About this file
These are specifications for the Santa Fe Vault Toilet Replacements project in the Pecos/Las Vegas Ranger District of New Mexico, involving the replacement of existing toilets at three campgrounds: Jacks Creek, Links Tract, and Field Tract. The project requires the contractor to remove and dispose of existing composting and vault toilets, clean waste systems, prepare sites, and install new precast concrete double-vault toilets with specific design requirements. Key specifications include:
The project involves installing a total of eight new vault toilets - six at Jacks Creek, one at Links Tract, and one at Field Tract. Toilet models include CXT Double Rocky Mountain and Double Cascadian with chase, in colors like Sage Green and Malibu Taupe. Each toilet must meet accessibility standards (ABAAS), have a minimum vault capacity of 1,000 gallons, and include features like stainless steel grab bars, toilet paper dispensers, vandal-resistant doors, and specific wall and roof textures. Additional work includes constructing concrete sidewalks, trash bin pads, gravel pathways, and proper site preparation and backfilling. The project also requires careful waste disposal, asbestos abatement, and compliance with various federal and state regulations.

A. The demolition work includes the following:
1. Jacks Creek Compost Toilets (4): Remove and dispose the four existing wood-framed, composting toilets. This also includes the concrete sidewalks adjacent to the buildings, the composting tanks, concrete floor, and wood walls and floor in the basement. Coordinate with Mora-San Miguel Electric COOP to disconnect power to each of these buildings at the transformer. Permanently cap with similar materials the power lines underground at least 5’ away from the location of the new toilets or sidewalk if they are in conduit. Remove the frost-free yard hydrants and concrete pads. Remove each of the two 36”W x 26”D x 48”H bear-resistant trash bins located adjacent to each toilet, and salvage for re-installation on new concrete pads.
2. Jacks Creek Vault Toilets (2): Remove and dispose the four existing wood-framed, concrete foundation vault toilets, including the concrete sidewalks adjacent to the buildings and the plastic vaults. The stem wall foundations on the sides and the back shall be left in place. The foundation walls on the front and middle will need to be removed to make space for the new vault toilets. Remove the frost-free yard hydrants and 6’x6’ concrete pads. Remove each of the two 36”W x 26”D x 48”H bear-resistant trash bins located adjacent to each toilet, and salvage for re-installation on new concrete pads. The existing water lines will be completely replaced in a separate contract so the existing water lines do not need to be capped and can be abandoned in place.

4. Field Tract Flush Toilet (1): Remove and dispose of the one 288 sq. ft. concrete block restroom building and foundation. Permanently cap the water line with similar material. Submit approval of method to COR before capping. Power to the Flush
Toilet shall be disconnected at the electrical panel. Remove the septic line from under the building and cap beyond the building a minimum of 10 feet or up to the septic tank, whichever is shorter. Pump out and dispose the solids and liquids in the septic tank. Puncture the bottom of and backfill the septic tank.
6. The work also includes removing the waste from each of the vaults, composting tanks, and septic tank and disposing at a wastewater treatment plant.
7. Work will also include importing acceptable backfill to bring the base elevation up to the new double vault toilet requirements.
02419-2
8. On 12/19/22, Field Tract Flush Toilet Building was sampled for lead and asbestos materials. The window glazing was found to contain asbestos. On 5/5/23, Links
Tract Vault Toilet Building and Jacks Creek Toilet Buildings were sampled for lead and asbestos materials. No lead or asbestos materials were found at Jacks Creek. At
Links Tract, lead based paint was found on the door, but at 830 ppm, it is well below the action level of 5,000 according to the report. Beyond that, it is not expected that any additional hazardous materials will be encountered in the work. If additional potential hazardous materials are suspected, do not disturb, and immediately notify the CO. For the removal of the asbestos containing material in the glazing of the windows at Field Tract CG, see specification 02420, Asbestos Abatement.

B. Demolish and remove the eight (8) existing toilet buildings including all sidewalks, foundations, hydrants, vaults, composting systems, and associating material. The material must be removed off Federal Land in accordance with all State and Local Laws. All building materials including existing vaults must be hauled to an appropriate landfill.
C. Specific to Field Tract Campground: The toilet facility has an associated septic tank. The tank shall be abandoned and discontinued from future use. The leach field connections and cleanouts must be cut, capped and buried in place below grade. This process must comply with NMAC 20.7.3.307: “Every cesspool, holding tank, septic tank, seepage pit or other liquid waste treatment unit that has been abandoned or has otherwise been discontinued from further use or to which no waste or building sewer from a plumbing fixture is connected shall have the liquid waste pumped there from and properly disposed.
The bottom of the unit shall be opened or ruptured, or the entire unit collapsed so as to prevent the unit from retaining water. The unit shall be completely filled with earth, sand, gravel, concrete or other approved material.” Engineered fill must be verified by the
COR.
02419-3
D. Place backfill material in compacted layers not exceeding 6 inches and must be compacted to at least 95 percent maximum density. Contractor must supply the water for compaction. Water from the campgrounds is not available be used for construction.

SECTION 02500 - EXCAVATION & BACKFILL FOR STRUCTURES
A. This section specifies excavation and backfill for structures, including: excavation, furnishing and placing of backfill material; compacting backfill material; disposing of excess or unsuitable backfill material; and grading. Follow manufacturer’s recommendations for excavation associated with vault toilet buildings.
1.2 Backfill Estimated Quantities – Backfill minus New Vault Toilet Excavation Prep.
A. Jacks Creek Compost Toilets (4): 100 tons per building.
B. Jacks Creek Vault Toilets (2): 0 tons per building.
C. Links Tract Vault Toilet (1): 0 tons. Use new vault toilet excavation to fill hole.
D. Field Tract Bathroom Septic Tank (1): 5 tons to backfill tank.
1.3 Material Classification
A. Material to be excavated is unclassified, but varies from loamy to granite cobbles to boulders, throughout the campgrounds.
1.4 Excavation Dimensions
A. Stake the location of the structures according to the site plan. Notify the COR three working days before any excavation, when control stakes are set for finish floor elevation of the buildings. Vertical elevation control and horizontal layout is the Contractor’s responsibility. Construct slopes between 2% and 1.5% within 5’ of the buildings for drainage.
B. The COR may direct, by written order, that the excavation be to elevations above or below those staked, and may shift the structure horizontally to avoid large boulders or trees, to accommodate changes of the orientation to roads or trails or to improve structure function.
Part 2 - PRODUCTS
2.1 Backfill Materials
A. Backfill materials do not contain organic, frozen, or other deleterious material. Materials are as recommended by the manufacturer or specified elsewhere and must be approved by the COR prior to use.

3.2 Excavation
A. If present, excavate any unsuitable material foundation grade and replace it with foundation fill. Place and compact foundation fill. Extend excavation a minimum of 12 inches beyond exterior finished footing dimensions, unless otherwise approved by COR, to allow for placing and removal of forms and other appurtenances and the compaction of backfill. Avoid over-excavation.
B. Grade areas in vicinity of structure construction to prevent surface water from running into excavated areas.

3.5 Backfilling Under Slabs
A. Place backfill in horizontal layers that when compacted do not exceed 6” in depth.
Compact each layer to at least 95% of maximum density. Do not place backfill against concrete less than 7 days old or until 80% of the design strength is achieved.
