About this file
This document contains a federal contract solicitation for the Guajalote Material Source Site development and stockpiling project. The scope of work involves clearing, grubbing, topsoil stripping and stockpiling, rock blasting, excavating, crushing and stockpiling aggregate to produce a surface coarse gradation. The contractor must provide all equipment, labor, and incidentals to complete the work in compliance with FP-14 and FSSS specifications. The project location is in the Patagonia Mountain range on the Coronado National Forest in Arizona. The solicitation is a 100% small business set-aside with Davis Bacon wages applying. Interested vendors must be registered in SAM and submit a business and technical proposal in response to sections B, K, and M of the solicitation by June 13, 2023. Award will be made using best value tradeoff with price and technical factors considered.
The document provides a site visit date and contact, answers pre-bid questions on work timing and safety considerations, and identifies resources for aggregate testing. Payment and performance bonds are required. The contracting officer point of contact is provided for questions by June 1st.

Guajalote Pre-Bid Quesons
May 23, 2023
Q: Why does the contract have the route to the project site starng in Nogales?
A: There are several ways to get to the project site. The USFS encourages bidders to evaluate the different routes and choose the route that works best for them when calculang costs.
Q: Are there any restricons on the ming of crushing and stockpiling operaons (me of day, day of week, month of year)?
A: Work can only occur during daylight hours; no arficial light may be used. There are no other ming restricons, including for threatened or endangered species.
Q: Will the limits of the quarry be flagged?
A: Yes, the corners will be marked with a stake and flagging.
Q: Will the USFS give NTP right before Monsoon Season?
A: The USFS will consider seasonal weather paterns and their effects on working condions, including the condion of the roads that provide access to the site, when deciding when to give NTP.
Q: Are there any safety concerns in the project area?
A: Wildlife concerns include large cats, black bears, ratlesnakes, and bee swarms. The project is located in southern Arizona where illegal border crossing acvity is a concern. It is the contractor’s responsibility to provide the level of security deemed necessary by the contractor.
Q: The contract requires the work to be completed in 60 days, is the USFS willing to allow more me?
A: It is the government’s determinaon that the project will take 60 days. The government will however work with the contractor to complete the job in the alloted me. Stop work orders and resume orders can be used as needed to accommodate unforeseeable or uncontrollable challenges in the field. An extension would be considered if necessary and submited in a mely manner.
Q: Will the contractor have to remove the BMPs (silt fence, watles) from prior to demobilizaon?
A: The contractor shall remove all BMPs that are not biodegradable and all BMPs which are no longer funconal.
Q: Will the contractor be responsible for maintaining the access road?
A: The road will be constructed to last through the period of performance. In the unlikely event that the road requires maintenance, the FS will make the necessary repairs in a mely manner.
Q: The federal road specs require the material being produced to be tested every 1,000 cuyd, if the operator shows that they are consistently producing material within specs, can the frequency of tesng be reduced?
A: It is possible; however, it will be at the discreon of the CO following input from the COR and possibly a technical advisor.
Q: Where is the nearest/most convenient aggregate tesng business?
A: One potenal source is:
Turner Laboratories
2445 N. Coyote Drive, Suite 104, Tucson, AZ 85745. 520-882-5880. www.turnerlabs.com sales@turnerlabs.com
Q: Where should the contractor store trash, soil, and vegetaon?
A: All material stockpiles must be within the idenfied boundary of the quarry. It is the contractor’s responsibility to esmate the volume of stockpiles and plan their locaons accordingly.
Q: Who will measure the amount of aggregate produced?
A: It is the contractor’s responsibility to quanfy the aggregate produced and provide documentaon to the COR. The COR will also make independent measurements intermitently for quality control.
Q: Are there any seeding requirements for this project?
A: Clearing and grubbing is only to occur to the extent required for obtaining enough rock to produce the required aggregate quanty. If bare earth is le exposed due to clearing and grubbing beyond the extent needed, then the USFS may require that the area be seeded.
