The key details are:
- The solicitation is an unrestricted commercial item procurement with a NAICS code of 811310 and a size standard of $12.5M.
- The contractor will be required to complete NBAF site safety training, provide calendar invites for onsite work, and install specific ball valve types with locking levers on the piping modifications.
- The contractor will need to utilize smoke eaters/air scrubbers for any hot work and coordinate with the USDA on fire system shutdowns and testing.
- The USDA will provide access to additional technical specifications upon request, including information on existing pipe materials and insulation.
- The work will be performed during normal business hours with no decontamination requirements for personnel or tools.
- The USDA is requiring 90% and 100% design reviews, but no BIM updates as part of the as-built process.

12805B24Q0177 Amendment 0002 Questions and Answers
Q1: Please confirm all personnel planning to work onsite for this project shall complete the two-hour NBAF Site Security and Safety Orientation training.
A1: Currently, we do not required visitors to do training if they are escorted by a badged contractor.
Q2: Regarding calendar invites mentioned in the scope of work, how often is the USDA expecting these to be distributed and to approximately how many people shall the invite be distributed to? This will help in figuring correct management time into proposal costs.
A2: Calendar invites need to be sent when contractor is working on-site. This may be distributed to around 15 people.
Q3: Is the USDA amenable to extending the period of performance for this project? The current period of performance is 300 days after award, however, Progressive Recovery, Inc. has stated their longest lead time item has duration of 12 months. Therefore, the entire period of performance would be spent just on this item.
A3: Yes
Q4: Regarding PWS Item 3.4.1.2, what type of valve does the USDA want installed on this piping (i.e. butterfly valve, ball valve, etc.)? Also, are there any special considerations for the handle (i.e. standard lever, chain handle, etc.)? A chain handle variety may be beneficial for closing given the height off the floor the valve will be installed. And is the valve to be a lockable variety?
A4: We want ball valve that matches the existing valves. We want standard lever with locking in both open and close position. The standard lever needs to be accessible from a lift.
Q5: Regarding PWS Item 3.4.1.3, what type of valved does the USDA want installed for this piping modification (butterfly, ball, etc.)? Also, are there any special considerations for the handle?
A5: We want ball valve that matches the existing valves. We want standard lever with locking in both open and close position.
Q6: Referencing the required field cutting and welding that will take place on site, please provide information on the requirements to perform these activities on site. Contractor will complete appropriate Hot Work Permits but wants to ascertain whether air scrubbers will need to be utilized, and/or if the cutting and welding areas must be totally contained and all air scrubbed. What level of scrubbing is required if applicable? Please provide more details on NBAF’s procedures for this type of work.
A6: Snorkel type smoke eaters if they are properly adjusted and capable of capturing the cutting/welding fumes. Follow the OSHA requirements.
Q7: Is the fire detection system allowed to be temporarily shut down/bypassed during the cutting and welding activities? Will the USDA coordinate these efforts with personnel overseeing the fire detection/protection systems?
A7: Yes, we can coordinate the fire detection system overrides.
Q8: Is the contractor required to have a dedicated fire watch on site or can the Site Superintendent fulfill this role?
A8: Yes, the superintendent can if not escorting contractors. The fire watch role can be anyone if it is documented and turned into SHEM at the end of the fire watch process.
Documentation can be as simple as handwritten dates times and a signature from the fire watch.
Q9: Does the USDA require design and PE stamped drawings for the following items:
condensation receiving tanks (3.4.1.1); condensation receiving tanks (3.4.3.2);
A9: 3.4.1.1- No for the tank but yes for the drain line and hangers. 3.4.3.2- No
Q10: Please provide pipe specification information on the existing steel piping that ties into the liquid EDS system, EDS cooling system, and TTA operating vents.
A10: Contractors with a valid Non-Disclosure Agreement (NDA) may request access to Attachment 22 71 00 Biowaste Piping
Q11: Please provide specifications on the original stainless steel pipe passivation process so the new can match the existing procedure.
A11: Contractors with a valid Non-Disclosure Agreement (NDA) may request access to Attachment 22 67 14.19 Passivation.
Q12: Please provide the insulation specifications for the existing pipe insulation in the areas where work is to take place for this project.
A12: Contractors with a valid Non-Disclosure Agreement (NDA) may request access to Attachment 20 07 00 Mechanical Systems Insulation. The insulation should match the existing insulation. This is considered a containable space.
Q13: How long can the fire sprinkler system by shutdown in the liquid effluent tank room? The piping will need to be modified to get enough room to install the valves outlined in PWS item 3.4.1.2. The existing piping touches and there is not enough space between the two pipes to allow room for the new shut-offs to be installed.
A13: As long as necessary if there is a fire watch.
Q14: Will a final fire suppression test be required after modifications to piping are complete? If so, please state what type of test will be required and will it be building wide or regional to the area the modifications took place?
A14:This will be determined by an engineer. All modifications need to be reviewed and stamped by an engineer.
Q15: Who is the contractor controlling the fire suppression system maintenance and/or repair for the building?
A15: Johnson Controls is the contractor controlling the system. American Fire does the maintenance and repair on our piping system.
Q16: Has any of the piping to be modified been contaminated? If so, will USDA decontaminate the system prior to construction and provide certification of cleanliness?
A16: No
Q17: Will ground penetrating radar be required to locate concrete reinforcement to ensure drilling and anchoring for additional piping supports/stands do not damage reinforcement?
A17: Yes
Q18: Will tools coming into and leaving the workspace be required to be decontaminated? If so, what is the process?
A18: No
Q19: Will work personnel have to undergo a decontamination process to enter and leave the work areas at the beginning and end of each shift?
A19: No.

A20: During normal business hours
Q21: Will a BIM update be required as part of the as-built process?
A21: No
Q22: How many different design charettes/milestones is the USDA requiring for this project’s design (i.e. 90% and 100%)?
A22: 90% and 100% is fine.
