Please see below RFI's for above referenced solicitation number:

1. Does the Forest Service confirm that project construction is anticipated to occur during summer

2026, and that no winter work will be required?

a. The execution of this contract is not restricted to winter months. An award is expected to be made in the winter 2025/26. Commencement of on-site work is hinged on the issuance of the NTP. The issuance of NTP is at the discretion of the CO via request from the

Contractor. Once NTP is granted Contractor has 5 days to start Work and 180 days to

Complete Project.

2. What is the official start and end date for the contract’s period of performance, considering the solicitation extension and anticipated work season?

a. Official POP can be found in the solicitation. Any/all extensions will be at the discretion of the CO based on the reason for the request at any given time.

3. Where are contractors permitted to stage materials and equipment, and what routes will be approved for site access?

a. Contractor may utilize the campgrounds for staging equipment as the Forest has agreed to completely close the sites during construction.

4. Is the contractor still permitted to station a recreation vehicle on site for supervision and security, and will power or water hookups be provided?

a. On site Camping with a Recreation Vehicle will need to be coordinated with the District

Ranger but we anticipate that this will be permitted. Utility hookups will not be provided.

5. How will “unforeseen rock” be defined and documented if encountered during trenching, and what process will be used for verification and compensation?

a. Boulders or Plate Rock: The Forest Service does not anticipate this boulders or plate rock

(Rock not in clusters that are under 6” in diameter). If this condition is encountered and its removal is deemed critical for contract work, contractor shall remove and replace with suitable backfill material per COR guidance. This situation would be treated as an unforeseen condition and quantified appropriately so that it can be mitigated.

6. Should temporary storage swales for contaminated soil be lined with 4 mil or 40 mil HDPE, given the discrepancy between the Schedule of Items and Specification 02419?

a. 40 mil

7. What frequency and method of compaction testing will be required for trench backfill materials per Section 02450?

a. One (1) compaction test must be completed for associated backfill on the waterline

(representative of compaction of buried electric lines as well). Additionally base course used for road patching will require the same level of compaction and a minimum of (1) compaction test & base course used for the utility building will require (1) compaction test. Compaction effort required to achieve the specified percentage will be noted by

COR and shall be carried out for the duration of the project, when are where applicable.

Compaction equipment shall be capable of obtaining compaction requirements without detrimentally affecting the compacted material. The compacting units may be of any type, provided they are capable of compacting each lift of material as specified.

Contractor shall provide the COR a soil proctor for the base course.

Payment will be incidental to line item 02500(01) on the Jacks Creek SOI.

8. Are existing as-built utility maps, GIS data, or surveys available for contractor verification prior to trenching activities?

a. Nothing other than supplemental drawings already attached in the solicitation. The construction drawings for this project illustrate the existing utilities to the best of the ability of the Forest Service. Contractor shall adhere to sheet G-2, General Notes, Utilities.

9. What is the required pavement section and limits for trench repair across asphalt roads— specifically, should cold mix be 3 inches thick as stated in the specification?

a. Adhere to section 02450-3.7 of Specifications

10. Is substitution of the specified Woodford S4H hydrant acceptable if an equal model meeting

FSORAG 4.7 requirements is proposed?

a. For bidding purposes, adhere to the model of hydrant in the specification.

11. Can the Government provide confirmed coordinates or staking locations for the four combination air valves noted as “verify with COR” on the drawings?

a. No survey data is available; contractor will field verify these locations with the COR.

12. Should the check valve be installed exactly 20 feet from the well connection as shown, or can location vary based on site conditions?

a. For bidding purposes, a 20-foot setback from well connection will remain. Should site conditions cause a need to adjust, the contractor will coordinate this with the COR at that time.

13. Should the water tank capacity be 1,550 gallons or 1,700 gallons, given the discrepancy between the specification and the schedule of items?

a. 1,700 Gallons

14. Who is responsible for signing and notarizing the “Certification of Disinfection of Water

Facilities”—the contractor or the certified testing laboratory?

a. The Contractor

15. Will the contractor or the Mora–San Miguel Electric Coop provide and install conduit and cable for the new underground electrical service to each pump house?

a. Contractor will dig the Trench Mora-San Miguel Electric Coop will Install the Electric line in the open trench.

