About this file
This document is Amendment A00001 to Solicitation 127EAW26Q0038 for the San Dimas Administration Building Roof Replacement project, issued by the USDA Forest Service Procurement Operations, Construction and A-E Division West on July 14, 2026. The amendment incorporates official RFI (Request for Information) responses into any subsequent contract award, with failure to use the revised documents and requirements resulting in a non-responsive proposal. All interested vendors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation.
The RFI responses address 44 inquiries covering project scope, technical requirements, and contractor qualifications. Key determinations include: the Government will accept California Class A, Class B, or C-39 contractor licenses from offerors (not subcontractors); past performance must be from the offeror, not proposed subcontractors; no existing electrical or roofing as-built documentation is available, requiring contractor field verification; asbestos abatement (Option A.1) assumes worst-case conditions but discovery does not automatically trigger the option; electrical work is performance-based requiring complete design-build services including circuit tracing and panel verification; a stamped photometric plan is not required for lighting; roof anchors are optional; no dedicated stormwater permit is required but contractors must implement standard environmental protection measures; and the building will remain occupied during construction. The contractor must coordinate nighttime roof access in advance with the Contracting Officer and enroll in IPP upon contract award.

RFI # RFI Question Government RFI Response Notes
Since we were not allowed to core cut the roof, can you please provide existing roof system?
The Governement has no verified existing information regarding the exisiting assembly of the roof. The Government intentionally did not authorize destructive roof core sampling prior to bidding due to the potential presence of asbestos-containing materials (ACM) within the existing roofing assembly.
Could you please clarify whether Sierra North may submit a bid under our Class B license (with or without a properly licensed C-39 subcontractor), or whether the bid must be submitted directly by a contractor holding the C-39 license?
The Government will accept a California Class A or B, or C-39 contractors license from offerors. Offerors must hold the license, not sub contracors.
The Prime Contractor has an active and valid California General Contractor License. Our key suubcontractor maintains an active and valid California C-39 Roofing Contractor contractor’s license. Is this acceptable for submission?
The Government will accept a California Class A or B, or C-39 contractors license from offerors. Offerors must hold the license, not sub contracors.
For the requirement to “furnish a list of three (3) projects of similar magnitude completed by the firm,” does the term “firm” refer exclusively to the Prime Contractor, or may relevant project experience from key subcontractors also be included in the submission to demonstrate overall team qualifications and past performance?
Past performance must be of the offeror, not proposed subcontractors.
Please confirm whether the exterior lighting replacement is intended to be a complete design-build electrical scope, including circuit tracing, panel capacity verification, new branch circuits, conduit routing, controls, grounding/bonding, nighttime aiming, and photometric verification.
Yes. The electrical portion is performance-based. The Contractor shall provide all engineering, circuit tracing, panel verification, conduit routing, controls, grounding, testing, aiming, and associated work necessary to provide a complete code-compliant installation.
Please provide existing electrical drawings, panel schedules, circuit information, and any available as-built drawings for the existing roof-mounted HPS lighting and building perimeter lighting circuits.
No electrical as-built drawings, panel schedules, or circuit documentation are available. The Contractor shall field verify existing conditions.
Please confirm whether a specific fixture manufacturer/model is required for the twelve new LED floodlights, or whether contractor-selected commercial-grade wet-listed fixtures meeting the stated performance requirements are acceptable.
Contractor-selected commercial-grade fixtures are acceptable provided they meet or exceed the performance requirements specified in the SOW.
Is a stamped lighting/photometric plan required, or is field aiming and visual/nighttime verification acceptable?
A stamped photometric plan is not required. Field aiming and nighttime verification demonstrating acceptable illumination are sufficient.
Option A.1 requires pricing for asbestos abatement and disposal for the entirety of roof materials under worst-case conditions. Please confirm whether this option should assume all roof membrane, flashings, mastics, penetrations, and associated roofing components contain asbestos.
Yes. For pricing purposes only, Option A.1 shall assume worst-case conditions associated with roofing-related ACM. Actual abatement work will be determined by the required asbestos survey.
Please clarify the expected extent of tapered insulation, crickets, saddles, and drainage improvements. Are bidders to include a full tapered insulation design, localized crickets only, or an allowance?
Include tapered insulation, crickets, saddles, and drainage improvements necessary to eliminate or minimize ponding and satisfy the roofing manufacturer's warranty requirements.
Please clarify the required extent of roof hatch refurbishment, ladder refurbishment, and hatch guardrail replacement, including whether existing components are to be repaired, recoated, replaced, or brought fully into current Cal-OSHA compliance.
Refer to section 3.1.4 of the SOW.
The SOW says to clean out concrete drains and replace grates. Is this still a requirement? How many grates are to be replaced?
Yes. Cleaning the drainage channel and replacement of one existing drain grate remain part of the Base Bid. Contractor shall field verify existing conditions.
No coring of the roof was able to be taken, what thickness is the existing roofing for demolition costs when submitting proposal?
Refer to Response No. 1. Existing roof thickness has not been verified.
No coring of the roof was able to be taken, what is the existing type of deck?
Concrete, metal, or wood?
Refer to Response No. 1. Existing deck type has not been verified.
With the original roof hatch having the electrical lighting conduits going through the side. For warranty and long-term waterproofing purposes, will the contractors be required to remove and replace the existing hatch?
No. The Government is not requiring replacement solely due to the conduit penetrations. The Contractor shall propose a manufacturer-approved solution that maintains the roofing warranty and long-term watertight integrity.
