Sites visited:

1. 440 / 440M

a. Had to turn around at around 439A intersect due to snow

b. All attendees were present for these roads

2. 76

a. Had to turn around about 1/3 of the way from hwy 518 due to snow

b. Not all attendees were present for these roads Due to current access limitations, additional images of the sites were located and included at end of this document. All the contract roads are considered at an open status, so contractors are permitted to visit the sites we saw without government personnel present if interested.

Topics Discussed:

· Deadlines

· 27th for Questions.

· My email is lindsay.numair@usda.gov but all questions and contact prior to award need to need to go through Troy ( troy.mccullough@usda.gov )

· 28th for bids.

· Maintenance Levels (MLs)

· Typically, ML2s are passable in a high clearance vehicle.

· In this instance, the intent of the road work is for restoration related equipment to access roads.

· Typically, ML2 roads do not have culverts installed but it is possible for them to have been installed under previous administration.

· ML3s are required to be passable in a low clearance vehicles.

· Aggregate option item

· Is funding dependent .

· For ML-2 roads only spot surfacing is incorporated into maintenance.

· Forest Service personnel will flag these section if option items are funded.

· Equipment

· No exclusions for what equipment can be used.

· It’s important to note water rights are complicated in this area and coordination would need to occur if contractor is interested in using a water tank and filling up using nearby streams. Please see section 204.11 of ‘Luna Fire Task Order FSSS’ for compaction expectations.

· No official staging area.

· NFSR 440M

· Contract includes drain dips.

· Picture included in ‘additional images’ section at end of document for those who were not able to walk the road.

· It has been reported that a washout has occurred following this picture being taken and the road now has increased rutting.

· NFSR 76

· Popular recreation destination so expect increased public traffic in this area.

· Road closure is allowed with proper coordination.

· This would involve the COR coordinating with the District Ranger.

· Request of road closure must occur at least 14 days prior to anticipated need.

· Other

· All contract documents can be found on SAM.gov

· Copies of the Schedule of Items, Statement of Work, and drawings were present and referenced at the site visit.

· Engineers estimates are for internal government use only and are not able to be shared with the public.

· FSSS = Forest Service Specific Specifications

1. Is the bid date, May 27, 2024, 08:00 am Central Daylight Time (MEMORIAL DAY) correct?

0. Bid due date was updated to May 28, 2024, 0800 am CDT.

1. Drainage Dip Construction – The Bid Schedule Item 0001 – Drainage Dip Construction has 10 EA but Drawing Sheet No. 04 has two separate sizes.

1. Please clarify how many of each size are requested.

0. Unfortunately, we do not currently have the grade data for each dip needing maintenance or construction.

1. Drawing Sheet No. 06 – Details two separate gate details.

2. Please clarify if Optional Item 2 (Gate 2, Single Swing System) coincides with the Bid Schedule Item 0001 – Install New Gate – Single Arm

0. The gate was a part of the base contract Schedule of Items. Please see the SOI and the 1442.

1. Drawing Sheet No 03 does not show where the following items are to be installed.

3. Item 0001 Culvert, Remove & Replace – 24”

3. Item 0001 Culvert, Install – 24”

3. Item 0001 Culvert, Install – 48”

2. Answered in site visit summary above.

1. Please provide details for the Cattleguards

4. There are no standard details for cattleguards. In general, though I recommend they are familiar with the Forest Service Specific Specs (FSSS) and FP-14 specs as those are what the contract follows and goes more in depth of expectations than the SOW. The FP14 does include more than what is included in this contract but the first 3 numbers of the work items in the SOI should help guide them on what sections are relevant.

1. Please provide a material specification on the Untreated Aggregate Course (Items 0002 & 0003).

5. Will these bid items also include the Placement, Compaction, Finishing required as well OR are these Material Only bid Items?

0. The aggregate option items will include the furnishing, hauling, and placing of aggregate.

1. Solicitation Cover Page, NSFR 17, the second bullet mentions a Culvert/Fish Barrier Construction. Please provide the details for this construction.

6. There is no standard FS detail for the fish crossing. It’s essentially just an elevated culvert. This was called out differently in the contract than the other culverts to better illustrate the environment in which it will be installed.
