Industry Questions with Answers:

1. It would make sense to go back with 2x4 lights for the A1 and A1E fixtures as the existing lights are 2x4. This would eliminate repairing ACT and hard lid ceilings where the A1 and A1E lights are to be replaced. Will the USDA allow the A1 and A1E lights to be 2x4 instead of 2x2?

(A large cost savings to the USDA would be to install 2x4 lights for the new A1 and A1E lights. The plans call out for A1 and A1E lights to be 2x2 but all the existing lights in these areas are 2x4. That would mean there are either gyp board ceilings to patch and paint OR acoustical ceiling tile repairs at each of these A1 and A1E lights. There are over 1000 of these lights so that over 1000 patches.)

ANSWER: 2x4 Fixtures are acceptable.

2. Will the GC be provided with a staging area for lights, materials, tools, etc to be stored?

Or will the GC only be allowed to store onsite what can be installed in a day? Is the GC allowed to have a storage container set in the back loading dock parking lot?

ANSWER: Limited storage available only in the garage on either B2 or B3 adjacent to the freight elevator.

3. Will the GC and sub team be allowed parking spaces or will the GC and sub team have to pay for parking?

ANSWER: After hour parking is available in the garage. Daytime dock parking is first come, first served.

4. Please confirm the tenant will move any and all electronics and personal items that need to be moved to change out the bulbs/fixtures.

ANSWER: Typically, nothing needs to be relocated to work on light fixtures. Exceptions are to be dealt with individually.

5. Will the GC be allowed to move freely throughout the building as needed, possibly on multiple floors at a time, to complete the scope or will the tenant need to provide multiple escorts?

ANSWER: The contractor will be given badges per Section 01 01 00 1.6.B. and allowed to move throughout the facility under the supervision of the contractor site superintendent and badged team leads. Work areas are to be identified and coordinated with the site with minimum 2-weeks advance notice.

6. Is the GC required to install wall mounted occupancy sensors with step down dimming in any other areas other than the areas noted on the plans.

ANSWER: Negative. Existing controls are to remain in place for fixtures replaced in other areas.

7. Can the GC use the facilities recycling dumpster set by the back loading dock?

ANSWER: Contractor to provide open container.

8. Is the GC required to install any new wiring for the lights?

ANSWER: Existing circuiting is to remain.

9. Please confirm the GC does not need to field paint any light fixtures as the specs suggest.

ANSWER: No field painting is required. Field painting in accordance with the specifications is acceptable for minor scratching of fixtures.

10. Is there any kind of security badging/background checks that needs to take place for labor who will work onsite?

ANSWER: Reference Section 01 01 00 1.6.B. Contractors will need to have a State or United States Government-issued photo identification with them to enter the facility.

11. Please confirm the length of the warranty required for this project. The specifications are conflicting.

ANSWER: Luminaire: 5 years minimum (26 51 00 1.5.1)

Occupancy Sensors: 5 years minimum (26 51 00 1.5.2) Workmanship: 1 year (01 00 01 1.1.1) This list is not all inclusive. Please identify explicit conflicts for resolution.

12. Is the subcontractors past performance allowed to be used in the GC's technical proposal?

ANSWER: The subcontractor’s experience can contribute to the past experience technical requirement submission however the technical proposal should sufficiently describe the contributions and experience of the team.

13. Will the GC be allowed to add access panels in hard lid ceilings as needed?

ANSWER: Yes. Access panels must be painted to match the surface where installed.

Locations must be coordinated with the user.

14. Is the first-floor lobby ceiling a gypsum board ceiling and painted?

ANSWER: Original as-builts indicate lobby is suspended plaster ceiling. Contractor to field verify prior to construction activity or work to be performed.

15. Is the 120 days to complete the project firm or can it be extended?

Answer: The period of performance was established based on estimated delivery times and market conditions and intends to administer the contract in accordance with that requirement but also subject to the allowable delays listed in Federal Acquisition Regulation 52.249-10.

16. Is the following paragraph leftover language from a previous project per Attachment 1 CNRC Specifications Lighting, Section 01 01 00, Paragraph C. “Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75

db. Contractor shall provide to the Contracting Officer a written weekly update of all test results and also for proposed work for the subsequent two weeks (a two week "look-ahead") involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.” If this applies to this project please provide the allowable limits for the dust, chemical vapor generation, and volatile organic compounds.

Answer: The building will be occupied during construction. The intention of this requirement is to minimize dust, etc to the extent possible. Construction activities must not cause adverse conditions for the building occupants. The facility will be in operation during the entirety of construction.

17. Per Attachment 1 CNRC Specifications Lighting, Section 02 41 00, Paragraph 3.3.3 “Remove materials and equipment that are listed in the Demolition Plan to be removed by the Contractor and that are to remain the property of the Government, and deliver to a storage site.” Please provide the location of the storage site.

Answer: The location does not want to retain demoed fixtures.
