About this file

This is a Questions and Answers document dated September 2, 2026, addressing inquiries regarding a federal construction and renovation project involving multiple building sites.

The project encompasses renovations at five primary locations: Bullards Bar, Sierraville, Big Bend, and Foresthill (multiple buildings including designations 1049, 1029, 0018, 1033, 1015, 1016, 1017, 1022, and 1028). Work scope includes flooring replacement using Mohawk PureTech Plus vinyl plank in Palomino Hickory color, door replacement with RELIABILT 24-36in x 80-in Primed Solid Core 6-panel composite doors, kitchen cabinet replacement using Mantra Omni Door style in Rosemary color with Corian countertops, bathroom renovations with ceramic tile replacement in kind, shower door installation using Sterling Standard framed pivot doors, roofing with 50-year composition shingles matching existing color, Hardy backer siding with Ben Moore Element Guard paint in specified formulas, baseboard installation using Roppe Pinnacle Fawn rubber cove base, and keypad locks using Kwikset SmartCode 260 with master code 0517. Asbestos material removal is required, though no HAZMAT surveys are available and contractors must assume asbestos presence given building age. Progress payments are due within 14 days of submission with final payment within 40 days. Site access allows work on multiple Foresthill locations simultaneously with at least two buildings per site for furniture staging. Bathroom facilities are available in buildings under construction except during bathroom remodeling, with work centers at Foresthill and Bullards Bar providing additional toilet access. No structural drawings are available; building area from the schedule serves as the baseline reference for estimating roof work. Material staging with trailers is permitted on-site without covered weather protection. Flooring specifications vary by building, with Bullards Bar buildings retaining carpet while other locations require complete carpet and linoleum removal and replacement with vinyl.

Questions and Answers

2 September 2026

General Questions

1. Will we have access to multiple sites at the same time?

Yes, after the NTP has been issued all sites will be available, however at each site there are at least two buildings. The buildings should be worked on one at a time, to be able to store furniture in the other one.

2. Are we responsible for moving furniture?

No, the furniture will be moved out beforehand.

3. Are we door frames getting replaced?

Only wood door frames are being replaced. metal door frames stay.

4. On the Foresthill sites, Will we need to complete one site before moving to the next, or can we work on multiple sites at the same time?

Multiple sites can be worked on at the same time.

5. Are we replacing shower stalls?

Yes, shower inserts get replaced in kind, and will get doors installed.

6. How does the schedule of payments work? Do I Set up my own or are there requirements on when I can request a payment?

If an item is completed, payment maybe requested. A percentage of the mobilization…

7. How long after I request a progress payment will I received funding to cover bills and payroll?

Progress payments are due after 14 days of being submitted. Final payment can take up to 40 days.

8. Would there be another day available for us to visit the project sites?

The exterior of the sites can be seen any time. As the buildings are occupied, no more interior site visits will be scheduled.

9. We would like to confirm whether structural drawings or any additional drawings are available for the buildings, specifically to help review the siding and roofing dimensions.

If available, could you please provide those documents?

Unfortunately, we have no drawings available.

10. Could you also provide any photos of the existing building conditions that may be available?

See attached document.

11. HAZMAT Information: The SOW requires proper removal and disposal of asbestos-containing materials. Is an asbestos/HAZMAT survey or report available identifying the location and quantities of regulated materials in the affected buildings?

There have been no surveys done on any of the buildings but given the age of the buildings and the age of the remodels one must assume asbestos on the texture of the walls and floors.

12. Roof Structural Repairs: The SOW requires repair or replacement of up to 15% of the roof structural assembly without modification to the contract. Please clarify how the 15% is to be measured and whether any existing-condition or structural information is available for estimating this work.

No documentation is available on the buildings that will allow the calculation of the area to be re-rooved. The area of each building could be used as baseline reference for roof area, the building area is listed on the schedule of items. This is the reason why a site visit was recommended.

13. Will we have an area to stage all materials and a trailer for take down materials Yes, a trailer can be staged on site at each location. There is no covered space for items to be protected from the weather.
