Attachment 011 RFP 12805B24R0010 QandA Document Amendment 0002
1. Regarding personnel required on site during construction, will the government require a separate individuals to fill the positions of Site Superintendent and Quality Control
Manager/Site Safety and Health Officer? Or will the Site Superintendent be allowed to fill all those roles? Specs currently state the QC and SSHO can be the same person but does not state anything about if the Superintendent can also fill the QC/SSHO role. Please clarify.
The superintendent can fill the QC and SSHO roles.
2. Is the government amenable to extending the period of performance. A 60-day timeframe seems inadequate to finish all things involved with this project.
No change to the stated period of performance at this time.
3. Regarding the CLIN schedule, the contractor is to price a Base and Alternate CLIN.
Regarding the Alternate, will this be awarded concurrently with the Base if funds are available or does the government reserve the right to award it at a later date during the contract?
The RFP document states that CLIN 0002 is a “Option Line.” The solicitation includes the clause at FAR 52.217-6 Option for Increased Quantity. Section I.4.
4. While at the site visit it was observed the curbs along the road have also begun too “lean”. It appears the system being installed does not remedy this issue. Is contractor to assume relevelling of the curbs is out of scope? If in scope, please provide further details on how this is to be resolved. Also, if in scope, who has jurisdiction over the street?
No repairs to city curbs are to be made unless they are damaged by the contractor. This RFP is solicited with the clause at FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements. Section I.1.
5. Is contractor allowed to utilize existing water and power utilities on site for their use? If so, does it have to be metered and the utility costs figured into the contract?
Yes, not metered.
6. Please clarify who is responsible for repairing damaged landscaping up to the proposed concrete.
This RFP is solicited with the clause at FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements. Section I.1.
7. Regarding the design for the proposed installed systems to realign the colonnades, is there an alternate plan in the event they do not in fact realign after lifting?
No. the contractor is responsible for completing the project task of realigning and structurally supporting the colonnades.
8. While at the site visit it was observed the existing lights serving the colonnades area are mostly non-functioning. Please clarify if these are to be repaired/replaced. If in scope, please provide additional information on resolving this issue.
Nonfunctioning lights are not in scope of this project.
9. Are there any existing utilities in the area where the pilings will be installed? If so, please provide a utility map and who controls these utilities? Will contractor or government be responsible for marking?
There is sanitary sewer utility. See “Attachment 012 Wooton Hall 101.pdf”. The contractor is responsible for contacting 811 to have utilities marked.
10. Regarding Spec section 01 01 1.5D, it states “at no time shall noise exposure to any ARS staff exceed 75db”. There will inevitably be equipment on site that produces noise above this threshold. Therefore, will USDA provide and wear their own hearing protection or is the contractor actually required to keep noise below this low threshold? For example, an average concrete truck operates at 80db, therefore, given this noise requirement a truck could not be onsite for placement of any concrete. Further, the mechanism for running a hydraulic press for pilings will most likely be above this threshold as well (if not electrically powered).
Please clarify on the intent of this requirement.
USDA personnel will be inside the structure and shielded from direct sound exposure.
11. Regarding Spec section 01 01 1.6 C4, it states “No photography of ARS premises is allowed without written permission from the contracting officer”. Given the contractor is required to document construction, often via photographs, will the CO grant permission for photos for this project?
Yes, this will be coordinated post award.
12. Is contractor required to provide their own Geotechnical Specialist for documenting soil conditions encountered during the piling process or will the government provide their own third-party group for this?
The contractor is responsible.
13. Contract drawing sheet AD200 states within a Note that the original design documents indicate that the trellis members are anchored to steel plate and the anchoring system has most likely failed. However, the design documents do not notate anchoring the trellis back to the steel plate. Please confirm the trellis are not to be re-anchored to the steel plate. If they are, please provide further information on how these are to be adjoined back together.
The trellis is secure in the openings of the wall. No anchoring is required.
14. Based on evaluations of government responses to the first set of RFI’s, regarding response to
Question 3, why were soil borings terminated at 25 ft if soil load capacity was minimal?
What if the appropriate load bearing strata is significantly deeper than the 100’ as outlined in design? The contractor understands we are to price an additional per ft. price for anything deeper than 100 ft, but if it is significantly deeper, will the project have enough funding to complete the project once the foundation has been exposed?
Contractor to price the piers at 100’. Then provide a cost per vertical foot beyond that in the technical proposal. See Amendment 0001.
15. Is Contractor required to price the per ft price beyond 100ft in both the base and alternate
CLINS?
Yes, see details in Amendment 0001 List of Changes.
16. Will the government or the contractor pay for engineering firm inspections during the project?
The contractor.
17. It was mentioned during the site visit that this building will be undergoing future renovations to the exterior stucco. Do any stucco repairs necessitated by this work need to be a finish coat, or just base coat?
Finish coat.
18. It was mentioned during the site visit that this building will be undergoing future work to replace the existing exterior light fixtures that are only partially working. It is unknown how the wiring for these light fixtures is run. If it is underground and the wiring is broken during the repair process of this project will the electrical wiring to these fixtures need to be replaced, or will that occur during a future contract?
The contractor shall take care in excavating the site. Notification to the contracting officer’s representative if conduit is encountered is required.
19. It was mentioned during the site visit that there was exploratory construction demo around red decorative, metal trellis detail into stucco. We are unsure how this connection into the structure takes place. Are the pictures from this exploratory work able to be provided? This will ensure we bid the appropriate fix for this area and what means and methods we can utilize, otherwise it is a substantial unknown condition.
Once the trellis is rotated back into position the trellis members will be secure within the structure’s openings.
