Attachment 008 QandA Amd 0001 to RFP 12805B24R0032
Please confirm all personnel planning to work onsite for this project shall complete the two-hour NBAF
Site Security and Safety Orientation training.
Currently, we do not required visitors to do training if they are escorted by a badged contractor.
Regarding calendar invites mentioned in the scope of work, how often is the USDA expecting these to be distributed and to approximately how many people shall the invite be distributed to? This will help in figuring correct management time into proposal costs.
Calendar invites need to be sent when contractor is working on-site. This may be distributed to around 20 people.
PWS item 3.2.3 states bid or performance bonds may be required. The SF 1442 states a bid bond is required but does not mention a payment and performance bond. Please conform if a payment and performance bond is required.
Block 12a, page 1 of the RFP 12805B24R0032 SF1442 document.
Is contractor required to have both a Site Superintendent and Quality Control manager on site at all times during construction (i.e. two separate individuals) or can the Site Superintendent fulfill both roles?
Further, will a standalone Site Safety and Health Officer be required for this project?
Yes, the Superintendent can fill both roles and will not need standalone site safety and health officer.
Does the existing Preferred Instruments boiler control system operate as designed (i.e. any existing operational/control issues)?
Yes
Is any of the existing equipment to be altered in this contract currently under warranty? If so, state which equipment and who holds the warranty.
No
Regarding PWS item 3.4.1.5, how many mobile systems does the USDA want? 1 separate mobile system for the chiller floor and 1 separate system for the boiler floor? Or does the USDA require multiple per floor. Please confirm. Further, are the mobile carts supposed to be able to carry tools and other diagnostic items? Does the USDA have a cart option in mind currently?
a. Yes, 1 separate mobile system for the chiller floor and 1 separate system for the boiler floor.
b. The carts do not need to carry tools or diagnostic items.
c. We don’t have a cart in mind.
Further regarding PWS item 3.4.1.5, for network connectivity, does the facility want a hard connection or
WIFI based connection? Please confirm. If a physical connection is required, is the contractor to install an individual network drop near each boiler? Does the network panel currently have enough open ports to accommodate the new drops? Lastly, does NBAF require a specific type of hard connection port for security purposes to only allow those authorized to plug into the port? If so, please provide specs on this type of plug-in.
Yes, a hard connection needs to be installed each boiler and we have enough open ports.
How far is the network closet from the boiler control room?
The network closet is 100 feet down the hall from the boiler room.
Attachment 008 QandA Amd 0001 to RFP 12805B24R0032
For powering the mobile carts described in PWS item 3.4.1.5, is the contractor to assume there is a service electric receptacle with 110V power at each boiler the cart can be plugged into?
Are the mobile carts described in PWS item 3.4.1.5 to have a minimum screen size of 42 inches? Please specify minimum screen size.
After site walk, we are thinking 42” is small and update requirement to 55”.
Regarding PWS item 3.4.1.5, is the contractor to also provide a minimum of 42” screen for the Veeder
Root Fuel system? As the scope reads now, it is being interpreted as the contractor providing (2) new screens (one for boiler system and one for chiller system). Please confirm if a new screen is needed for
Veeder-Root system information coming back to control room.
After the site walk and reviewed the current screens, the requirement is updated to 55” screens to view the boiler system, chiller system and veeder-root system in the CUP control room.
Regarding PWS item 3.4.1.11, is the video recording supposed to be professionally recorded (with microphones) and edited? I.e. not filmed utilizing cellphones or tablets. Please confirm.
Yes, professionally recorded (with microphones) and edited.
Please confirm USDA is responsible for providing all personal computers needed for Johnson control
BAS access.
To gain access to site, will all workers need to enter campus through the West gate every day and walk to the Central Utility Plant?
Yes, they can use the north gate for tools and parts delivery only.
Will workers and/or tools need to undergo a decontamination process to both enter and leave site?
No
Will equipment items brought to site for installation need to be scanned by security through the
Transshipping building?
No, it will be scanned/check at the gate.
