About this file
This document is a Questions and Answers record for RO Fire Protection contract 127EAY26Q0052, dated September 10, 2026, addressing clarifications on fire protection system maintenance and testing requirements.
The Q&A addresses key operational parameters for the contract scope. Regarding fire pump inspections, the government confirmed 52 annual visits are required for diesel fire pump churn testing (30-minute no-flow weekly tests per NFPA 25), with one annual full-flow performance test. The generator operates on an automated weekly timer schedule requiring no separate contractor churn testing, though monthly load testing at 30 percent of nameplate rating per NFPA 110 applies, with supplemental load bank testing determined by the generator's nameplate kW rating. Either the contractor or subcontractor may perform required regulatory services, with emphasis on meeting minimal documentation requirements rather than additional services. Preventive maintenance follows manufacturer cycles: 150–250 hours annually, 500 hours every two years, and 1,000–2,000 hours per the maintenance schedule. The government confirmed one main backflow preventer exists outside the building on the west side but indicated testing notices for backflow devices are currently unavailable. Regarding generator specifications, the government referenced an attached photo (not fully visible in this document) for equipment make, model, and nameplate ratings. The answers clarify that visual system reviews and observation can be conducted during weekly fire pump testing without requiring separate manual cycle runs. No verified equipment count was provided, as the equipment list is not limited to shown items.

Questions and Answers
RO Fire Protection
127EAY26Q0052
10 September 2026
1. Whether the contractor is expected on site weekly for the fire pump and generator inspections determines whether the recurring scope is 52 visits per year or 12.
Answer: Yes 52 visits would be involved with just the Fire Pump (Churn Requirements), no Backup Generator requirement of the 52 visits (it's already set up for weekly runs) then 1ea year would be: Diesel Fire Pump: Annual Full-Flow Test (NFPA 25)For your diesel-driven fire pump, the "load test" is the Annual Performance Test. This moves the pump past its weekly 30-minute idle (no-flow) routine and forces it to perform under actual emergency hydraulic loads.
Additional information on Fire Pump - Key Requirements for Weekly Diesel Pump Testing Duration: The pump must run for at least 30 minutes to allow the diesel engine to reach its proper operating temperature and prevent "wet stacking" (unburned fuel buildup).Test Type: This is a no-flow (churn) test. You are checking that the pump starts automatically and runs smoothly without actually discharging water outside the system. Personnel: NFPA 25 allows this weekly test to be performed by a qualified property owner's representative or a trained facility manager;
it does not strictly require a licensed third-party technician, though personnel must be properly trained to record the data. What to Document During the RunDuring the 30-minute run, you or your technician should check and log the following: Engine & Pump Speed: Verify the RPM matches the pump's rated speed. Pressures: Record the suction pressure, discharge pressure, and oil pressure. Temperatures: Monitor the engine water temperature and exhaust system. System Health: Check for unusual vibrations, alignment issues, or excessive leaking from the packing glands (a small amount of dripping is normal and necessary for cooling).
2. And the generator nameplate rating sets the 30 percent threshold for the monthly load test under NFPA 110, which in turn determines whether supplemental load bank testing is required at all.
Answer: Yes, agree while meeting the minimal service requirements as for meeting all documented requirements. System automatically runs weekly on a timer setup, no churn requirement cause already set up on it's own. Observation and evaluation of the system can be achieved during weekly fire pump churn testing.
3. Will the Government provide the make, model, and nameplate kW rating of the emergency standby generator, along with the make and model of the automatic transfer switch?
Answer: See attached photo
4. Will the Government make the most recent annual NFPA 25 inspection report available to offerors? That report would establish the actual riser count, system types, and standpipe configuration at the site.
Answer: See attachment
5. Attachment 3 paragraph 4.0 states the equipment list is not limited to the items shown, so offerors currently have no verified count to price against.
Answer: See attachment for more details.
6. PWS states that the contractor or subcontractor will perform the minimum routine weekly, quarterly, semi-annual, and annual inspections, testing, and preventive maintenance for the FFEB systems.
Answer: Yes, either the contractor or subcontractor would do any portion of the required regulation requirements with these "required service needs" as mentioned in the PWS. Goal of meeting all minimal required regulations, not adding additional things. Meeting the minimal requirements for all documented, inspection stickers, etc...
7. Could you please clarify which specific FFEB components the Government expects to receive weekly contractor-performed inspections/testing on under this requirement?
Answer: See response #1, plus meeting the minimal requirements.
8. Should the preventive maintenance and testing be in accordance with the manufacturer’s recommendation.
Answer: Regular cycle is automated for a weekly/monthly run manual cycle run it not necessary.
Follow the annual - every 150 to 250 hours, every two years every 500 hours, and 1,000 to 2,000 hours preventative maintenance cycle. Visual review of operations, leaks, and functionality of the system can be done on a monthly cycle. Another example of the basic minimal monthly review and the above annual services, or hours. https://www.cummins.com/en-na/generators/small-business-standby/small-business-standby-maintenance
9. What is the count of the back flow preventers?
Answer: Please review report - There is definitly one main backflow outside the building westside which is part of this service contract, plus any mentioned in the reports.
10. Are there any backlfow testing notices availble? If yes, please provide them.
Answer: Unforuntaly, after a quick review we currently can't find any testing notices of the backflow testing.
