127EAX26R0004 Santa Fe Water System Upgrades Q&A #1

1. SF1442 block 13a says “Original and 1 copies”; however, L.2 states, “(a) 1 copy of the completed technical proposal. …(b) 1 copy of the completed business/price proposal. Please confirm that only one electronic copy of each volume is required.

A: Just one copy is required

2. The RFP does not indicate instructions for submitting clarification questions. Can you please clarify the government’s preferred method for receiving questions?

A: Send all questions through email

3. Is there a deadline for submitting questions for this RFP?

A: Typically, we like to have time to respond to all questions before the close of the solicitation. Please send no later than a week before the solicitation closes. If sent after we will do our best to respond timely.

4. RFP page 37, paragraph L.2, item (a) Technical Proposal Instructions says, “Maximum size: Twenty 8 ½ x 11 pages, single-spaced.” Can the government please confirm that the 20-page limit excludes cover pages, title pages, the table of contents, and tabbed dividers between sections?

A: Page requirements include those documents.

5. Section L, Factor 1. Past Performance requests “contact information so the government may query prior Customers.” If offerors have existing performance evaluations, such as CPARs or previously completed Past Performance Questionnaires for projects presented in Factor 1, can they be provided to support information in Factor 1, outside of the 20-page limitation?

A: You can form your quote as you see fit, but this would need to adhere to the page limit.

6. The Schedule of Items (SOI) attachment was not posted on SAM for Solicitation No. 127EAX26R0004. Can you please provide this attachment?

7. SF1442 Block 10 states, “The project will facilitate the replacement of three drinking water systems…” However, SF1442 continuation page states, “The project will facilitate the replacement of 2 drinking water systems…” Can the USDA-FS please clarify which of these references is accurate?

A: There are three water systems that need replaced.

8. The SF1442 block 13a indicates “1530 (hour) local time” as the time offers are due. However, the SAM posting indicates an offer due time of “03:30 pm PST.” Since offers are due in Albuquerque, New Mexico, can you please confirm the local time is MST rather than PST?

A: Local time of contracting office is pacific time, offers are due 1530 PST.

9. The SF1442 Continuation page lists the Period of Performance as 01/01/2026 to 09/30/2026; however, RFP page 40 states, “Estimated time of work is May 1, 2025, to October 31, 2025.” Please confirm the dates on the SF1442 Continuation page are accurate.

A: Dates on SF 1442 are closer to accurate, but definitive schedule will be agreed upon with COR after time of award.

10. For those bidders who were unable to attend the site visit, could you please provide any additional project information to allow us to fully understand the scope of work?

A: All questions are being asked to be sent via email, so they may be posted in a future Q&A.