16. What type of panelboard and breaker configuration is required for the 200-amp electrical service shown in the specifications?

a. Contractor will be responsible to hire a certified, licensed electrician to determine the required panelboard and breaker configuration for a 200-amp electrical service.

17. Can the Government provide a detail or layout for the grounding electrode system, including rod quantity and spacing, since none is shown on the drawings?

a. Contractor will be responsible to hiring a certified,licensend electrician to determine the system that will be installed based on determined loads.

18. Can the Government confirm the rebar size, spacing, and cover requirements for the 6-inch slab and block wall as depicted on the structural drawings?

a. Refer to sheet A-1

19. What is the required connection method for rafters to ridge beam and top plate, including fastener type and spacing?

a. Refer to sheet A-3

20. When will the COR review and approve color selections for siding and roof finishes, and are manufacturer samples required for submittal?

a. COR has a 10-day review period for submittal review and approval/rejection. Contractor should be prepared to provide supplemental documentation from vendors noting all aesthetical options.

21. At what Industrial Fire Precaution Plan Stage will construction initially begin, and what is the required frequency for reporting to Carson National Forest Dispatch?

a. It is unclear at this time what seasonal conditions will be active at the time of construction. The forest will communicate with the awarded contractor as construction nears. Additionally, the forest will coordinate communication devices and frequencies for reporting to dispatch.

22. Are hot work and blasting permits issued directly by the Forest Service, or should they be coordinated through the COR?

a. No hot work or blasting is anticipated for this project

23. Does the 10-day submittal review period apply to all submittals, including shop drawings and material data sheets?

a. Any/all submittals are subject to the 10-day review period. IF a particular submittal is time sensitive and require an expedited review period, contractor must inform the COR of this as well as provide documentation justifying the request.

24. Can one combined operation and maintenance manual be submitted for all three sites, or are separate manuals required for each water system?

a. Separate manuals would be required for each water system per NMED requirements

25. Do the Superintendent, SSHO, and QC Manager need to be three separate individuals, or can one person fulfill multiple roles if qualified?

a. The Forest will not direct the awarded contractor as to how the manage the project. The forest will require that the contractor provide a single POC that the COR can communicate with to avoid miscommunication given the multiple areas and type of work being performed.

26. Can the period of performance be extended after award once the material and equipment lead times are confirmed, due to current market conditions for this project’s equipment?

a. Consult with CO

27. Please provide the site visit attendee sign-in sheet after the rescheduled site visit.

a. Sign-in sheet will not be provided per CO.

28. Are soil boring or geotechnical reports available? If not, should it be assumed that excavation will be free of rocks and other obstructions?

a. Soil boring or Geotechnical reports are not available refer to RFI question 5 Unforeseen rocks

29. Is there a bulk water fill source (such as a hydrant or water connection) available nearby for grading and dust control operations?

a. The contractor shall expect to provide their own water, regardless of the use, for the entire project.

30. Please confirm whether asbestos or lead-containing materials are present on this project, and if so, provide supporting documentation or reports.

a. The only demolition will be the Field Tract Pump house. An asbestos test was conducted on the Field Tract toilet building where the test found that the widow glazing was the only items that contained asbestos, as the well house was constructed of the same materials, and during the same time frame, it is presumed that the pump house does not contain asbestos as it does not have windows. Supplemental documentation will be provided upon award.

31. Does this project require construction phasing? If so, please provide details on required sequencing and allowable work areas.

a. No phasing is required. Effected campground will be closed by the Forest Service for this project. Note: the vault toilet at Links Tract is along a forest road that will not be closed, however the site does offer plenty of space. No closure along that road is anticipated to be necessary.

32. Is this project tax exempt, and if so, please provide the appropriate exemption documentation.

a. Consult with CO

33. When is on-site work anticipated to begin following contract award?

a. Commencement of on-site work is hinged on the issuance of the NTP. The issuance of

NTP is at the discretion of the CO via request from the Contractor. Once NTP is granted

Contractor has 5 days to start Work and 180 days to Complete Project.

