About this file
This is a Questions and Answers document for a federal contract opportunity issued by the Forest Service for barracks renovation work at multiple sites in Northern California (Sierra, Nevada, Placer, and Yuba Counties) during the period September 2–9, 2026, with supplemental Q&A issued September 9, 2026.
The project involves comprehensive renovation of barracks buildings at five locations: Sierraville, Big Bend, Foresthill (multiple sites), and Bullards Bar. Key work scope includes: replacement of flooring (vinyl laminate plank in Palomino Hickory color throughout most buildings, with carpet remaining only at Bullards Bar buildings); replacement of all interior doors with RELIABILT 24–36 inch x 80-inch solid core 6-panel composite doors in primed finish; bathroom renovations including ceramic tile replacement (Traffic Master Vigo Gris 12 x 24 inches), vanities, and Sterling Standard framed pivot shower doors with rain-textured tempered glass; kitchen cabinet replacement with Mantra Omni Door style in Rosemary color and Calacatta Greige Corian solid surface countertops; exterior siding replacement with Hardy backer board painted with Ben Moore Element Guard in specified color formulas; roof covering with 50-year composition shingles matching existing color; baseboard replacement with Roppe Pinnacle Fawn 6-inch rubber wall cove base coil; and keypad door locks (Kwikset SmartCode 260 in Venetian Bronze with master code 0517). The contract completion deadline is May 1, 2027 (365 calendar days after Notice to Proceed), though the government prefers completion by that date as employees begin occupying barracks on that date. Progress payments are due within 14 days of submission; final payment may take up to 40 days. No structural drawings or HAZMAT surveys are available; bidders must assume asbestos may be present in wall textures and flooring but should leave asbestos flooring in place and install new flooring on top with no wall demolition. No interior painting is included; exterior painting applies only to buildings receiving new siding. Davis Bacon Wage Determination CA20260007 applies to all work. The contractor may access multiple sites simultaneously after Notice to Proceed issuance but must work on buildings one at a time at each site; the Forest Service handles its own inspections under 2018 Facilities Standards for the Public Buildings Service (P100). Trailers for material staging are available at each location with no covered weather protection. The schedule of items will not be renumbered despite repeated CLIN numbers across options; each option should stand alone for pricing purposes.

Answer: Unfortunately, we have no drawings available.

Answer: See attached document.
11. HAZMAT Information: The SOW requires proper removal and disposal of asbestos-containing materials. Is an asbestos/HAZMAT survey or report available identifying the location and quantities of regulated materials in the affected buildings?
Answer: There have been no surveys done on any of the buildings but given the age of the buildings and the age of the remodels one must assume asbestos on the texture of the walls and floors.
