About this file

This document is a Questions and Answers (Q&A) document for Solicitation 127EAX26R0004 for Santa Fe Water System Upgrades. The Q&A addresses several key project details, including a proposal due date extension to 17 December, site access, and construction logistics. Contractors are informed that on-site camping with a recreation vehicle may be permitted (without utility hookups), campsites will be closed during construction, and the Forest Service will completely close project sites during construction.

Electrical work details specify that while contractors are not restricted to using Mora-San Miguel Electric Coop for secondary lines, all primary electric lines and meters must be coordinated through them. The contractor has flexibility to work multiple sites simultaneously, provided a clear schedule is submitted to the Contracting Officer's Representative (COR). Additional clarifications include no temporary utilities being available, no seasonal closures applying, and confirmation that quantities in the Statement of Information (SOI) will be the basis for pricing, with actual installed quantities determining final contract amount at agreed unit costs.

127EAX26R0004 Santa Fe Water System Upgrades

Q&A #2

1. Can the due date for the proposal be extended to allow for more time to put together a complete bid?

A: Extending solicitation until 17 December. Amendment forthcoming.

2. Is camping allowed onsite for contractors?

A: On site Camping with a Recreation Vehicle will need to be coordinated with the District Ranger but we anticipate that this will be permitted. Utility hookups will not be provided.

What temporary utilities are available for use?

A: At this time there are no temporary utilities that will be available.

3. Are there specific dates that the Canyon is closed?

A: Seasonal closures will not apply. The Forest has agreed to completely close the sites during construction.

4. The specs and drawings reference a Mora-San Miguel Electric for the electrical work.

Can contact information be provided?

A: Les Montoya, General Manager Mora San Miguel Electric Coop. Main line: 575-383-

4270, Direct line: 575-383-4276, Cell: 505-429-4463

5. In the drawings it states to coordinate with Mora-San Miguel to trench and Install underground electric. Are we required to use them or can we use a different electrical contractor?

A: The contractor is not restricted to Mora San Miguel Coop for secondary lines; however all of these sites fall within the footprint that Mora San Miguel Coop serves, therefore any/all work associated with primary electric lines (& meters) must be coordinated through Mora

San Miguel.

6. Will the campsites remain open during construction?

A: No

7. Can we work at multiple sites at the same time or do we have to complete each one in separate phases?

A: The contractor reserves the right to schedule and implement the improvements as best seen fit. The Forest is not requiring phasing. A clear schedule shall be submitted to the COR should the contractor elect to work multiple sites at once.

8. We cannot seem to find any information regarding the radio telemetry. Can you guide us to a source for this equipment?

A: See Section 15544 – 2.10.

9. In regards to the old solicitation number 127EAX25R0021, do you require any documentation pertaining to the old solicitation added to our proposal to show acknowledgement?

A: No, only reference the current solicitation number 127EAX26R0004.

10. Additionally, please confirm that the SOI shall take precedence for the quantities which are to be priced and if there are discrepancies between the installed/designed quantities the unit rate shall be utilized and the contract amount shall be revised to reflect the work installed.

A: Quantities advertised in the version of the SOI posted at the time of bid submission deadline will be adhered to. The forest will have a COR and Government Technical Monitors onsite confirming actual quantities required for a successful and functional final product. The actual quantities required to satisfy the contract will be paid for at the unit cost agreed upon per the contract.

11. Please confirm that the order of precedence shall be SOI first, then the RFP Section C;

Scope of Contract, then the Specifications and lastly the design drawings.

A: This order of precedence is correct, however all documents carry weight and will be used to direct implementation.

12. I am requesting a bid bond and can't seem to find the liquidated damages, can you provide this

A: Liquidated damages are not included in this project.
