addition to the required proposal. Alternate proposals need to be clearly marked as alternate. Alternate proposals can be attached to the same email submission as the required proposal.

Question: Are all factors equal?

Answer: No. Reviewed solicitation sections L and M.

Question: Since one proposal is due on February 20th and the other is due on February 28th, is there any way of knowing who got awarded the first contract (Elkhorn 3) before submitting a proposal for the second (Pearl Cache)?

Answer: No. Contract period of performance appear to be sufficient to complete both contracts.

Question: What is the target timeframe for award?

Answer: Approximately 4 weeks after receiving bids.
