About this file

This document is a set of official responses to a Request for Information (RFI) for the Upper San Juan Campground Renovation project, Solicitation Number 127EAW24R0011.

The key details are as follows: The period of performance has been increased to 150 days to accommodate the 150-day lead time for the vault restrooms. Demolition and repaving work will not affect the protected Arroyo Toad species, as the seasonal limitation only applies to in-stream or culvert work. Class 2 aggregate base is proposed for the vault restroom footings, and no existing soil reports are available - soil testing is the contractor's responsibility. The project superintendent may also serve as the quality control manager. Dewatering and working in the stream areas are permitted as part of the culvert replacement work. The new asphalt loop can encroach on the Caltrans right-of-way but not the highway travel way. A permit is required for the waterway work, which is covered by the Water Board permit obtained by the Forest Service. Equivalent culvert products may be considered if cost-effective. Removal of fallen trees/branches is incidental, and replacement of existing speed bumps shall be in-kind. The second CXT vault restroom is an optional item. Decorative rock on slopes can be replaced with grouted riprap. Survey control points will be provided by the Forest Service.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW24R0011 - Upper San Juan Campground Renovation

Telephone requests for information will not be accepted or returned.

RFI #1: We have received the lead times for all our products with only one scheduling conflict. The solicitation states that the duration of work is 120 days from the issuance of the notice to proceed, our main concern is the lead time on the vault restrooms being 150 days. Can the period of performance be extended.

Response: The period of performance will be increased to 150 days. The notice to proceed will be issued after bonds have been received and all submittals have been reviewed and approved by the Contracting Officer’s Representative (COR). Materials can be ordered by the contractor once submittals have been approved by the COR. Please be advised that the official Notice to Proceed (NTP) will be issued once we are ready to commence work on the project.

RFI #2: According to Section 5.0 in the Statement of Work, “Because of a protected species downstream there is some limit on timeline: Construction work on culverts will occur before March 15, or after July 31” The structure of this section implies that the culverts are the only aspect that will have delays inflicted. Will demolition of existing pavement and reconstruction affect the protected species, or can mobilization proceed (considering the road rests directly on top of the culvert)?

Response: The repaving should not affect the Arroyo Toad, the seasonal limitation only applies to in-stream or culvert work.

RFI #3: Regarding the vaulted restrooms, what type of aggregate is proposed to compact the footings?

Response: Class 2 Aggregate Base is proposed. The contractor shall follow the manufacturer’s direction for material requirements for installation of the toilet vault where applicable.

RFI #4: Are there any existing soils reports for the construction site?

Response: The Forest Service does not have any soil reports available. Soil report is contractor testing where applicable.

RFI #5: Dual Hat- Can we have a Superintendent double as a QC or is it mandatory to have a separate representative for each role?

Response: The project superintended shall be on site every day and may also serve as the quality control manager.

RFI #6: In order to dewater the work areas, we will need to access the upstream and downstream areas of the culverts, in order to dam, pump, and divert the waterflow. Can you please confirm that there are no issues with working in the stream areas.

Response: Replacing the culvert is an in-channel work by nature and dewatering is a component of it and is included with this project. The contractor shall limit their work area to remain within permitted footprint.

RFI #7: Is it the intent to place the new loop asphalt all the way to HWY 74 or is it acceptable to stop short to limit the need for Cal Trans encroachment?

Response: Asphalt replacement limit matches existing asphalt of the campground and may encroach Caltrans right of way but will not encroach HWY-74 travel way. The recently paved travel way on HWY 74 is visible. While HWY right of way extends beyond HWY travel way, Caltrans did not extend their pavement beyond the travel way so the contractor shall cover that gap.

RFI #8: Are the waterways running through the culvert areas considered water run off or will there be a required permit from another jurisdiction, such as CDFW or the Army Corps?

Response: Yes, a permit is required. Work in the channel (and within project limit) is covered in permit with the Water Board and the Forest Service takes cares of this permit. The permit has a limit for channel work.

See response to RFI #6.

RFI #9: The arch profiles are being called out as a 2 2/3 corrugation profile, this is why the gauge is heavier. When our vendor manufactures their large diameter pipe, 54” and above they run these n a 5x1 profile that is a stronger corrugation. With this being said they are quoting all 5x1 so the dimensions are slightly different and the gauges only need to be 12ga. Is this acceptable?

Response: The contractor shall provide a proposal with the existing configuration. However, products that are equivalent in load capacity and durability may be considered if cost effective.

RFI #10: Will the equipment that is parked in front of the entrance to the CG be removed prior to starting of this project for access to the site?

Response: A request will be made to Caltrans to remove their equipment/material to allow free access to the campground.

RFI #11: The locations of the CXT buildings have existing trees, both live and fallen. Will there be any specific permit or requirements to remove these prior to installation?

Response: Trees to be removed need to be marked in advance for approval from the Forest Service.

RFI #12: The campground loop is littered with fallen trees and branches. Should the removal (grind, etc.) of these be included as incidental to the contract price, or should the just be pushed to the side or relocated onsite?

Response: Removal of fallen trees/stumps as needed for project construction and sweeping of existing asphalt before pulverization are incidental to associated work. Placing of trees/stumps and organic material within the campground as directed/approved by the FS and should not interfere with the function of the campground.

RFI #13: Should the striped speedbumps located on the campground loop be placed back in the same places, moved elsewhere, or excluded from the new paving?

Response: Replacement shall be in kind.

RFI #14: Please confirm that if the option is contracted, will the 3rd CXT vault restroom be at the Upper San Juan Campground or another one nearby?

Response: There is one CXT (with Chase) - base item, and the second CXT - option item.

RFI #15: On some of the existing culvert areas, there appears to be decorative rock on the slopes. Is the intent to have this replaced in kind?

Response: Their main propose is scout/slope protection. They can be replaced with grouted riprap in the pay item. Replacement shall have a similar appearance, rock with grout.

RFI #16: Will the associated CAD files be available for the survey and layout?

Response: Yes, as a 2020 Civil 3D version.

RFI #17: Will the awarded contractor need to establish control for the survey based on what is on the plans or will there be access or information available from the designer.

Response: The Forest Service has survey points file and drawing available. There are survey control points on the ground. The contractor is responsible to establish control where needed for their construction purposes.
