Industry Questions with Answers:

1. Neither the Specifications nor the Drawings appear to address the patching and painting to hard ceilings and additional ceiling tiles and splines for grid ceilings that will be required when changing from 2x4 fixtures to 2x2 fixtures in multiple locations. Further direction is requested for such instances.

Answer: Replacing in kind with 2x4 fixtures is acceptable. New Specifications are attached to this amendment to define requirements for hard ceiling patching and finishing (Specifications: 09 22 00; 09 22 36; 09 23 00; 09 29 00; 09 51 00)

2. Our assumption is that all work is to be completed during normal working hours. What percentage of construction should we plan to take place after standard work hours and on weekends if the USDA intends on us completing the work without causing disruptions?

Answer: Allowable Work hours are Sunday night through Friday morning - 6 PM to 7 AM local time for entire project (with the exception of vivarium work, see below). Section H.5 Maximum Workweek – Construction Schedule has been updated, attached, and dictates the process for requesting work outside of those hours. Specification section 01 01 00 1.6 C.

Security Procedures has been updated, attached.

3. Is special PPE required in labs and fire areas?

Answer: No.

4. Building engineer mentioned the areas of tubes that have been done are wired with hot and neutral on one end. Is that going to be a standard they want to continue on this retrofit?

Answer: This is not a requirement.

5. Weekend work schedules? May have to do this due to scaffolding builds on staircases.

Answer: Section H.5 Maximum Workweek – Construction Schedule has been updated, attached, and dictates the process for requesting work on weekends or holidays. Specification section 01 01 00 1.6 C. Security Procedures has been updated, attached.

6. Tubes they are starting to make the led tubes in glass. I would recommend the plastic type tubes especially in mechanical areas to avoid plastic sleeves and cages. Please advise.

Answer: Tubes shall be as specified in the project documents.

7. Please provide clarification on yellow lamps. They are switched separately in multiple labs.

I.E. is this a film a contractor or owner will provide?

Answer: Lamps shall be provided by contractor with coating or sleeve or other provision to filter out UV emissions and wavelengths below 520 nm.

8. Will a project exemption certificate be provided for tax purposes?

Answer: Yes

9. Regarding the installation process, how big of an area or rooms will be provided to a contractor at a time for removing and replacing lights? Will the contractor have full reign of an entire floor or smaller subsections?

Answer: Contractor’s discretion, however, it should be managed to ensure that work can be completed and cleaned up in the work hours scheduled. Any contractor equipment, supplies, and scaffolding should be put away prior to facility operation hours, unless preapproved for specific circumstances.

10. Will the government require an entire floor to be completed and approved before moving on to another floor?

Answer: Contractor’s discretion, however, it should be managed to ensure that work can be completed and cleaned up in the work hours scheduled. Any contractor equipment, supplies, and scaffolding should be put away prior to facility operation hours, unless preapproved for specific circumstances.

11. The intent of the project is to remove existing lights and replace with new LED lights, however, during the site visit it was noted some of the existing lights to be removed are already LED. Please confirm all lights indicated on the plans are to be removed and replaced as specified.

Answer: Remove and replace as scoped in the project documents.

12. Are there any spaces that will require government escort for access? If so, how many and what specific rooms/areas?

Answer: Vivarium spaces require escort. Work for these rooms will need to occur Monday through Friday 7 am to 4 pm daily. Work must be scheduled two weeks in advance. See updated E104r1 drawing for Vivarium delineation.

13. If escorting required, how much advanced notice is required for scheduling government escort?

Answer: Vivarium is the only escort requirement (see above), however 3rd and 4th floor work will need to be scheduled a few days in advance to ensure no reservation conflicts for human research study participants.

14. Are there any special background check processes to access this facility?

Answer: Please review specifications.

15. How much parking is available to contractor and any subcontractors?

Answer: The USDA will allow 1 vehicle per sub-contracting company, and 1 for the general contractor.

16. Given the nature of the facility, will photography be allowed for documentation of work completed?

Answer: Yes

17. Can stairwells be temporarily shut down for scaffold set-up to reach overhead lights in these areas?

Answer: Yes, this is acceptable. The contractor must notify the COR and provide signage indicated that the stairwell is temporarily shut down. After hour work will occur while building population density is at its lowest. Clear signage should be posted on work floors and above when stairs are blocked.

18. Are there any existing bulbs that contain hazardous materials?

Answer: No bulbs are believed to contain hazardous materials. Fluorescent tubes remain that contain mercury.

19. Is there a designated and secure area within the building the contractor can utilize for bulk storage of lights?

Answer: B3 office space.

20. For replacement of light fixture, is the contractor or the government responsible for de-energizing the lighting circuit? If contractor, please provide as-built one line diagrams for wiring for correctly determining which panel the circuit is tied to.

Answer: Contractor is responsible for circuit identification and isolation.

21. Are any of the lights to be replaced/removed tied into an emergency lighting circuit?

If so, which ones? This impacts ability to appropriately de-energize the required circuit and determine any other downstream effects if the emergency power is also shunted to perform these replacements.

Answer: Emergency fixtures are identified on the drawings.

22. Please confirm contractor to assume all lighting controls and lighting circuits will remain unchanged and as is? When running a search on the plans for symbols for new occupancy sensors or dimmers, none were found. Further, many of the general notes state to preserve controls unless otherwise noted.

Answer: Confirmed. Existing controls are to remain.

23. Regarding Spec section 26 51 00, sub section 3.2.1 Tests, it states “Verify lighting control system and devices operate according to approved sequence of operations.

Verification tests are to be completed after commissioning”. If the contractor is required to verify the lighting control system operates according to approved sequence of operation, then the government must provide all the areas currently operating under lighting controls and provide their current sequence of operation.

Further, the contractor also requests the government require a pre-alteration assessment to determine the existing functionality of all lighting controls. The same questions and concerns apply to the emergency lighting test requirements.

Answer: Contractor is to verify operation of new controls installed. This is limited to the wall mounted occupancy sensors replacing the manual switches in the offices.

New wall mounted motion sensor switches should not be installed if they cannot ‘see’ the area they are supposed control.

24. Regarding Spec Section 26 51 00, sub section 3.3.1 Commissioning, it states the

Factory trained Field Service Technician is responsible for calibration and programming sequences for input devices and systems in accordance with the requirements described in the sequence of operation. Please provide all sequence of operations required for this project so contractor can appropriately bid the required effort for the commissioning process.

Answer: Wall mounted occupancy sequence to be automatic on. Vacancy off at 20 minutes, adjustable. Manual step dimming with last setting retained.

25. Regarding structurally supporting the weight of light fixtures in the various ceiling systems, please confirm contractor is only required to appropriately support new fixtures installed on this project and not responsible for appropriately supporting existing fixtures that are scheduled to receive new bulbs that may have deficient support.

Answer: Confirmed. The contractor is not responsible for rework of support for existing fixtures scheduled for re-lamping.
