About this file

This file is a Questions and Answers document for federal solicitation 127EAY26Q0095, a janitorial services contract for the Trabuco District Ranger Office located at 1147 E. Sixth Street, Corona, California 92879 (Riverside County). The Government is seeking janitorial services for approximately 5,243 square feet across four buildings, including 5 restrooms (237.5 sq. ft.), 2,109 sq. ft. of wood flooring, 1,141 sq. ft. of carpet, and 454 sq. ft. of vinyl/tile. Services include daily trash and recycle bin emptying, restroom cleaning and maintenance, carpet steam cleaning via extraction method annually, quarterly window and blind cleaning (412 sq. ft. and 384 sq. ft. respectively, including both interior and exterior surfaces except for daily maintenance of front entrance/lobby areas), and cleaning of four Law Enforcement Officer offices with restricted access serviced twice monthly when occupants are present during standard service hours (Tuesdays and Thursdays, 8:00 AM to 4:00 PM). The contractor is responsible for all cleaning chemicals, equipment, and consumables except Government-furnished paper towels, toilet tissue, seat covers, storage space, and trash/recycling containers.

This is a new requirement with no incumbent contractor. Prevailing wage requirements apply under Service Contract Act Wage Determination 2015-5629 Rev 31 (dated 27 August 2026) for Riverside County. The contract is not expected to exceed the Simplified Acquisition Threshold, therefore FAR 52.219-14 (limitations on subcontracting) and FAR 52.222-43/44 (wage adjustments for option periods) are not applicable. Subcontractors may perform work and must be identified in quotations with past performance information provided. Award will be made using lowest price technically acceptable criteria, with only the lowest priced offer evaluated for technical acceptability initially; if unacceptable, evaluation continues with the next lowest priced offer. No bid bond is required. Post-award submittals are limited to janitorial staff checklists completed each service period. Attendance at the site visit was optional and not mandatory for submission. The contractor will not be issued building keys or alarm codes but may receive a gate code if necessary; access requires Government staff on-site. The Government provides commercial trash and recycling dumpsters; the contractor has no off-site disposal responsibilities.

Q8: What is the current annual contract value for these janitorial services?

A8: There is no current contract.

Q9: The PWS appears to identify two restrooms in Building 201, two in Building 202, one in Building 203, and none in Building 2303. Could you please confirm that the scope includes five restrooms in total and provide their combined square footage?

A9: There are 5 bathrooms at a total of 237.5 square feet.

Q10: The attached Service Contract Act Wage Determination No. 2015-5635 identifies San Diego County, while the performance location is in Corona, Riverside County.

Please confirm the applicable wage determination and provide a corrected attachment if necessary.

A10: The correct Wage Determination 2015-5629 Rev 31 dtd 27 Aug 2026 has been uploaded to SAM as Attch 3.

Q11: Attachment 2 is titled for the Palomar Ranger District, and its current print area appears to exclude pricing columns E and F. Should offerors complete columns E and F, and will a corrected Trabuco pricing schedule or revised print area be issued?

A11: The name on Attachment 2 has been corrected to Trabuco Ranger District. Yes, offerors must complete columns E and F. The print area has been expanded. A revised Attachment 2 has been uploaded.

Q12: The solicitation includes option periods, but FAR 52.222-43 and

52.222-44 appear unchecked. Please confirm whether an option-year price adjustment for changes in required wages and fringe benefits will apply.

A12: As this contract is not expected to exceed the Simplified Acquisition Threshold, neither FAR 52.222-43 or 52.222-44 are checked. Upon the exercise of each option period, the most recent Wage Determination will replace the existing Wage Determination on contract. The contractor will be given the opportunity to increase wages/fringe benefits to meet the new Wage Determination.

Q13: The solicitation requests past performance within five years, while Attachment 4 refers to three years. Which period controls, and should a separate Attachment 4 be submitted for each reference?

A13: Attachment 4 has been revised to request past performance within five years.

Q14: The technical evaluation language refers to the Quality Control Plan requirements in Section C-5, while the task requirements appear in Section C.4.

Please confirm the correct reference.

A14: The technical evaluation language has been corrected to read:

“The offeror shall submit a Quality Control Program (QCP). The QCP shall include, at a minimum, a plan for inspection of all buildings covering all services stated in section C-4.”

Q15: Please distinguish which windows and blinds are to be serviced quarterly, semiannually, and annually.