34. Are third-party inspections required for this project (e.g., materials testing, special inspections, or commissioning)?

a. (1) compaction test must be completed for associated backfill on the waterline

(representative of compaction of buried electric lines as well). Additionally base course used for road patching will require the same level of compaction and a minimum of (1) compaction test & base course used for the utility building will require (1) compaction test. Compaction effort required to achieve the specified percentage will be noted by

COR and shall be carried out for the duration of the project. Compaction equipment shall be capable of obtaining compaction requirements without detrimentally affecting the compacted material. The compacting units may be of any type, provided they are capable of compacting each lift of material as specified. Contractor shall provide the COR a soil proctor for the basecourse

b. Payment will be incidental to line item 02500(01) on the Jacks Creek SOI.

c. Note: The New Mexico Environment Department (NMED) reserves the right to inspect construction at any time as this project focuses on re-construction of public drinking water systems.

35. Is any local or federal permitting required prior to construction, and if so, which agency will be responsible for obtaining those permits?

a. No permitting is anticipated.

36. Sheet A-4 appears to show all the CMU being covered with a hardi plank system. Spec 042000

Paragraph 2.1 (subsection A and B) list out split face, smooth, scored, non-scored, etc. Please confirm if the CMU is to be standard gray and no colored/textured block is required. If colored/textured block is required, please update the elevations to reflect the types of CMU required.

a. CMU shall be standard gray. However, the finish surface or the pump house shall be hardi plank system.

37. Spec 04200 Paragraph 3-B-7 calls for 4”x4”x8” caps which are not detailed on the prints. Please confirm these do not apply to this project.

a. Caps are not specified for use in this project.

38. Spec 04200-2.4-C-1 calls for type n mortar. Typically, reinforced CMU uses Type S mortar.

Please confirm Type S mortar is to be used for this project.

a. Contractor shall use Type S for foundations and Type N for above grade walls.

39. Please confirm if integral water repellent admixture is required in the CMU and mortar.

a. Contractor shall use integral water repellent for foundations, above grade walls do not need this.

40. Spec 04200-3.8 calls for anchoring masonry work. The drawings do not appear to show any anchoring required for the CMU. Please confirm this can be omitted from the spec.

a. Contractor shall construct the CMU building as shown on the plans.

41. Please provide a detail for the CMU wall as no reinforcing requirements have been specified

(horizontal rebar, horizontal joint reinforcing, etc.).

a. Reinforcement details can be found on sheet A-1

42. Sheet A-1 shows #4 rebar typical which appears to be spaced at 16” O.C. Also, there are six locations of double vertical rebars at corners and opening jambs. Please confirm this is correct.

a. Contractor shall construct the CMU building as shown on the plans.

43. Are any masonry control joints required for this building?

a. Contractor shall construct the CMU building as shown on the plans.

44. Please confirm that the CMU is to be 8’0” in total height (from top of finish floor to top course of block). Sheet A-2 calls out for 8’-1.5”, but this appears to go somewhere into the wood blocking above the CMU.

a. CMU walls shall be constructed to a height of 8’-0”.

45. Please confirm if it is acceptable to grout all the CMU cells solid or if you only want grout at the cells that have rebar. If you want only grout at the reinforced cells, please confirm if masonry spray foam insulation is required or not.

a. Contractor shall grout all cells.

The wage decision does not have any masonry trade classifications (Bricklayer, Bricklayer-

Tender/Laborer, or Forklift Operator). Can these please be added to this wage decision.

1. Could the successful Contractor receive a Partial Notice to Proceed for submittals/procurement prior to the start of construction and the 180 Calendar Day Schedule? Then a Final Notice to

Proceed once weather conditions permit construction?

a. It is unclear why a partial notice to proceed would need to be issued. At this time the answer is no, but if the question is leading to submittal entries and ordering approved materials in preparation for requesting the NTP, those details can be discussed with the awarded contractor at a later date.

