Questions from Industry 12805B24R0036

As of 1 August 2024

1. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Govt Response: No, contractor should submit enough personnel for local site badge access to maintain the 5:1 escort ratio. Contractor’s staff should all be able to report safety concerns, and address quality control issues.

2. Are there any phasing requirements?

Govt Response: Government must maintain access through the north and West gates at all times. Gates 2/3/4 can not all be shut down at the same time as Gate 1 as we will need access to the Transshipping building either through gate 1 or gate 2/3/4 at all times. One lane minimum on each side of the West entry control point must be maintained for staff ingress and egress.

3. If the building remains occupied, how many people will be in the building?

Govt Response: There are approximately 2 dozen people that work within Transshipping building daily at most, and 3-5 guards per ECP. Government Staff will be directed to avoid the construction area as much as feasible during the work.

4. Are there any temporary heating/cooling requirements?

Govt Response: No. Depending on scheduling of the work, a cold weather placement plan for concrete may be required.

5. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

Govt Response: : Yes. The NTP will not be issued until all submittals have been approved. Long lead-time items may be addressed at that time.

6. Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.

Govt Response: Yes, soil boring report from construction of the facility will be uploaded. Do not expect subsurface to be free of rocks.

7. Please provide the contact information for the building controls contractor.

Govt Response: Convergint KS – Lenel and Milestone integration (316) 202-1800

Johnson Controls (JCI) Lenexa – for BAS controls (866) 298-7696

8. Please provide the contact information for the building fire alarm company.

Govt Response: Johnson Controls (JCI) Lenexa Branch (866) 298-7696

9. Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.

Govt Response: AMNA composite panels (grey aluminum panels at the ECPs) – no warranty remaining Roofing is Firestone who also carries the warranty.

10. Please provide photos of the job site and existing conditions.

Govt Response: Photos may be obtained by request from the Contracting Officer. An FTP link will be sent to you in addition to a password for the link.

11. At Gates #3 and #4, and the fence between, please clarify concrete thickness for excavation consideration.

Govt Response: Heavy Duty Concrete Pavement: 8.5” Depth 4000 PSI concrete with 6” x 6” W2.1 x

W2.1 WWF.

12. Does it show how/where the drainage pipe for the Net Barrier connects to the pump or existing drain?

Govt Response: Pipe to nearest Drainage System or sump pump per C-502. Drain sized per manufacturer of the barrier’s recommendation.

13. At the new K12 Bollard Backup that is west of Gate 4 (sheet C-101; CLIN D) along the existing fence line: The existing grade slopes down to south. If the 36” wide concrete apron that goes below K12 Bollard system is to remain on a slight slope to drain, what is the owner's acceptable design to raise the south side of the apron to accommodate the varying sloped grade?

Govt Response: Slope to match existing grade.

14. At the new M30 Security Post & Rail that is south and west of the existing substation: Currently, what allows for water drainage at existing fence-on-wall? No visible drain system currently in place.

There is a tech pole just southwest of the southwest corner of the substation fence. How do you intend for the M30 Security Post & Rail to maneuver around it?

Govt Response: No relocation of the tech poles included in the SOW. The barrier has spacing allowances to adjust from the 8-foot maximum spacing to shorter to avoid impacts. The barrier can be stopped 3 ft shy of the pole on each side using detail 2/C-502, and can be stopped shy on the North camera pole as well.

15. Where water runoff drains toward the existing fence-on-wall, how does the owner intend for water to drain at the new bollard/cable system with 36” wide concrete apron that runs along the existing wall/fence?

Govt Response: Install crash cable behind existing rock, leaving the rock between the fence and the mow strip to allow water to drain.

16. Confirm cable outside diameter for K12 Anti-Crash Cable; detail 2/C-501 shows 1” cable while notes call out 1-1/2”.

Govt Response: Use Note value of 1-1/2 inch cable for K12 cables

17. Confirm cable outside diameter for M30 Security Post & Rail; notes on sheet C-502 call out 1” cable.

Govt Response: Only employees of the contractor that will be receiving local credential badges to be escorts will need to attend this 2-hour training. This training is required to obtain a local credential badge to be able to escort workers on the job site. Escorts must maintain a 5:1 ratio, multiple people can be submitted to USDA to obtain local credential badges for the project. All other workers may be required to watch a short safety orientation video about 15 minutes in length.

19. Regarding calendar invites mentioned in the scope of work, how often is the USDA expecting these to be distributed and to approximately how many people shall the invite be distributed to? This will help in figuring correct management time into proposal costs.

Govt Response: Progress Meetings should be on a bi-weekly basis unless discussions happen to increase or decrease the frequency of meetings. CORE Team and security personnel from the government as well as representatives from the contractor who can provide schedule updates on the project.

20. Is contractor required to have both a Site Superintendent and Quality Control manager/SSHO on site at all times during construction (i.e. two separate individuals) or can the Site Superintendent fulfill both roles?