A15: Other than the front entrance/lobby area, which are to be maintained every service day, all windows should be cleaned and maintained quarterly. Annual and semi-annual cleanings have been removed. (See revised PWS)

Q16: Please provide or confirm the approximate number and dimensions of windows and blinds, carpeted square footage, number of restrooms, and any specialty floor or surface types that should be included in pricing.

A16:

Total window approximate sizes:

• 412 sq. ft.

Total blinds approximate sizes:

• 384 sq. ft.

Total number of restrooms:

• 5

Total flooring approximate sizes:

• Wood = 2109 sq. ft.

• Carpet = 1141 sq. ft.

• Vinyl/Tile = 454 1141 sq. ft.

Q17: Please confirm whether attendance at the August 31 site visit is mandatory or optional and whether advance registration is required.

A17: The site visit was not mandatory, and advance registration was not required.

Q18: FAR 52.219-14 appears unchecked. Please confirm the applicable limitation on subcontracting and whether proposed subcontractors must be identified in the initial quotation.

A18: As the contract is not expected to exceed the simplified acquisition threshold, FAR 52.219-14 is not checked. Per the solicitation, subcontractors MUST be identified as Past

Performance Information shall be provided for all teaming partners and critical subcontractors.

Q19: Do you have a current real contract amount per year?

A19: This solicitation has no incumbent contractor, therefore no real contract amount.

Q20: I was curious if this contract is a renewal. If so, do you happen to have the annual price the previous vendor charged for this janitorial service?

A20: This is not a renewal. No annual price from a previous vendor.

Q21:Applicability of Wage Determination to Place of Performance: The place of performance is the Trabuco District Ranger Office located at 1147 E. Sixth Street, Corona, CA 92879, which is in Riverside County. However, the attached Wage Determination is WD 2015-5635 Revision 30, which historically applies to San Diego County. Please clarify if WD 2015-5635 is the intended wage determination for this contract, or if the Government intends to issue an amendment incorporating a Riverside County wage determination (such as WD 2015-5633).

A21: The correct Wage Determination 2015-5629 Rev 31 dtd 27 Aug 2026 has been uploaded to SAM as Attch 3. (Your reference to WD 2015-5633 is for Monterey County).

Q22: LEO Office Quantity and Scheduling Coordination: Building 2303 is described in PWS Section C.2 as containing four (4) offices for the district Law Enforcement Officers. However, both the Exclusions section of the PWS and the Schedule of Items under CLIN 0001 state: "Exclusions (non-work areas): Three (3) LEO Offices will have restricted access. These areas will be cleaned twice per month when occupants are present." Please clarify if there are three (3) or four (4) LEO offices in Building 2303 that require bi-weekly cleaning. Additionally, please confirm if coordination for cleaning these locked offices must occur strictly during standard service hours, and how the contractor should proceed if occupants are not present during those times.

A22: There are 4 LEO offices in Building 2303. They must be accessed and serviced during standard service days and hours. If they are not open on service days, they do not need to be serviced.

Q23: Carpeted vs. Hard-Surface Flooring Square Footage: CLIN 0004 and the PWS require annual carpet steam cleaning via the extraction method. To ensure an accurate and competitive price proposal for this flat-rate annual item, could the Government provide the exact or estimated square footage of carpeted floors versus hard-surface floors (VCT/tile) across the four facility buildings?

A23: Total flooring approximate sizes:

• Wood = 2109 sq. ft.

• Carpet = 1141 sq. ft.

• Vinyl/Tile = 454 1141 sq. ft.

Q24: Quarterly vs. Annual Window and Blind Cleaning Scope: CLIN 0002 requires "Quarterly Windows and Blinds" (4 EA), while CLIN 0004 ("Annual Janitorial Service" - 1 EA) includes a "Deep cleaning of windows... seals, ledges, and blinds". Please clarify if the quarterly window cleaning includes exterior glass surfaces or if it is restricted to interior glass. Furthermore, please clarify if the annual deep cleaning CLIN 0004 replaces the quarterly CLIN 0002 in the fourth quarter, or if they are separate, non-overlapping tasks.

A24: Other than the front entrance/lobby area, which are maintained every service day, all windows should be cleaned and maintained quarterly. This includes interior and exterior sides of the windows.

Q25: Access Control and Security Gate Coordination: PWS Section C.2-1 states that the facility is surrounded by a security gate that is closed during non-business hours, and work is strictly restricted to Tuesdays and Thursdays between 8:00 AM and 4:00 PM. Please clarify if the contractor’s personnel will be issued gate keys/codes and building keys for autonomous access, or if a Government representative (such as the COR) must be present to unlock the gate and facilities on each service day.