2. The Water Hydrant detail on Sheet UD-2, calls for a drainage grate under the Hydrant Spout.

None were reflected on the plans or specifications. Will this drainage grate be required? Or just a

Concrete Slab?

a. Yes grating is required. Please Reference attached Document “ HYDRANT DETAILS

(RFI RESPONSE)”

3. Can the 2" Distribution Line & 2" Well Line be buried in the same trench where they are in close proximity together? (Plan Sheets LSJ-4 & LSJ-5)

a. Yes consult COR on exact locations during construction

4. Considering Fused Pipe is fully restrained as well as the specified fittings for the project, Can we eliminate any need for thrust blocking on the piping system?

a. No

5. There is no information on SWPPP within the solicitation, is SWPPP Plans & Control Measure incidental to the Contract? Are there any Seeding Requirements for Clean Up?

a. Adhere to specifications section 16400-3.1

6. Do the Contaminated Soils only apply to Jack's Creek Campground? Or do the Road Crossings at the Other sites follow the same conditions?

a. Jacks Creek is the only site with Road Crossings

7. The time frame of this project is over the course of Winter Months, yet there are no weather anticipations provided within the specifications. Only during the summer months. Will there be additional time granted for delays due to weather? And is the area workable over the course of

January-Feb.? I'm not familiar with the snowfall in that part of the mountain.

Contractor. Once NTP is granted Contractor has 5 days to start Work and 180 days to

• In review of the RFP the only reference to site supervision is by reference: FAR 52.236-6

Superintendence by the Contractor (APR 1984). Based on the understanding of this FAR clause it does not mandate specific site supervisor position requirements. Please confirm if the roles of

Quality Control Manager, Superintendent and SSHO can be performed by one (1) individual if they meet the requirements for all roles or if multiple individuals are required to be onsite during construction (is this a “single hat”, “two hat” or “tri-hat” requirement)

The Forest will not direct the awarded contract as to how the manage the project. The forest will require that the contractor provide a single POC/Contractor Representative

(representing the primary contractor) on site that the COR can communicate with to avoid miscommunication given the multiple areas and type of work being performed.

• Per the RFP and clarified in the initial RFI responses provided the Period of Performance is defined as, “…begin performance….and complete within 180 calendar days after receiving NTP” and within another area of the RFP the PoP is defined as “01/01/26 – 09/30/26” (273 calendar days). With an RFI response stating “definitive schedule will be agreed upon with COR after time of award” it would appear the PoP is not mandatory but this is a contradiction to the contract

(which was not updated with the RFI responses).

Consult with CO on how the POP in the SOW interacts with the POP in the contract.

• To ensure that the award is not open to protest for unfair bidding practices we would request the Government provide a firm PoP or schedule requirement which will ensure that all proposals are considered equal.

o Consult with Contracting Officer.

• Section C.1.3.i (pg. 8/175) states: Contractor will “DIG” the 2’ deep trench and “COORDINATE” with Mora-San Miguel Electric COOP for “THEM” to install the line. However, the SOI requires a Firm-Fixed-Price for “Trenching and Underground Electrical Lines”. Which appears to contradict the RFP as the detailed description only specifies trenching and coordination with the electrical COOP and does not clearly align with the SOI. Please confirm if the government will contract, initiate or provide payment directly to the electrical COOP or if this is a price the contractor is required to have within their line item.

The Forest Service does not have a contract with Mora San Miguel for this project. It shall be the responsibility of the contractor to coordinate with Mora San Miguel Coop for their part in the execution of this contract. Payment to the electric cooperative will be the responsibility of the contractor. This work shall be incidental to line item 10168(02) for each respective site.

• Additionally, per the RFP Jacks Creek Campground shall include an 200 Amp panel and underground electrical but there is no reference to Mora-San Miguel Electric COOP. Will the electrical COOP need to install the underground electrical for this site as well?

Mora San Miguel is the responsibly party for primary underground electrical lines, secondary lines beyond the meter if applicable is the responsibility of the contractor.

• Per sheet UD-2 Water Hydrant Profile, the hydrant slabs call for 6” x 6” WWF. Please provide the correct gauge size for this aspect of the project.