Govt Response: No, contractor should submit enough personnel for local site badge access to maintain the 5:1 escort ratio. Contractor’s staff should all be permitted to stop work for safety concerns, and address quality control issues.

21. Does the government possess a geotechnical report for areas of excavation? The contractor’s concern is underground rock given recent experience in the area. Or is the contractor to assume no rock will be encountered when excavating various foundations?

Govt Response: Yes, soil report from construction of the facility will be uploaded. Do not expect subsurface to be free of rocks.

22. Regarding the turnstile specified to be installed, the specs are detailing a galvanized turnstile.

However, the existing turnstiles on site are stainless steel. Please confirm if the contractor is to provide and install a galvanized or stainless-steel turnstile.

Govt Response: Match existing with a stainless-steel finish.

23. Regarding CLIN D for the perimeter cable, there are at least (2) camera poles and foundations that will be in the way of the cable fence (see image below). Will the location of the cable barrier be moved to miss these (and other physical obstructions or underground utilities) that are in the way or is it part of this scope of work to remove and relocate those poles/foundations/utilities, etc.?

Govt Response: No relocation of the camera poles included in the SOW. The barrier has spacing allowances to adjust from the 8 foot maximum spacing to shorter to avoid impacts. The barrier can be stopped 3 ft shy of the pole on each side using detail 2/C-502 and can be stopped shy on the North camera pole as well.

24. Please confirm if the contractor is responsible for repairing/replacing/relocating utilities and/or obstructions that are in the way of the new cable barrier?

Govt Response: The barrier has spacing allowances to adjust from the 8 foot maximum spacing to shorter to avoid impacts as much as possible, if adjustments do not resolve obstructions from existing utilities, contractor will have to relocate existing underground utilities. Camera poles to remain.

25. Regarding CLIN D, sheet C502 detail 1 and 2, the details illustrate a M30-P1 rated barrier.

However, the written specifications on the same page call for a M30-P2 rating (see image below). Please confirm which rating is correct for this project.

Govt Response: System to be M30-P1 rated, also shown on T-102.

26. Regarding CLIN D sheet C101, on the east end of the green highlighted cable barrier fence (see image below), there is approximately 50 ft from where it ends to where the crash gate starts (from Clin A Phase 1). Please confirm this is accurate and there is no new work in this approximate 50 ft span. Or is the contractor to extend the new cable barrier into this area and connect to the new crash gate from CLN A Phase 1?

Govt Response: As shown, bollards existing in this space, no new fence or cable needed.

27. When routing the new cable barrier system, several landscaping items such as trees and/or shrubs will need to be removed. Is contractor responsible for re-planting or replacing new plants? If so, please provide the type of plant and where they are to be relocated to.

Govt Response: Trees will be authorized for removal IAW FAR Clause 52.236-9 by the appointed COR.

Contractor would not be responsible for replacing any trees removed.

28. While on site, it appeared much of the existing turf is irrigated via subsurface drip. This project requires many excavations for foundations, wire, etc. and this subsurface irrigation piping will be damaged or need to be capped in the process. Can an underground irrigation plan be provided so quantities required to fix irrigation tubing back to original state be provided? Or is contractor to exclude fixing any subsurface irrigation?

Govt Response: Product data and Record Drawings as will be added as an attachment. Contractor responsible for restoring drip irrigation to working condition when disturbed.

29. Is damaged turf to replaced via seeding or sodding required? If sod, how long must the contractor water the sod for establishment?

Govt Response: Seeding or Sod is acceptable. Turf must be established and alive at the end of the warranty period. Note- If turf is replaced during the warranty period, the one-year period restarts IAW FAR Clause 52.246-21.

30. Regarding CLIN G, Sheet C201, it depicts landscape hardening along the north side of the street.

However, there are also underground electrical lines in the area. Sheet C501 Detail 1/C501 depicts these rocks being imbedded in the ground 5 feet. Are the rocks to placed as shown on the plans or moved to avoid the buried underground utilities? If placed as shown is the contractor responsible for relocation the buried utilities? If so, please provide information on the utility (i.e. wire size/type, conduit size, etc).

Govt Response: Contractor should pot-hole utilities prior to excavation to avoid damaging electrical lines. Rock layout can be adjusted to still meet project requirements of no gaps greater than 4 foot per note on detail 1/C-501. Utilities that prevent this spacing from being achievable need to be relocated.

Contractor responsible for identifying feeds and wire type/size.

31. Regarding training on using any new equipment installed for this project, is the contractor required to professionally video record the training including video editing (i.e. professional equipment with microphone and not recording via cellphone/tablet)?

Govt Response: Recording to be done with professional equipment with microphones and not via cellphone/tablet.

32. Regarding Gates #3 and #4, and the fence between, please clarify concrete thickness for excavation consideration.