A25: The contractor will not be issued keys or alarm codes, but may be issued a gate code, if determined necessary. Cleaning services will only be performed when staff is on site to provide access to the facilities, which is why we have specified 8 AM to 4 PM on Tuesdays and Thursdays. We do have some flexibility to allow a make up day on a different day of the week, from time to time, if necessary.

Q26: Disposal of Recyclable Materials: PWS Section C.1 requires the emptying and disposal of trash and recycle bins, while Section C.7 states that the Government will provide "Commercial trash disposal bins (outside dumpster)". Please clarify if the

Government provides a separate commercial recycling dumpster on-site, or if the contractor is responsible for hauling collected recyclable materials off-site for disposal.

A26: The Government provides both Commercial trash and Commercial recycling dumpsters. The contractor will not be responsible for hauling any materials off-site.

Q27: If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract?

A27: There is no incumbent contractor.

Q28: Are there any changes in the previous scope to new one?

A28: No previous scope.

Q29: Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?

A29: Post award submittals are limited to janitorial staff filing out checklists each service period.

Q30: Applicable Wage Determination: The solicitation identifies the place of performance as 1147 E. Sixth Street, Corona, CA 92879. Attachment 3 identifies Wage Determination No. 2015-5635, Revision 30, which appears to cover San Diego County.

Since the place of performance is located in Riverside County, could you please confirm that Wage Determination No. 2015-5635, Revision 30, is the applicable Wage Determination for this requirement and should be used by all offerors when preparing their pricing?

If a different Wage Determination is applicable, please identify the correct Wage Determination number and revision.

A30: The correct Wage Determination 2015-5629 Rev 31 dtd 27 Aug 2026 has been uploaded to SAM as Attch 3

Q31: Incumbent / Predecessor Contract: If publicly releasable, could you please provide the contract number of the current or predecessor janitorial services contract for the Trabuco District Ranger Office at 1147 E. Sixth Street, Corona, CA 92879?

A31: There is no incumbent.

Q32: Historical Award Pricing: If available and publicly releasable, could you please provide the current or most recent awarded contract price and/or total contract value for the janitorial services at this location?

If this information cannot be provided during the current solicitation, could you please advise whether the contract number and historical award information are available through SAM.gov, FPDS, or another publicly accessible source?

A32: There is no historical data. This is a new requirement.

Q33: Historical Labor Hours: The solicitation requests that offerors provide the Government with an estimated number of labor hours per routine service visit.

For purposes of developing an accurate and competitive quotation, does the Government have any historical information regarding the approximate labor hours per routine service visit performed under the current or predecessor contract that can be made available to offerors?

If no historical labor-hour information is available, please confirm that offerors are expected to independently determine the labor hours necessary to achieve all requirements of the PWS.

A33: There are no historical hours for this requirement. The government wants an estimated hours per visit to perform the work called for on weekly service calls.

Q34: Historical Pricing / Government Estimate: Is there any publicly releasable historical pricing information, Independent Government Estimate (IGE), or other prior contract pricing information associated with this requirement that offerors may use as a reference when preparing their quotations?

A34: There is no historical pricing associated with this requirement.

Q35: One question before we price. The wage determination attached to the solicitation, WD 2015-5635 Revision 30, is issued for the California Counties of San Diego. The place of performance in the Performance Work Statement is 1147 E. Sixth Street, Corona, CA 92879, which is in Riverside County.

Could you confirm which wage determination governs this contract? If a Riverside County determination applies instead, would you please post it to the solicitation so all offerors are pricing against the same rates?

A35: The correct Wage Determination 2015-5629 Rev 31 dtd 27 Aug 2026 has been uploaded to SAM as Attch 3.

Q36: Is attendance at the August 31 site visit required in order to submit a responsive offer?

A36: No.

Q37: Is there a current/incumbent janitorial contract for this location? If so, could you provide the current or most recent contract/award number and awarded value, if available?

A37: There is no incumbent or current contract.

Q38: Were any material clarifications, measurements, conditions, or changes to the solicitation discussed or identified during the site visit? If so, will those be posted for all offerors?

A38: No clarifications, conditions, or changes were discussed. Individual contractors in attendance may have taken measurements. All questions from the site visit were to be sent to the CO via email and are answered here.

Q39: Approximately how many restrooms, toilets/urinals, break rooms/kitchenettes, and regularly occupied offices/work areas are included in the 5,243 square feet?

A39: SOW Section C.2 delineates the number of restrooms, breakroom/kitchenettes and offices.

Q40: Does the Government have an estimate of the typical labor hours per regular twice-weekly service visit, or should offerors independently determine their proposed staffing and hours?