Please Reference attached Document “ HYDRANT DETAILS (RFI RESPONSE)”

• Per sheet LSF-2 note 6, will the 4”x4”x4” concrete pad require any WWF and is that what is referenced in sheet UD-3 for the Pitless adaptor?

Yes, reference sheet UD-3 for the well head concrete pad reinforcement.

• Per the detailed drawings for the pumphouse structures, a specific construction type is illustrated.

Is it the intent of the government that the structures must be constructed per the details provided or to ensure the best value for the government would similar tilt-up concrete, precast with (or without if the aesthetics are not a consideration) stamped walls to provide a CMU appearance, or alternative pre-fabricated CMU structures be considered compliant with the requirements (which would provide value by potentially removing the environmental constraints associated with the installation of concrete and masonry on-site, in a mountain area with low temperatures during winter months and create greater control of the building quality when manufactured in a controlled environment)?

Adhere to the current contract, plans and specifications.

• Per the RFP the Jack Creek Campground requires the: “removal and disposal of lead-contaminated backfill and base course and replacement with new backfill”. However, this contradicts the recently revised SOI and the notes on design sheet G2 which states: “removal of the contaminated soil and then backfill into the trench after water lines are placed”. Please clarify:

Is the contaminated soil to be removed and disposed of offsite or to the contained/encapsulated with a 4 mil HDPE liner and placed into the trench at the site?

Response: Contaminated material shall be disposed of off site. Note requirement is for 40 mil HDPE.

If the contaminated soil is to be removed and disposed of is there a hazardous material test report which shows the proper classification for the hazard which will be encountered? Response: reference attached document “1996 0109 Federal OSC Report”

If the hazardous soil is to be disposed of offsite and there is no testing report, please confirm that the contractor is to assume that the hazard level is low enough for the material to be considered general waste and disposal will not require a special hazardous disposal site or EPA notification. Response: reference attached document “1996 0109

Federal OSC Report”

Please confirm if there are any known regulatory permits or fees which will need to be considered if the hazardous soil is to be removed from the site. If not are we to assume any unknown or not identified regulatory issues will be considered unforeseen and a basis for equitable adjustment?

Response: There are no regulatory permits required to dispose of lead and zinc contaminated soil. The contractor will need to perform a Toxicity Characteristic Leaching

Procedure test (TCLP) by method SW-846 and any other tests as required by the landfill the contractor has chosen for disposal. If the material does not pass TCLP, the lead and zinc contaminated material may be mixed with Portland Cement to stabilize the metals and retested until it meets landfill requirements.

The SOI does not provide a quantity for the contaminated soil in standard measurement

(typically CY of soil either bank or loose). To ensure that all proposals are equal due to the unit pricing sheet can the Government define the CY of soil to be removed? Respose:

Per the typical trench detail, a 1-foot trench width (minimum) is required. Per sheet G-2 contractor is expected to excavate out 2 feet (in depth) of the contaminated material. For bidding purposes, it shall be assumed that the average length of each road crossing is 25 linear feet. This yields an average of approximately 2 CY of contaminated material per crossing.

****General Note: Regarding Contaminated Material.****

“Excavate 2’ depth and approx. 1’ width of potentially lead (up to 21,000 ppm) and zinc (up to 38,000 ppm) contaminated soil and aggregate underneath the 11 locations where the new water lines will cross underneath roads. Remove and dispose the asphalt surface, then excavate 2’ depth of material. At each crossing, or combining adjacent crossings, excavate a swale with berms, line with a 40 mil HDPE liner, and place the contaminated backfill in the swale. Material excavated from the roadbed should be contained within the lined swales and material should be prevented from migrating away from these temporary staging areas. Dispose of contaminated material in a certified landfill according to landfill requirements. Material shall be tested for TCLP. If the material fails TCLP it may be mixed with Portland Cement and retested until the material passes. Return swales to natural grade. COR to approve location of swales.

• Based on timeframe the hope was that viewing the site would answer some of the questions which have been provided. However, there are still many areas with ambiguity, contradictions between RFP documents and missing direction. As much of the needed information is critical to provide accurate and consistent pricing for fair bidding practices we request the Government allow two calendar weeks after the RFI responses are provided and extend the submission due date as-such.
