Project Upper Silver Creek Trail Bridge Replacement
General Information
1.0 Scope of Work
This project encompasses replacement of a failed trail bridge. Project components include modifications and repairs to the existing abutments and design, fabrication, deliver, and installation of a new prefabricated steel truss trail bridge superstructure.
2.0 Background
The Upper Silver Creek Trail Bridge collapsed due to excessive snow loads in the spring of 2023. The timber bridge fell into the channel and caused minor damage to the concrete abutments. The Forest Service was able to secure Emergency Relief for Federally Owned Roads (ERFO) funding from the Federal Highway Administration to replace the bridge. It was determined that the cause of failure was an actual snow load that exceeded the design snow load of the previous bridge.
3.0 Project Location
This project is located within the Lake Alpine Recreation Area, Alpine County, California. From Hathaway Pines, California, travel northeast 33.3 miles on Highway 4 to Lake Alpine Recreation Area. The trail bridge location is near the inlet to Lake Alpine, between the Chickaree Day Use Area and Pine Marten Campground. The latitude and longitude of the trail bridge is 38.481713, -119.991025.
The site is accessible by an approximately 1.5-mile walk on asphalt and/or groomed cross-country ski terrain during the winter. The Forest Service acknowledges the necessity for verification of dimensions prior to the manufacturing of the bridge.

6.0 Frequently Asked Questions
Below are several questions and answers regarding the project.
1. What are the site restrictions for heavy equipment? We would plan on using a 15,000 lb. telehandler to set the bridge, depending on final weight. Would this piece of equipment be allowed at this location?
Answer: Vehicles and transport of equipment to the project area are restricted to California highway legal loads. For oversize/ extralegal loads, the contractor may secure a permit from CalTrans for transport on Highway 4 and a permit from the Forest Service for transport on the small portion of Forest Service route to the project area if necessary. There is no formal restriction of equipment on site. The bridge is accessed by an approximately 5 ft wide trail but can also be accessed via overland travel on varying terrain, excepting the area identified on the site map. Site conditions such as trees and steep slopes may restrict equipment travel depending on the selected route of travel.
2. Can you clarify, the drawings in Document 3 show a weathering steel bridge. However, it’s a little confusing because in document 4, Supplemental Specs, the specifications are for a weathering steel bridge. Is the design supposed to be for a steel or wood bridge?
Answer: Assuming this question intends to ask that the Supplemental Specs are for Timber Structures. The supplemental specs apply to the timber utilized in the project – specifically the decking for the bridge as identified in the “TIMBER” portion of the “GENERAL NOTES” on the drawings. Otherwise, the bridge is to be a prefabricated steel truss superstructure.
3. Does the FS expect the height increase of the new backwall to add about 1’ to the existing backwall?
Answer: The final dimension will be determined by the truss fabricator. The FS anticipates this to be approximately 12” additional height.
4. Are there any extra requirements beyond those listed on the plans for bonding concrete and repairs to missing concrete? Is it of the consideration of the FS engineer that these edge repairs can be made to the existing abutments without any special measures beyond normal industry standard practice for patching concrete?
Answer: Follow requirements in FP-14, Section 601. Using Section 601.04, saw cut 1 inch deep around patch area, and remove loose concrete to a sound surface. Note 4% air-entrainment admixture required.
5. Is the contractor expected to have testing performed on the concrete that is to be used to raise the height of the backwalls of the abutments?
Answer: Yes. 2 test cylinders required.
6. Will mill certs be required for rebar used in construction?
Answer: Conform with Section 709.01,
7. Are there any recent pictures that would show the damage to the abutments as they look currently? Have these abutments been assessed by a structural or civil engineer or other competent person? If so, are there any assessments or reports as to the condition of these abutments?
Answer: No current photos or reports are available. Per drawing R-1750-01 General Note “CONSTRUCTION NOTES:”, “Contractor shall verify all as-built and field dimensions before start of work.”9. Is the government prepared to extend the timeline of the installation of the bridge if installation needs to be by helicopter and availability of heavy lift helicopters is limited by them being under contract for firefighting?
Answer: Helicopter placement is not required.
8. Is the government prepared to extend the timeline of the installation of the bridge if installation needs to be by helicopter and availability of heavy lift helicopters is limited by them being under contract for firefighting?
Answer: Helicopter placement is not required.
9. Will the FS have a COR onsite during construction activities?
Answer: A COR will be designated for the project and will conduct periodic site visits. Please note that the COR will not be present on-site during all operating hours.
10. Are there any limitations in regards to wildlife, endangered species, birds of prey etc. that are in effect during the period of project completion that could impact work activities of the contractor?
Answer: There will be no scheduled limitations on work in regard to wildlife species, however there may be short term restrictions if species of concern are seen within the project area. These restrictions would be minor and only required until the species has left the project area. Vehicle or equipment traffic in the streambed is not permitted while there is water present in the stream.
11. Approximately how far are the two staging areas, respectively, from the nearest abutment?
Answer: The staging areas at Chickaree Day Use Area is approximately 300’ from the bridge. The staging area at Pine Marten CG is approximately 100’ from the bridge.
12. What is the roadway width through the campground? We need to determine if we can get a truck with a 40’ bridge on it through the campground to the staging area.
Answer: Approximately 12 foot paved width. Google earth imagery is available for the area.
13. Can we use equipment on the trail to mobilize the bridge to the final location?
Answer: Yes. Any damage to the trail or trail surface caused by the Contractor’s work must be restored.
14. Is Onsite Camping Permitted?
