About this file

This document is an Amendment (A00001) to Solicitation No. 127EAW25R0048 for the ANF FY 25 Road Improvements project in the Angeles National Forest, California. The amendment provides Request for Information (RFI) responses and an updated Schedule of Items, covering detailed specifications for road maintenance and improvements across multiple roads including 2N40, 2N69, 2N66, 2N65.1, 5N14, 3N24.1, and Colby Ranch Road. Key technical details include installing block mats, rolling dips, over-side drains (OSDs), corrugated metal spillways, and pavement patching, with specific requirements for materials, drainage function, and safety considerations. The project involves road maintenance without requiring special licenses, and contractors must adhere to the USDA Forest Service specifications, including fire plan compliance and proper drainage management.

Specific work elements include eight additional corrugated metal spillways on Brown Mountain Road, three over-side drains on Colby Ranch Road, 260 square feet of pavement patching (utilizing 3" hot asphalt), and various drainage improvements. Roads will mostly remain open to hikers during work, with contractor responsible for safety signage and equipment. Bridge load ratings for Gabrielino Trail Road are pending from Los Angeles County, and contractors must ensure compliance with load specifications. Mobilization costs should be included in the designated line item, and brushing/tree trimming is the contractor's responsibility if needed.

ANF FY 25 Road Improvements Angeles National Forest, CA 127EAW25R0048 – Amendment A00001

Contractors are required to utilize the updated Schedule of Items, titled "ATTACHMENT 2 - Schedule of Items – revised via Amendment A00001".

Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award. Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.

1) What is the bid magnitude?

Response: The disclosure of magnitude is typically associated with construction projects and is expressed in terms of physical characteristics and estimated price ranges as outlined in the Federal Acquisition Regulation. However, for this road maintenance project, which is classified as a service, the Service Contract Act wages apply instead and the disclosure of magnitude is not provided.

2) Could you kindly confirm which license is necessary for this project?

Response: There is no license required for the execution of this road project.

3) Do you foresee any geotechnical engineering and materials testing and inspections for this project? It is not clear by the description.

Response: The Government does not anticipate any geotechnical engineering and materials testing for this project. However, materials submittals will be required to ensure compliance with specifications.

Additionally, various inspections of work will be conducted throughout the contract period of performance to ensure adherence to contract requirements.

4) Will over-side drains require riprap as detailed in the drawings?

Response: Rip-Rap is not required for this solicitation

5) Will work require water? If so, will the USFS provide water sources near the locations?

Response: Water is not required for the work, but contractor may be responsible for water to comply with ANF Fire Plan, see attachment 6 in solicitation.

6) Can additional details be provided for the Armorflex portion of the work? Questions include:

(a) What is the EOR referenced site specific geotextile and what is the approved subgrade?

Response: EOR is the COR, disregard EOR note in Black Mat Drawings, contractor must use 4000 psi concrete grout. Geotextile shall be Woven geotextile fabric (200lb tensile strength). The current road will be the approved subgrade, some minor grading or campaction may be required as needed by the contractor

(b) It appears each feature is approx. 40 feet X 6 feet. Since the rolling dip will be greater than 6 feet in length, is there a drawing for how the rolling dip would be installed on top of the block mats?

Response: Drawings have been revised, only two sections of block mats and respective rolling dips will be installed, the same quantity of block mat is required. See attachment on USDA Forest Service R-5 Waterbar, contractor can utilize the block mats for either the cut or fill sections of the rolling dip to stabilize. Option 1 is drawn in red, option 2 is drawn in green.

(c) Can material for the rolling dip be generated on site or will that be import?

Angeles National Forest, CA 127EAW25R0048 – Amendment A00001

Response: The material will be generated onsite or nearby within the general Rowher Flats OHV Area.

(d) Will any additional work be required on the road within the polygon indicated on the map?

Response: No other work is required outside of the block mat and rolling dips.

7) Will any brushing or tree trimming occur by others prior to work? Or should these costs be assumed as incidental to the work?

Response: Brushing will not be completed by USFS, if contractor needs to complete brushing, it should be included as assumed costs incidental to work. Each potential contractor will have different sized equipment and need to factor this in accordingly.

8) Some of these roads appear to have significant use. Will roads remain open to the public during work and if so, will flaggers be required?

