About this file
This is a Questions and Answers document (Amendment 0001) for solicitation 127EAY26Q0068, a Request for Quotation for pest control services at two Angeles National Forest locations. The document clarifies eligibility requirements, scope specifications, and submission procedures for the pest control contract.
Key clarifications include: pest management certification may be held by a subcontractor performing the actual work rather than the prime offeror; equivalent disinfectants to the specified NISUS DSV are acceptable if Safety Data Sheets are provided and EPA/California Department of Pesticide Regulation requirements are met; kitchen disinfection at the Little Tujunga District Office includes interior cabinetry, behind fixed appliances, and high-surface areas such as vents and ceilings; the Project Manager need not be physically present at each twice-monthly monitoring visit but all staff must be qualified; contractors must haul all contract-generated waste off-site for proper disposal rather than using on-site government dumpsters; there is no page limit or formatting requirement for technical proposals; and there is no incumbent contractor for reference. The scope is general pest control only (rodents, roaches, ants) excluding mosquito control and other specialized services. A site visit was scheduled for May 18, 2026 at 10:00 a.m. at the Supervisor's Office location in Arcadia, California. Service hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. The solicitation is a Total Small Business Set-Aside with a small business size standard of $17.5 million under NAICS code 561710.

127EAY26Q0068 Amendment 1 Q&As for Pest Control
1. Qualification Ownership: The solicitation states that qualification requirements may be met by showing "certification in Pest Management as required by the industry". Does this certification/license need to be held by the Prime Offeror or is the license of a proposed subcontractor sufficient to meet this eligibility requirement?
The certification requirement applies to the individual or entity performing the actual pest management work. As long as the subcontractor who will conduct the on‑site pest control services holds the required industry certification/license, this is sufficient to meet the solicitation’s eligibility requirement.
1. Disinfectant Equivalency: Section 1.03 suggests the use of NISUS DSV for kitchen disinfection. Will the Government allow the use of an equivalent disinfectant provided it meets the specific performance standards for deactivating Hantavirus and E.coli and the appropriate Safety Data Sheets (SDS) are submitted?
An equivalent disinfectant may be used as long as the Safety Data Sheet (SDS) is provided and all EPA and California Department of Pesticide Regulation requirements are followed.
1. Kitchen Disinfection Scope: Regarding the 310 SQFT kitchen area at the Little Tujunga District Office, does the required disinfection include cleaning inside cabinetry, behind heavy/fixed appliances, and high-surface areas (e.g., vents and ceilings), or is the scope limited to exposed countertops and floors?
Yes, this includes cleaning inside cabinetry, behind heavy/fixed appliances, and high-surface areas (e.g., vents and ceilings),
1. Drawing Formats: The SOW requires the Contractor to provide "marked up drawings" with a "readable legend" as part of the initial assessment report. To facilitate professional reporting, will the Government provide the blank floor plans in an editable electronic format (e.g., .dwg or editable PDF) to the awardee?
There are blank drawings in the second page of each drawing attachment (Little T and ANF Supervisors Office).
1. Project Manager On-Site Requirements: The Project Manager is identified as the only "Key Personnel". Is the Project Manager required to be physically present on-site for each of the twice-monthly monitoring visits, or is remote management and oversight of the technical staff acceptable for the duration of the monitoring phase?
The Project Manager does not need to be on-site for each monitoring visit. However, all staff performing the work must be qualified, and the Project Manager will need to be available as needed.
1. Waste Disposal Logistics: Section 1.07 requires the removal and proper disposal of debris in "proper disposal bins". Does this permit the use of existing on-site Government dumpsters for rodent captures and installation waste, or is the contractor required to haul all contract-generated waste off-site for disposal?
Contractor is required to haul all contract-generated waste off-site for proper disposal. Proper disposal means handling and discarding pesticides, containers, and related waste in compliance with California Department of Pesticide Regulation (CDPR) requirements and all local regulations.
1. Proposal Format Constraints: The Technical Acceptability section requires a "detailed explanation" of the ability to perform services in SOW sections 1.01 through 1.08. Is there a specific page limit or preferred formatting (e.g., font size, margin requirements) for the technical proposal and the Project Manager's resume?
No page limit or preferred formatting.
1. Incumbent Contractor: Could you confirm if there is a current incumbent for this contract? If so, could you provide the Purchase Order number and the total contract value?
There is no current contract for the pest services.
1. Job Walk: After reviewing the Statement of Work (SOW), our subcontractor has requested a job walk to gain a better understanding of the scope of work and to ensure a competitive and accurate quote. Please let us know if it would be possible to conduct a job walk.
A site visit is scheduled for 5/18/2026 at 10:00 a.m. at the first location, Supervisor’s Office, 701 Santa Anita Avenue, Arcadia, CA 91006.
1. Should the proposal include mosquito control services, or Is the requirement limited to general pest control only (e.g., roaches, common ants, rats, and mice)?
General pest control only.
1. Current or previous contractor name There is no previous contract for this project.
1. Prior contract number None
1. Historical pricing or award value There is no current contract for the pest services.
14. Any publicly releasable incumbent performance information There is no current contract for the pest services.
15. Under “Schedule of Items” , it shows 9 exterior bait stations and 1 interior tin cat, along with glue boards. The district office diagram does match up with the description. However, there is another diagram of the District office, 1st floor, which does show many more bait stations, tin cats, and glue boards.
Would you please clarify this for me?
The district office drawings are in ‘Little T DO Pest Control and Disinfection – Contract Drawings.pdf.’ The first page shows the bait stations, interior tin can, interior glue traps, and disinfection area, and the second page is a blank 1st Floor Plan. It seems you may be mixing these up with the ANF Supervisor’s Office drawings. The ANF Supervisor’s office request is just for monthly monitoring services. There are two separate office locations to be serviced.
16. Is this rodent control only? No exterior/interior service for pests?
While the scope of work focuses on rodent control measures, monthly monitoring services are expected to identify and report any additional pest issues observed during visits. This ensures we remain aware of any developing pest activity at both locations.
17. What are the service hours?
Monday – Friday 08:00am – 04:30pm
18. I couldn’t find a SOW.
The Statement of Work is located in attachment C04 127EAY26Q0068 FAR 12 CSS Commercial Products and Services Revised 22 APR 2026 rev.
19. Is there going to be an updated bid sheet?
No.
20. How do I submit my quote? Do I email it to you with the SF 1449?
See attachment C04 127EAY26Q0068 FAR 12 CSS Commercial Products and Services Revised 22 APR 2026 rev. at the end of the document shows where you are may submit your quote.