A40: The offeror is to determine their own proposed estimated hours and staffing.

Q41: Please confirm whether the contractor is responsible for all cleaning chemicals, equipment, trash/hygiene bags, and related consumables except the Government-furnished paper towels, toilet tissue, seat covers, storage space, and trash/recycling containers identified in the PWS.

A41: Please read PWS section C.6-1 and C-7.

Q42: Please confirm whether a subcontractor may perform a portion of the janitorial services, subject to all applicable solicitation and small-business requirements.

A42: Subcontractors may perform work on this requirement. Per the solicitation, past performance information must be provided for any subcontractor.

Q43: COUNTY COVERAGE. Attachment 3 is Wage Determination No. 2015-5635, Revision 30, dated 13 May 2026. Our reading of the published determination is that 2015-5635 applies to San Diego County, California. The place of performance stated in the PWS at paragraph C.2 is 1147 E. Sixth Street, Corona, California 92879, which is in Riverside County. Could you confirm which wage determination governs performance at this location? If a Riverside County determination applies instead, we would ask that it be incorporated by amendment so that all offerors price to the same labor floor.

A43: The correct Wage Determination 2015-5629 Rev 31 dtd 27 Aug 2026 has been uploaded to SAM as Attch 3.

Q44: Wage Determination 2015-5635 has since been revised to Revision 31. Should offerors price to Revision 30 as attached, or to the current revision in effect at the time of award?

A44: The correct Wage Determination 2015-5629 Rev 31 dtd 27 Aug 2026 has been uploaded to SAM as Attch 3.

Q45: SUBCONTRACTOR APPROVAL. PWS paragraph H.7 requires the Contractor to request the Contracting Officer's approval before entering into any subcontract arrangement. We would perform this work through a similarly situated small business subcontractor under FAR 52.219-14 and would identify that firm by name, address and telephone number in our quotation. Would identification in the quotation satisfy H.7, or does the Government require a separate written request after award and before the notice to proceed?

A45: Identifying the subcontractor and providing past performance for the subcontractor, as called for in the solicitation will suffice.

Q46: Evaluation method - Page 9, under "Evaluation-Commercial Items," states that FAR 52.212-2 is not applicable, that quotes will be evaluated in accordance with FAR 12.203, that "award will be made to the offeror representing the best value to the Government," and that price is evaluated under FAR 12.204 to determine whether it is fair and reasonable.

Page 10, under "Evaluation Method," states that "the Government will evaluate quotations based on the lowest price technically acceptable criteria" and that "only the lowest priced offer will be evaluated for Technical Acceptability."

Could you confirm which method governs? The two describe different approaches, and it materially affects how offerors build their pricing.

A46: Lowest Price Technically Acceptable is a part of the “Best Value” Continuum”. These are not different approaches. To be clear:

Evaluation Method

The Government will evaluate quotations based on the lowest price technically acceptable criteria.

Only the lowest priced offer will be evaluated for Technical Acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer until the lowest price, technically acceptable offer with acceptable or neutral past performance is identified.

Q47: Attachment 3, List of Sustainable Products. PWS section C.6-1 under Bio Based Requirements directs offerors to "See Attachment 3 - List of Sustainable Products."

The document posted as Attachment 3 is Wage Determination 2015-5635 Revision 30. I was not able to find a List of Sustainable Products anywhere in the posted package.

Could you post it, or confirm that the product categories named in the PWS itself are the complete requirement?

A47: List of Sustainable Products has been added as Attch 5.

Q48: Trash bag specification - PWS section C.6-1 states that trash bags "must contain at least 25% recycled post-consumer content and also be biodegradable material." In the commercial market these are generally two separate product categories, since post-consumer recycled polyethylene is not biodegradable and biodegradable bags typically contain little or no recycled content. Could you confirm whether both properties are required in a single bag, or whether meeting either one satisfies the requirement?

A48: PWS C.6-1 has been corrected to read “must contain at least 20% recycled post-consumer content”. Please see revised PWS Attch 1.

Q49: Past performance, reference period and format. The solicitation states that offerors shall provide Past Performance Information Sheets for five relevant contracts completed within the preceding five year period. Item 6 of Attachment 4 asks the offeror to list projects completed within the last three years.

Could you confirm which period applies? And should offerors submit a single Attachment 4 listing all five projects, or five separate copies of the form, one per reference?

A49: Attachment 4 has been revised to request past performance within five years. One attachment may be used for all projects.

File details come from the government source that posted it. Updated .
