About this file
This document provides details for a federal construction contract solicitation for colonnade repair work at Wooten Hall in Las Cruces, New Mexico. The solicitation is being issued by the Department of Agriculture Agricultural Research Service Field Research Implementation and Information Delivery Plains Area. Offerors must attend a mandatory site visit on February 22, 2024 at 9:00 AM Mountain Time to be eligible to submit an offer. Site visit registration is required by February 20, 2024 at 5:00 PM Mountain Time by emailing Christopher Turner with attendee information and business identification. No PPE is required for the site visit, but long pants and closed-toed shoes are recommended. A valid US driver's license will also be required for identity verification at the site visit.

Site Plan Boring Log Laboratory Results
Site Investigation:
A subsurface investigation was performed for the proposed improvements to Wooten Hall located on the campus of New Mexico State University (NMSU) in Las Cruces, New
Mexico. Four (4) test borings were advanced near the existing colonnades along the west and south sides of the structure. The borings were terminated at a depth of 26.5 feet below ground surface (bgs). The test boring log and location plan are provided in the appendix of this report.
Site Conditions:
Based on the results of the borings, subsurface conditions on the project site can be generalized as follows:
Borings B-1 and B-2 (along the south side of structure)
Description Approximate Depth to
Bottom of Stratum (feet) Material
Encountered Consistency/Density
Stratum 1 10 Sandy Lean Clay Medium Stiff
Stratum 2 20 Poorly Graded
Sand Loose to Medium
Dense
Stratum 3 25 Sandy Lean Clay Medium Stiff to Stiff
Stratum 4* 26.5 Poorly Graded
Gravel with Silt and Sand
Medium Dense
*strata not encountered in Boring B-2
Borings B-3 and B-4 (along the west side of structure)
Description Approximate Depth to Bottom of Stratum (feet)
Material Encountered
Consistency/Density
Stratum 1 10 Sandy Lean Clay Stiff
Stratum 2 25 Poorly Graded Sand
Medium Dense
Stratum 3 26.5 Poorly Graded
Gravel with Sand Medium Dense to
Dense
The borings were observed while drilling and after completion for the presence and level of groundwater. Groundwater was not observed in the borings while drilling, or for the short duration that the borings were allowed to remain open.
Planned Construction:
Based on the information provided, I understand the project will include the implementation of additional structural support to the colonnades along the west and south sides of Wooten Hall. Helical piers are the planned method of support. Structural loading has been estimated as 25 kips for maximum column loads.
Helical Piers:
Helical piers could be used for support of the colonnades. Pier capacities are related to the torque used to screw the pier into the ground. Foundation design is based on calculated capacities utilizing soil strength criteria.
Ultimate axial capacity of each helical pier in compression can be determined by the following equation:
Qu = qNqAp
Qu = ultimate axial capacity in compression (lb) q = In-situ stress at depth of helix (lb/ft2) = unit weight x dq
Nq = Bearing Factor
Ap = gross area of the helices on the pier (ft2) dq = depth of helix below the ground surface (ft)
Engineering properties based upon the borings have been estimated for the soil conditions as follows:
Borings B-1 and B-2 (south side of structure)
*strata not encountered in Boring B-2
Borings B-3 and B-4 (west side of structure)
Seismic Site Classification:
The seismic site classification is based upon the soil profile in the upper 100 feet as defined by the weighted average of standard penetration blow-counts or shear wave velocity in accordance with Section 20.4 of the ASCE 7 and the International Building Code (IBC).
Based upon the field investigation, it is my opinion that the Seismic Site Classification is D
(“Stiff Soil”). The maximum depth of the borings advanced at the site was 25 feet.
Therefore, soil properties below the maximum boring depth to 100 feet were estimated based on my experience with the general area. Deeper borings or geophysical testing would be required to confirm the conditions below the current boring depth.

Report Limitations:
The conclusions, recommendations and opinions presented herein are:
1) Based upon evaluation and interpretation of the findings of the field and laboratory program.
2) Based upon an interpolation of soil conditions between and beyond the explorations.
3) Subject to confirmation of the conditions encountered during construction.
4) Based upon the assumption that sufficient observation and testing will be provided during construction.
There is no other warranty, either express or implied. Any person using this report for bidding or construction purposes should perform such independent investigation as he deems necessary to satisfy himself as to the surface and subsurface conditions to be encountered and the procedures to be used in the performance of work on this project. If conditions are encountered during construction that appear to differ from those indicated in this report, I should be notified immediately.

GENERAL NOTES
1: Soil classifications are based on the Unified Soil Classification System. Descriptions and stratum lines are interpretive, and actual lithologic changes may be gradual. Field descriptions may have been modified to reflect results of lab tests.
2: Descriptions on these logs apply only at the specific boring locations and at the time the borings were advanced. They are not warranted to be representative of subsurface conditions at other locations or times.
