About this file

This file is a Questions and Answers document (Q&A #3) for the Black Mesa Ranger District Quarters Update solicitation (127EAX26Q0015) issued by the Department of Agriculture Forest Service for the Apache-Sitgreaves National Forest. The Q&A addresses three key clarifications: (1) bidders must be registered in SAM as small businesses under the specified NAICS code to be eligible for award, as this is a small business set-aside; (2) the wage determination sheet does not mandate the use of Native American workers, though they may be employed if chosen; and (3) interested parties are welcome to attend the site visit scheduled for April 2, 2026, at 10:00 AM Mountain Standard Time even if they do not meet eligibility requirements, for educational purposes regarding the procurement process.

The underlying solicitation requires a contractor to furnish all necessary supervision, materials, equipment, vehicles, tools, parts, labor, transportation, lodging, and miscellaneous items for remodeling three buildings on the Black Mesa Ranger District: Mod A (#11-33), Mod B (#11-60), and Range House (#11-38). The site visit location is Black Mesa Administrative Site, 2748 E. HWY 260, Overgaard, AZ 85933. Questions must be submitted to the Contracting Officer (Blaine Greenwalt) at blaine.greenwalt@usda.gov no later than April 10, 2026, at 1:00 PM Pacific Time. Offers must be submitted to the same email address before the deadline specified in Block 13 of the solicitation.
