1.3 USE OF PREMISES

A. Use of Site: Confine constructions operations to immediate area of work. Do not disturb portions of Project site beyond areas in which the Work is indicated.

B. Full Government Occupancy: Government will occupy site and surrounding buildings during entire construction period. BUILDING 33 FIRE RESTORATION AND RENOVATION 010150 – 2

1.4 WORK RESTRICTIONS

A. Nonsmoking Buildings: Smoking is not permitted within the buildings or within 25 feet (8 m) of entrances, operable windows, or outdoor air intakes.

1.5 CONTRACTOR’S RESPONSIBILITIES

B. Provide adequate signing and barricades and take necessary safety measures to protect the public during all construction operations. Minimize disturbance of all undisturbed areas.

1.6 FIELD VERIFICATION

A. Field verify all new and existing dimensions affecting the work of this contract before ordering products.

PART 2 – EXTENT OF WORK

2.1 GENERAL

A. The scope of this work is limited to the rehabilitation of specific areas of Building 33.

Building 33 is a one- story building constructed in the 1960’s. The exterior walls are load-bearing CMU walls clad with brick veneer. The interior wall partitions are load bearing masonry partitions which exhibit smoke damage. At least two walls the full width and height of the building will require smoke rehabilitation - which will be extensive cleaning and deodorizing on the “A Bay” side of the wall, (2,880 Square feet of wall times 2) and minor smoke remediation on the “B Bay” and “C Bay” sides of the wall, (2880 Square Feet of wall times 2). Refer to attached Floor Plan for Bay locations.

B. The renovation area includes a 1,800 square foot office warehouse area (Bay A) and each side adjoining a 1,800 square foot warehouse area (Areas B and C). The fire originated at the thru wall HVAC unit in the office of Bay A. The fire damaged the roof mounted exhaust fan unit and associated ductwork; as well as damage to the receiving office flooring, walls, ceilings and exposed electrical wiring. Smoke infiltration through unsealed wall penetrations also affected the adjoining warehouses causing soot deposits on the CMU walls and the suspended ceilings and light fixtures.

C. This scope assumes that no structural damage has occurred to the existing roof trusses by the fire department access during the fire. The roof insulation has heavy damage from smoke and water. However, CMU load bearing walls and other existing structural elements do not appear to be structurally damaged. If structural damage is identified in the field, the Contractor shall immediately notify the CO and request direction.

D. Areas affected by the fire (ceiling height at all areas is 9 feet to about 15 feet):

BUILDING 33 FIRE RESTORATION AND RENOVATION 010150 – 3

2.2 DESCRIPTION OF AFFECTED AREAS

A. Receiving office, warehouse and storage area (Area A), 1800 square feet (SF) - major renovation

1. Major renovation requires replacement of every facility component within that area. It requires new fixtures; new conduit and wiring for fixtures and receptacles, new fire alarm devices, conduit and wiring wall and ceiling insulation, complete cleaning & painting of all fire damaged exposed surfaces; install new doors, frames and hardware; windows, and every item destroyed by the fire.

B. Loading dock, delivery area (Area B), 1800 SF (limited scope)

1. Limited scope requires new lighting fixtures, new electrical panels, new conduit and wiring for fixtures and receptacles, new fire alarm devices, conduit and wiring, ceiling insulation, new roll up door and controls, new doors and hardware, existing frames to be cleaned and repainted with one coat primer and 2-coats finish, complete cleaning and painting of all fire damaged exposed surfaces, new acoustical ceiling system and a total clean-up of all smoke and water damaged items.

C. Clothing warehouse area (Area C), 1800 SF (limited scope)

1. Limited scope requires new lighting fixtures with associated conduit and wiring, complete cleaning and painting of all fire damaged exposed surfaces, and a total clean-up of all smoke and water damaged items.

The balance of building’s 3600 SF is not included in the work.

2.3 ENVIRONMENTAL

A. Asbestos-Containing Materials, PCB Fluorescent Light Ballasts and Lead Paint Abatement

1. An asbestos survey was conducted in November 1992. The survey report identified no asbestos containing materials to be present. If suspect materials are encountered during the performance of the work the Contractor shall immediately stop activities in the area, notify the Center Director, and await direction prior to proceeding with work.

2. Contractor to test all suspect materials per AHEAR and comply with all local, state and National codes for asbestos.

3. Friable ACM shall be abated prior to demolition and/or repair work. Non-friable ACM shall be abated prior to demolition activities only as necessary to comply with the EPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) (40 CFR 61 Subpart M), and applicable State and Local regulations.

All fire damaged asbestos shall be considered friable and shall be abated.

4. All asbestos abatement or PCB ballast removal shall be done by licensed, trained asbestos workers, supervisors, and contractors. materials to be abated, methods of abatement, containment setup and location, decontamination procedures, respiratory protection, all worker licenses, training certifications and medical certifications, and disposal plan including transportation and final disposal location. All asbestos work shall be done in accordance with applicable federal, state, and local regulations. The Contractor shall provide the services of an independent industrial hygienist or environmental consultant to conduct on-site project monitoring and air monitoring services during asbestos abatement, including laboratory services as needed. The consultant shall:

5. Conduct a field investigation to identify ACM affected by the rehabilitation activities. The field investigation shall include destructive testing as required to identify and quantify the presence of ACM. Where a field investigation is required to be performed in an occupied building, the Contractor shall coordinate with Center operator to determine the appropriate after-hours schedule for conducting of the investigation. It is not intended that the ACM previously identified will be retested. However, suspect ACM not previously identified should be sampled to determine asbestos-content.

6. Conduct a field investigation for PCB fluorescent light ballasts for light fixtures impacted by this project only. The consultant shall not sample dielectric fluid from ballasts but shall rely on labeling to determine PCB status. Unlabeled ballasts shall be assumed to be PCB-containing. Note leaking PCB ballasts for special removal and disposal per 40 CFR 761.

7. Conduct on-site project monitoring and air-monitoring services during asbestos abatement including laboratory services as needed:

a. Baseline air sampling (prior to abatement) with Phase Contrast Microscopy (PCM) laboratory analyses.
