About this file
This document contains responses to contractor questions regarding solicitation number 127EAX23Q0075 for resurfacing Brown and Carr Canyon Road on the Coronado National Forest.
The solicitation is for resurfacing approximately 7 miles of road with 4 inches of compacted surface coarse aggregate. The Forest Service will provide a water source near the project site. Vegetation removed for road and drainage construction may be scattered alongside the road prism. Excess boulders generated from road shaping can also be placed alongside the road provided they do not disrupt drainage. The contractor must coordinate with the Contracting Officer regarding any additional maintenance work needed for road accessibility. The pre-bid site visit sign-in sheets and responses to contractor questions are included to clarify requirements.

Q. Will the government accept MAG AB in leu of surface coarse aggregate (grade G)?
A. The contractor would need to submit the specifications for the AB to determine if it would be considered an approved equal. When the contract is awarded, I would like the electronic submittal with the results of material testing and approve it before material is delivered to the site.
Q.
• Specs say: “Hauling, spreading, and compacng 4 inches of surface coarse aggregate (grade G) “
• The queson: Is 4 in loose or compacted??
A. 4 inches compacted.
Q. The local materials supplier does not have this type of ABC can the MAG spec ABC be used in it place?
A. Contractors would need to supply the specifications for the COR to list it as an “as approved equal”. Coronado staff is mostly looking for a ~12% clay component.
Q. Is there a bid bond form we should use and how much should the bid bond be for?
A. There is no Bid Bond. There is however Payment and Performance bonds after award.
Q. We plan on utilizing a paving subcontractor for this project. Will the subcontractor need to be licensed in AZ? They are based out of NM and have a license for NM.
A. No, they do not need to be licensed in AZ.
Q. Does the USFS have a water source near the project, or know of one close by?
A. There is a standpipe at Carr Barn that can fill a water truck, coordinate with the COR for the exact location.
Q. What is to be done with the vegetation that is removed from the sides of the road in order to construct the ditches?
A. It may be scattered on the side of the road prism where it was removed. No trees or large shrubs will be removed without COR approval.
Q. Is it possible to clear small areas of vegetation along Carr canyon in order to create a turn around areas for trucks?
A. There are various areas (parking lots, trailheads, etc) to turn around on Carr Canyon Road, special requests would need to be approved by the COR in the field if special circumstances arise.
Q. What is to be done with excess large boulders that are generated from shaping the road?
A. Boulders can be placed on the side of the road if it does not disrupt existing/new drainage features.
Q. On the last leg of the Carr Canyon Road option are we allowed to do road maintenance on the section that is not going to be graveled?
A. That would require coordination with the COR on what maintenance would be done. For example, accommodations may be made for blading a crowned prism (as noted in design documents) for ease of access, but only if deemed necessary.
Q. Additionally, would we be able to widen the curves around the switchbacks in order to make accessibility easier for trucks?
A. No, NEPA planning was done for the existing road matrix/disturbance.