Response: 2N40, 2N69, 2N66 and 2N65.1 are closed to vehicles, but hikers commonly use these roads. Contractor should have a safety plan and signage in place while road work is occurring to notify public of heavy equipment. Flaggers are not required, but contractor is responsible for safety on site while working. 5N14 and 3N24.1 may be eligible to be closed for the duration of the work on these specific roads, contractor will need district ranger approval once a schedule is provided to the COR.

9) Should mobilization costs for non-Base Items be included in those items?

Response: Please include all mobilization costs in the line item for mobilization.

10) What are the bridge capacities for the Gabrielino Trail Road (southern end of Brown Mountain Road near Arroyo Seco) Response: The bridges along this road are under the jurisdiction of Los Angeles County. The Contracting Officer's Representative (COR) has contacted Los Angeles County to obtain the bridge load ratings and has not received a response as of the close of business on August 4, 2025. The COR will relay any further information received from Los Angeles County as it becomes available. It is noted that heavy equipment has previously traversed this area, albeit not on a transport vehicle to the best of their knowledge. It is the contractor's responsibility to ensure compliance with the specified load ratings.

11) How many feet of flume will be required for each overside drain?

Response: 20' of flume are required per drain, except for 3N24.1 Colby Ranch Road only 10' of flume is required.

12) The OSD on the left is buried and the drain on the right is not functioning because the road was undercut resulting in a new discharge point. Will OSDs that are not functioning need to be excavated or re-set and is that effort to be included in Restore Hydrology?

Response: Yes, current drainage deficiencies shall be addressed by the contractor, the drain can be reset, or the area can be filled and recompacted to promote proper drainage to the existing drains.

13) The Brown Mountain Road depicts an OSD that is approximately 3 feet below the road grade. If OSD inlets are significantly below road grade elevations, will those need to be re-set and/or the road lowered to match inlet elevations? And will those efforts be considered incidental to either Restore Hydrology or Road Blading work line items?

Response: Yes, the road should drain into the outlet and contractor is responsible for this under specification 839 Restore Drainage Function. Material can be stored in a berm or used or rolling dip establishment.

Angeles National Forest, CA 127EAW25R0048 – Amendment A00001

14) Many road edge failures and receding head cuts were observed on Brown Mountain Road. The road depicts a receding head cut that may affect the integrity of the adjacent crib wall. Will road vulnerabilities not specifically listed as work elements in the SOW be considered incidental to the work and may additional OSDs need to be added to address these vulnerabilities?

Response: Due to the current road conditions, the government is calling for an additional Eight (8) for Line Item 840 Corrugated Metal Spillway and Flume for item .03 2N66 Brown Mountain Road. These will be staked in the field, for bidding purposes contractors should assume these are spaced out throughout the entire segment of Brown Mountain Rd. The contractor is responsible to get water to drain into controlled points like OSD, Lead Of Ditches and the use of Rolling Dips to control water flow and address road edge failures and receding head cuts. Contractor should ensure in sloping of road as required within Spec 811 Blading and should address these issues that are present.

15) The Colby Ranch Road map indicates that the Proposed Road Work is the entire length of the road from the highway to the private property. Will any work be required on the road other than the 3 OSD indicated on the map? If so and if it is past the bridge, what is the bridge capacity?

Response: No road work is required past the bridge on Colby Ranch Road, the only work is the 3 OSD and Pavement repairs associated to these 3 locations.

16) Where are the proposed 260 square feet of pavement patching required on Colby Ranch Road?

And are there any specs on the pavement patching? Will this be a hot asphalt or cold patch and will saw cutting be required? Also, will a compacted class 2 base be required under the asphalt and what will be the thickness of the base and asphalt?

Response: Updated drawings of the repair areas are included in these responses (ATTACHMENT 8 - Updated Drawings – Revised via Amendment A00001). Approximate dimensions are listed below and will be marked in the field by the COR. Please see R5 Maintenance Specs section 814. Most of the existing asphalt is washed out, but contractor is required to sawcut asphalt to have straight lines for pothole patching. Contractor will utilize materials located on shoulder of roads as fill and shall be compacted.

The bottom and sides will be sprayed with a tackifier to bind patch materials with existing road. Hot asphalt will be utilized for this project. Asphalt shall be 3" think for all areas of new asphalt.
