RFI Response:

1. The description of what is required is not very detailed, is it a fixed tilt or tracking system, will there be battery storage required as well.

a. The reason that the government is soliciting under Request For Proposals (RFP) or Quotes (RFQ) is that all specific details are not provided. The government is requesting proposals from vendors that demonstrate they can design a solution for the project.

b. Fixed tilt/tracking system and if there will be battery storage will be dependent on the proposed estimated cost (this is part of the design process).

2. It will require a load study to be completed during the assessment stage. Part of the “design” process that government is asking A&E to determine.

3. Since its federal they require weekly testing for covid (for onsite visits) During the proposal process the awarded company will only be on site once or twice. The awarded company should follow direction in memorandum, it is fairly clear.

4. There is a note that says " The Contractor will pay all fees directly to the agency." Which to me means that we would be responsible to pay for all permit fees. We would also need to prepare all applications and do all submittals to the AHJ (authority having jurisdiction). Contractor is to identify all permits required for the design, but not to need to obtain them as this project only requires an assessment and design, no construction (obtaining permits will likely not be necessary). The final completed design package will need to have sufficient information for preparing applications and submittals to obtain the necessary permits to construct.

5. If they do not have a recent Topo survey will need to be completed to collect existing ground data and also take a geotechnical soils report to be able to design the foundations. This will be considered in the assessment if roof space is inadequate.

6. The design is to meet several federal codes and US Forest Service design parameters that I am not familiar with. Best solution is to get acquainted with requirements and/or sub with someone that has this knowledge.

7. There is a note that they expect construction cost to be 150k (that does not seem possible for 425,000 kWh). IGCE are not always accurate; the $150K is not a set requirement. Site assessment and proposal for design will answer this question.

8. The project will require a PE in that state of California to seal the plans. The government is requesting proposals from vendors to provide a design plan for the project.

9. If we are dealing with the permitting process this can be fairly easy or very difficult based on the county or city having jurisdiction. I did a solar project for ANZA electric cooperative about 5 years ago and they were also located in riverside county. The cooperative hired a civil firm to prepare the grading and drainage plans and handle some of the assessments and SWPP plans. It took them over 6 months to get the plans approved and they billed over 150k for just the civil portion (not including the actual design of the pv system). There was also an LA pocket mouse they caught in the assessment and had to pay over 50k for disturbing the habitat of the LA pocket mouse (the funds go to a conservation of land nearby). The contract is very open ended and there would need to be many exclusions. The government is requesting cost proposals from vendors to provide a design proposal/solution/package for the project, no construction.

10. It's hard to make out from given details the size of the system in KW or cost of Contract in

US $.

The description on sam.gov page says: The magnitude of this project is between $25,000 and $100,000

While one of document says: Page #14 127EAX21R0038+Riverside+Photovoltaic+System+Solicitation

(c) The estimated construction contract price for the project described in this contract is ___not to exceed $150,0000.00____________.

Let me know which one is accurate.

The magnitude amount is estimated by the agency and the range comes from the FAR shown below. This solicitation is to prepare the design not the actual construction which is estimated not to exceed the $150,000.

36.204 Disclosure of the magnitude of construction projects.

Advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. In no event shall the statement of magnitude disclose the Government’s estimate. Therefore, the estimated price should be described in terms of one of the following price ranges:

(a) Less than $25,000.

(b) Between $25,000 and $100,000.

(c) Between $100,000 and $250,000.

(d) Between $250,000 and $500,000.

(e) Between $500,000 and $1,000,000.

(f) Between $1,000,000 and $5,000,000.

(g) Between $5,000,000 and $10,000,000.

(h) More than $10,000,000.

11. For the consumption you have given in project specifications, it’s coming around 300 KW system, how it’s possible to have system done at $0.5/watt?

We need exact size of system government likes to buy otherwise it’s completely unsustainable proposal!

The government is requesting cost proposals from vendors to provide a design proposal/solution/package for the project, no construction. A utility bill has been previoulsy provided for your reference as needed in preparing your cost proposal for the Photovoltaic System design.
