About this file

This is a Submitted Questions & Answers document for federal contract solicitation 127EAX26Q0009 regarding Baptist Camp Bridge Maintenance. The Q&A clarifies technical and logistical requirements for bridge maintenance and repair work.

The scope of work involves repairing and maintaining an existing timber bridge that serves approximately 67 residences and an active camp. The bridge's current load rating ranges from 0.69 to 1.85 RF under various loading conditions, with the controlling member being the exterior stringer moment. Key work activities include removing and reinstalling existing timber curbs, installing a new timber wearing surface with approved wood filler material, replacing guardrail posts, installing asphalt, and addressing drainage issues in an approximately 170 square yard area on the upstream side. The contractor must submit selected wood filler materials for Contracting Officer approval post-award and must maintain traffic barriers during work. Temporary bridge closures require at least three weeks' advance notice to the Contracting Officer's Representative, limited to business hours and one day at a time, with provisions for emergency access. The project is subject to the Tonto National Forest Industrial Fire Plan and Arizona State decontamination protocols for invasive New Zealand mud snails per ARS §17-255.01, requiring equipment cleaning and downstream-to-upstream work sequencing. No additional environmental permitting or SWPPP documentation is required as work remains outside the stream and the project area is less than one acre. Staging areas include paved pull-offs on NFSR-289 and cleared areas adjacent to the bridge.

3. Does the existing timber curb need to be removed and replaced to install new timber wearing surface?

Answer: The existing curb will need to be removed and set aside to properly install the timber wearing surface.

Once the new wearing surface is installed, the curb should be reinstalled.

4. Does the Contractor need to submit a wood filler for approval before or after bids are submitted?

Answer: The winning bidder shall submit the selected wood filler material to the Contracting Officer and Contracting Officer Representative (COR) for review and approval. Materials do not need to be submitted in the pre-bid stage.

5. What materials are acceptable for the wood filler material?

Answer: The Scope of Work does not specify a certain type of material for this work, so the Contractor has some flexibility to determine the best material to use. The selected material will need to be submitted to the Contracting Officer before it can be used on the bridge. Please keep in mind that a waterway runs directly beneath the bridge so the Contractor should avoid materials that could be toxic the waterway and wildlife.

6. Does the existing guardrail height need to be adjusted given the height of the desk surface being raised by the proposed, new timber wearing surface?

Answer: No, the existing guardrail height should not need to be adjusted with this project.

7. Does the guardrail need to be replaced at the end of each day it is being worked on?

Answer: Yes, the Contractor must maintain a barrier, preferably the existing guardrail, while traffic is allowed to move across the bridge.

8. Is the Contractor required to use a specific traffic control company?

Answer: No specific traffic control company is required.

9. How should the Contractor plan to handle traffic across the bridge when construction activities do not allow traffic on the bridge?

Answer: The Contractor will need to work around the bridge traffic as best as possible as this bridge is the only ingress and egress for the residents and camp east of the bridge. For construction activities that cannot have traffic on the bridge such as asphalt installation, installing the wood filler material, and installing the timber

Submitted Questions & Answers Page 2 of 3 wearing surface, the Contractor will need to work with the Contracting Officer’s Representative (COR) to schedule temporary closures at least 3 weeks in advance so residents and the camp can adjust and prepare.

The closures should only take place during business hours, 1 day at a time. Since this is the only access, the Contractor should note if an emergency occurs and emergency vehicles need access, or an evacuation of the area is required, the Contractor will need to open the bridge up to traffic.

10. Is the full deck being replaced?

Answer: No, the timber deck is not being replaced. Please refer to the Scope of Work for the requirements of this project. In summary, the existing deck will remain in place, be repaired and filled with a wood filler material, and a new timber wearing surface will be installed on top of the deck.

11. The contract does not include demolition line items for the guardrail posts and asphalt. How is demolition being accounted for in this contract?

Answer: Demolition was not broken out into specific line items. The demolition is considered incidental to each respective line item that would require some demolition work in the field such as guardrail post replacement and asphalt work.

12. Where is the drainage issue that this contract seeks to address?

Answer: The drainage issue is in the apron of the dirt driveway northwest of the bridge (abutment 1, upstream side).

13. Does the Contractor need to follow the included Fire Plan?

Answer: Yes, the Contractor must adhere to the Tonto National Forest Industrial Fire Plan included in the solicitation. It is essential the Contractor understand and follow the plan, have appropriate fire fighting equipment as outlined in the plan, and be aware of weather conditions and possible fire conditions in the vicinity.

14. Can the Contractor detour local traffic towards the local bridge in the Tonto Estates neighborhood, just north of the project site?

Answer: No, the Contractor cannot detour traffic to the local bridge north of the project site as it is privately owned and only accesses private property, it is not another route to Tonto Creek Road (NFSR-289).

15. Where can the Contractor stage materials and equipment for this project?

Answer: There are several paved pull-offs leading up to the bridge project on NFSR-289 that can be made available as a staging area as needed. The COR is working with the district staff to clear two areas immediately adjacent to the bridge for additional staging area. The shoulder of the road next to the bridge would also be acceptable as long as traffic can easily drive by, and the site is clearly marked with traffic control.

16. Please clarify any environmental restrictions, seasonal limitations, or in-water work prohibitions applicable to this project. Please clarify if any specific SWPPP or additional permitting (404, 401, or other agency coordination) is required for the Scope of Work.

Answer: Work needs to remain outside of the stream. Since none of the planned work is expected in the stream, and the total work area is less than 1 acre, no additional permitting or agency coordination is required.

Proper sediment and erosion control measures shall be used for any land disturbance work to prevent sedimentation into the creek. Tonto Creek is known to have invasive New Zealand mud snails. Although work in or near the water is not expected, the contractor shall follow Arizona State guidelines (see below and attached) for decontamination to avoid spread of the snail:

When working in Upper Tonto Creek, ARS §17-255.01 requires you to follow decontamination protocols (see below and attached):

• Clean, drain, dry and decontaminate equipment as prescribed in Director’s Order 3 (Arizona Administrative Register (ijsba.com) before using in another Arizona water.

• When working in Upper Tonto Creek, you must start upstream and work downstream to reduce the risk of moving snails upstream.

• After working in stream (or fishing), scrub the bottom of boots or waders with a brush to remove all mud, plants and other organic materials. Then choose one of the following options before using the equipment and gear in the next body of water:

o Option 1: Submerge waders and gear in a large tub filled with a quaternary ammonia-based institutional cleaner. If using consumer-grade 409, the solution does not need to be diluted. If using a product such as Super HDQ Neutral, mix 6 ounces per gallon of water. Equipment must be soaked for at least 20 minutes, scrubbing and inspecting all items before rinsing. The rinse water must be from a source free of AIS (to avoid re-exposure), and the chemical bath must be properly disposed of away from the body of water.

o Option 2: Place equipment (if applicable), waders and boots in a freezer overnight between uses.

o Option 3: Dry waders and equipment completely for seven consecutive days (May through October) or 18 consecutive days (November through April).

o Option 4: Spray or soak waders and gear with 140 degree Fahrenheit water for at least 10 minutes.

17. Please provide clarification regarding the drainage restoration requirements identified in the Statement of Work. Specifically, the SOW indicated that drainage restoration is required on the upstream side where ponding occurs; however, the limits and intended extent of the work are not clearly defined.

Answer: The apron portion of the dirt driveway on the west side of the bridge (upstream side) holds water.

The Contractor will need to grade the area in a manner to drain the water. The area is approximately 170 SY.

Sediment and erosion control best management practices are incidental to this work and will need to be accounted for since the work occurs adjacent to the creek.
