General Information
1.0 Scope of Work
The purpose of this contract is to provide road and drainage maintenance for various roads on the Angeles National Forest that have been heavily impacted by fires and precipitation/erosion over the last 3-5 years. The final product will provide needed road maintenance and drainage replacements to roads shown on the attached maps. This contract work will include work on various roads with an emphasis on recreation use roads.
This contract provides for the equipment, labor, and services necessary to perform work ordered by the Government for
8.5 Miles of road blading and restoring existing drainage features along with upsizing 13 overside drains and re-establishing rolling dips on an unsurfaced road, in compliance with the terms, specifications, drawings and provisions of this contract. Locations of work will be directed by the Forest Service. The overside drain locations will be provided on a georeferenced map as well as an excel file with a brief generic description of the areas of concern (rolling dips, LOD, OSD., etc.).
Most, if not all, of the existing drainage features are gone (rolling dips, lead off ditches) and will need to re-established or re-shaped to get the road to drain in the best possible way. The existing road is not in good condition and is extremely rutted and rocky. A typical motor grader will not be acceptable due to the extremely rocky areas. All other proposed work must be estimated using a bulldozer. Windrows shall be removed as needed to provide additional material to fill in road surface to reestablish necessary drainage features and proper road function. Water will not be required for the proposed work.
Contractors are encouraged to submit alternative headwall designs through a Request for Information (RFI) for consideration prior to the solicitation due date.
This contract provides for the equipment, labor, material, and services necessary to perform work ordered by the Government for the installation of drop inlets, in compliance with the terms, specifications, drawings and provisions of this contract. Locations of work as described on attached spreadsheet.
2.0 Location
The project location is on the Angeles National Forest within the Los Angeles Gateway Ranger Districts. The terrain can be relatively flat in a few areas and moderately hilly and steep in others. Soil conditions vary as well, from soft and sandy to compacted and extremely rocky. A general Vicinity Map is included with this solicitation. Angeles National Forest maps are also available to assist in locating the individual roads and can be purchased at the Supervisors Office.
The office is open between the hours of 8:00 am and 4:30 pm, Monday through Friday. The office is located at 701 N Santa Anita Ave, Arcadia CA 91016
The Government will not conduct a pre-bid site meeting. Offerors are highly encouraged to independently review all accessible roads to assess existing conditions. Access to certain areas may require forest service keys, which can be checked out at the Angeles National Forest Supervisors Office. Offerors are urged to inspect the site where the work will be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. 3.0 Estimated Start Date / Period of Performance
The projected start date for this project is estimated to be in the summer of 2025. The contractor shall complete the work within 120 calendar days from the issuance of the 'Notice to Proceed,' as specified by the Contracting Officer.
4.0 Drawings and Specifications
The specifications and drawings attached are physically incorporated in the solicitation. Additionally, the following standard Forest Service R5 Maintenance specifications are included as a part of this contract:

5.0 Restrictions on Work
• Work hours are limited to non-holiday weekdays, Monday – Friday, 0700 – 1900. Work site much be clear by noon the Friday before a Monday holiday.
• In accordance with the fire plan, if included in Section J.
• When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.
• For sites requiring archaeology monitoring, contractor must notify COR at least 24 hours prior to any ground disturbing activities and no ground disturbing activities may occur without a Forest Service archaeologist on site.
• When the Contracting Officer or designated representative determines that work must stop due to the presence of archaeological artifacts.
• Contractor is responsible for the security of their tools and equipment at all times.
• Contractor is responsible for removal and disposal all excavated dirt and shall not leave excavated dirt scattered over the site, unless approved by the COR.
• All trash and loose materials shall be secured by the contractor daily.
• The Contractor is responsible for installing sediment control devices, such as straw wattles, to prevent sediment runoff to nearby areas. Excavation work shall not commence until sediment control devices have been installed and approved by the COR.
• The Contractor shall not use Government trash facilities without the COR’S approval.
• All construction debris remains the property of the Contractor and shall be properly disposed of off National
Forest Land.
• The contractor will be able to utilize the Forest Service Roads; however, the Contractor will be responsible for any damage to the roads due to construction activities. The contractor shall be responsible for obtaining permission to use all other roads and staging areas.
• The Contractor shall provide equipment that is free and clear of soils, seeds, vegetative materials and other debris that could contain or hold seeds of noxious weeds. Once on-site, there will be no equipment washing requirement as this project is located within one area.
• The Contractor shall minimize mechanical activity during rainy periods and the CO may shut down the operation if excessive soil disturbance and/or erosion problems occur.
• The Contractor shall repair all associated damage on established roads, adjacent vegetation or other improvements caused by their operations or equipment prior to partial or final payment.
• The Contractor shall provide technical submittals for all materials that may be furnished on this project for Forest Service review and approval prior to installation.
• The Contractor shall dispose of all project related trash and debris off of Forest lands prior to final payment.
• The Contractor is responsible for contacting the Forest dispatch center to obtain the fire predicted Project
Activity Level (PAL) each day and restrict their work accordingly. The Contractor shall adhere to the pertinent requirements addressed in the Fire Plan. Fire Plan restrictions may require work to cease at 1:00 pm or not be initiated at all on a high fire activity (PAL) day.
• The Contractor is responsible for traffic control and equipment staging requirements in work areas when working on National Forest System Lands.
• The Contractor shall provide clean equipment for the project prior to driving on Forest and between project areas to prevent the introduction of invasive weeds to the Forest.
7.0 Camping and Housing
Camping is not permitted in US Forest Service campgrounds. Contractor [ ] will [X] will not be permitted to camp elsewhere on US Forest Service land.

* The Contractor is responsible for submitting a project schedule as part of their proposal. Upon selection, the Government will provide comments on the project schedule, which the Contractor must address and resubmit. The Contractor shall submit the updated project schedule 14 days prior to the prework meeting for Government approval..
9.0 Technical Requirements / Tasks
The Contractor shall possess all necessary licenses required by the State of California to perform road repair work under this contract. Furthermore, the Contractor is responsible for obtaining any necessary permits prior to commencing work, ensuring compliance with all applicable Federal, State, and local laws and regulations.
10.0 Contractor’s Key Personnel
Contractor’s representative or work site superintendent is a required key personnel. Must be present at all times when the sub-contractor(s) and/or contractor’s employees are working on the site and when the contractor is not present.
Must have experience in projects with similar levels of deliverables, complexity, and value. A resume of this key personnel shall be provided for review to the government before work starts. The government reserves the right to deny or accept this personnel after reviewing their qualifications