16 Are roof anchors optional or required?
Roof anchor points are optional and will only be installed if authorized by the Government.
Please confirm whether the interior ladder and roof hatch are the only approved access points for contractor use? Or will exterior be permitted under Government escort?
Refer to section 3.0 of the SOW.
Please confirm if the administration building will be occupied during construction? Any restrictions on noise? Vibrations?
The Administration Building is expected to remain occupied during construction. Refer to section 3.0 of the SOW.
19 Any temprorary floor coverings for interior use during construction? Refer to section 3.0 of the SOW.
Please confirm whether the Government will provide temprorary power for roofing and electrical work, or if the contractor must include temprorary power pole in the bid?
Refer to section 4.0 of the SOW.
Please identify any known active roof leaks, and/or known water damage. So the contractor may document pre-existing conditions prior to demolition.
Refer to section 2.0 of the SOW. The Government is aware only of the deficiencies identified in the Statement of Work. The Contractor should document existing conditions prior to demolition.
Please confirm whether the existing electrical panel has sufficient capacity for
(12) new LED floodlights, or if panel upgrades, new breakers, or dedicated circuits will be required?
Existing electrical panel capacity is unknown. The Contractor shall verify capacity and include all work necessary for a complete installation.

Please confirm whether the existing lighting conduit pathways may be reused? Or if full replacememnt of conduit and fittings is required per statement of work.
Existing conduit associated with replaced lighting shall be removed and replaced in accordance with the Statement of Work.
Please confirm whether nightime adjustments of the new LED fixtures must occur on multiple nights or only once?
One nighttime aiming and verification visit is anticipated. Additional adjustments shall be made if necessary.
Please confirm that HVAC scope is limited to temprorary removal, protection, and reinstallation of rooftop units and supports with no mechanical modification required.
HVAC work is limited to temporary removal, protection, coordination and reinstallation necessary to facilitate roofing work.
Please confirm whether induction welding is acceptable for DL60 installation, or if mechanical fastening is preferred?
Yes, provided it complies with the roofing manufacturer's approved installation requirements and supports issuance of the required warranty.
Please confirm whether tapered insulation shop drawings must be stamped by a licensed engineer.
No. A California Professional Engineer stamp is not required for tapered insulation shop drawings.
Please confirm whether the government requires full manufacturer inspection or only the final warranty?
Refer to section 3.1.2 of the SOW. The Contractor shall provide all manufacturer inspections, testing, and documentation necessary to obtain the specified warranty.
Please confirm whether OSHA or a Govenrment safety officer will conduct periodic site inspections?
Contract surveillance will be performed by the COR.
30 Please confirm when to start IPP enrollment. Contract awardee should enroll in IPP as soon as possible.
31 Is stormwater compliance or BMP documentation required?
No project-specific SWPPP is currently required by the Government.
However, the Contractor shall be responsible for implementing appropriate environmental protection measures, including sediment control, dust suppression, spill prevention, debris containment, waste management and pollution prevention practices, as necessary to protect adjacent facilities, storm drain systems, building occupants and the environment.
32 Please confirm when was the last time Asbestos testing was done?
The Government is not aware of any previous asbestos testing performed on the Administration Building roof.
33 Please identify any known or suspected asbestos locations.
The Government has not confirmed the presence or location of asbestos-containing materials on the Adminisration Building roof. The required asbestos survey will determine existing conditions.
If Asbestos containing materials are discovered during demolition, will this automatically triggger option A.1. ( asbestos abatement & disposal)?
No. Discovery of ACM does not automatically authorize the optional asbestos abatement work. The Government reserves the right to determine whether to exercise the option after reviewing the survey results.
It appear that the existing concrete deck is a lightweight concrete please confirm.
The Government cannot confirm. The Contractor shall field verify existing conditions following demolition.
36 Is the roof slope build in the concrete.
The Government cannot confirm. Existing conditions shall be field verify.
37 Is the roof slope built in with taper insulation.
The Government cannot confirm. Existing conditions shall be field verify.
Roof Hatch has electrical penetretions on the side wall should the roof hatch be repleced.
Refer to Response No. 15.
Could the Contracting Officer please confirm the required contractor license classification(s) for this project? Specifically, is a California Class A (General Engineering Contractor) license sufficient to bid and perform this work, or is a specialty license — such as a C-39 (Roofing Contractor) license — required in addition to, or instead of, the Gen B and/or Class A license?
The Government will accept a California Class A or B, or C-39 contractors license from offerors. Offerors must hold the license, not sub contracors.
Given that the scope of work also appears to fall under an A license classification, we would like to confirm whether the government will consider bids from firms holding an A license.
The Government will accept a California Class A or B, or C-39 contractors license from offerors. Offerors must hold the license, not sub contracors.
41 Please clarify “protective shielding” over conduit runs Protective shielding refers to guards, barriers, covers, or equivalent protection installed where conduit is exposed to potential physical damage within maintenance pathways.
Please clarify Lighting controls ,dusk to dawn. Would a photo cell be enough control for lighting
Yes. A photocell-controlled dusk-to-dawn system is acceptable provided it satisfies the SOW.
During the night time adjustment of new lighting would electrician need to make an appointment to gain roof access
Yes. Nighttime roof access shall be coordinated in advance with the
COR.
Where there are 2 conduits coming up through roof access and penetrating the side of roof hatch would it be advisable to create new roof penetrations before new roofing is complete
