About this file
This document is an Amendment (A00001) to Solicitation 127EAW25R0017 for the Upper Silver Creek Trail Bridge Replacement project in Stanislaus National Forest, California. The amendment extends the proposal due date to May 9, 2025, at 11:00 AM PST and provides responses to seven Request for Information (RFI) queries from potential contractors regarding site access, vegetation removal, and project constraints.
Key RFI responses include: contractors may submit proposals for minor earth and vegetation work (with Forest Service review), trees under 10 inches in diameter can be removed with prior approval, fallen trees can be relocated, and driving over bushes is permissible with minimal disturbance. The Forest Service acknowledges site inspection challenges due to snow but confirms the site remains accessible by foot. The project is a small business set-aside with an estimated value between $100,000 and $250,000, and the Notice to Proceed (NTP) will be issued within 10 days following award.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)
A. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award.
Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.
1. We have many questions about how flexible USFS will be on disturbance, plantings, and access down the walkway path? Can earthwork be performed to make an unimproved road for crane access? ?
Answer: A proposal for minor earth and vegetation work may be submitted by the contractor for review by the Forest Service to evaluate potential resource concerns. No additional compensation will be provided for the development of access routes, and all disturbances must be restored to their original condition upon completion of the work.
2. Can standing trees be removed?
Answer: Trees with a diameter at breast height (DBH) of less than 10 inches may be removed with prior approval from the Forest Service. For the removal of larger trees, the contractor may submit a proposal, which will be reviewed by the Forest Service to assess any potential resource concerns. It should be noted that no additional payment will be made for the removal of trees.
3. Can down trees be moved to allow access?
Answer: Yes, fallen trees may be relocated to facilitate access.
4. Can bushes and shrubs be driven over?
Answer: While it is permissible to drive over bushes and shrubs, the Contractor is expected to minimize any disturbance to the vegetation to the greatest extent possible.
5. Due to the time of year and bid closing date, the site is not able to be thoroughly inspected for access. Also, we cannot visit the site due to snow. Can the proposal due date be pushed back?
Answer: The Forest Service recognizes the significance of site inspections for the preparation of your solicitation. Please be advised that the site remains accessible by foot, enabling you to perform the necessary evaluations. Be aware that snow levels at the site may fluctuate. Consequently, we are extending the contract due date to Friday, May 9, 2025 - 11:00 am PST.
It is imperative to adhere to the expected project timeline to ensure completion within this field season. Accordingly, the Notice to Proceed (NTP) will be issued within 10 days following the award.
6. The pictures provided do not provide enough detail on the topography and elevation changes behind the ecology blocks in camp site 16.
Answer: At this time, no additional pictures are available.
7. What is the thickness of the existing asphalt path and what is the subbase?
Answer: The existing thickness of the asphalt path and the subbase has not been determined.
