REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES
127EAW24R0009 - Modoc Forest Barrack Maintenance
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – Canby Bldg. 1009- Few windows replaced but not finished. Should we finish around these windows?
USFS Response – Yes, we want these finished with interior and exterior trim to match the other new window work. There are no other barracks in this project requiring this work.
RFI #2 – Canby Bldg. 1009- Existing Electrical panel is full. There is no room to add a new breaker for the new HVAC system. Should this panel be replaced with a 400-amp panel with more room to add new breakers?
USFS Response – This particular 200-amp panel is acceptable for load due to the fact that we’re eliminating multiple electrical baseboard heaters in the building. A qualified electrician is required for connecting the new HVAC units throughout this project.
RFI #3 – Canby Bldg. 1009-by removing existing electrical base board heaters and removing floor, base boards will be damaged. Should we consider a new base board for the entire area? What type and size?
USFS Response – Careful removal of the base board heaters will not result in damage to the base boards. We further require ¼ round or a base shoe to be attached to the existing base to trim the floor edge. This shoe work also pertains to Cedarville barracks and Canby Middle Residence.
RFI #4 – Various buildings- RFP calls for multi-zone duct less split system HVAC. Please advise number of Zone for each bldg.
USFS Response – 1002 South Fork East: 3 zones
1019 South Fork West: 3 zones
1006 Cedarville East Barracks: 4 zones
1016 Buck Creek East House: 4 zones
1017 Buck Creek West House: 4 zones
1313 Crowder Flat Barracks: 6 zones
1012 Canby North Barracks: 4 zones

RFI #5 – Various Buildings- remove wood burning stove. Should we save brick works and fix missing bricks? Canby Bldg. 1012 stove is inside the chimney, and it may be useful to save but Canby bldg. 1009 it is better to remove bricks and patch wall and floor. Pease advise for each bldg.
USFS Response – 1012 Canby North Barracks, 1013 Canby South Barracks, 1014 Tulelake South
Barracks, 1015 Tulelake South Residence - cover interior fireplace hole with finish grade plywood
& varnish; seal chimney with foam or insulation and cap with sheet metal cap.
1009 Canby Middle Residence – remove woodstove & brick hearth and cover wall with finish grade plywood with varnish, no match to walls required. Remove pipe and seal chimney with foam or insulation and cap with sheet metal cap.
All material, wood stove inserts, etc. being removed are the responsibility of the contractor and are to be disposed legally off of NFS lands.
RFI #6 – Various building- Should we provide continuous gutter all around roof or only above entry. Also do we need to provide down spouts.
USFS Response – All facilities getting new roofs (at Canby and Tulelake) are to have replacement gutters installed above all entries and walkways, with appropriate downspouts.
RFI #7 – various building- Some of existing HVAC system has duct work. RFP calls for multi-zone ductless split system. Should existing duct work be capped and abandoned in place? Or should they be removed? Existing air distributions are not required any more. Should we remove and cap and patch and paint the walls or keep them as is clean and paint?
USFS Response – Seal, cap, patch, and paint to match all supply and return vents for 1012

USFS Response – This involves 5 buildings – 1016 & 1017 Buck Creek East & West, 1014 &
1015 Tulelake South & Middle, and 1449 Adin North. All infrastructure mounted or affecting the siding work needs to be removed. Materials must be assessed for suitability, and may be reinstalled if adequate, otherwise unsuitable materials must be replaced.
RFI #9 – Various building- Replacing siding- there are existing louvers and access to crawling space that some are not in good condition. Should we replace them or reinstall as is?
USFS Response – This refers to the same 5 buildings RFI #8. All louvers and access panels should be replaced.
RFI #10 – Adin Annex Building 1449-Replace siding- there are stairs and metal landing attached to the building. Please advise how to deal with this situation when replacing siding?
USFS Response – The egress stairs apparatus shall be temporarily supported, then detached and separated from the building to allow proper room for siding replacement. Once the new siding is installed, re-install the stairs, adjusting the footings and anchors if needed, then attach to the wall using new lag bolts at an appropriate length considering the new siding thickness.
RFI #11 – Various Building- Renovation of bathrooms- Should we replace mirrors and light fixtures as part of renovation? Or mirrors and light fixtures remain as is.

RFI #12 – Adin Annex Building 1008- add Option- install duct less multi-zone split system HVAC.
The existing furnace and duct work looks in OK condition. Should we save it as is as back up for heating?
If we must remove the furnace, should we cap and abandon duct work in place and cover floor grilles? or leave them in place as is?
USFS Response – Keep the furnace and ducting in place as a backup and add the new ductless system. This answer also applies to Crowder and Longbell barracks.
RFI #13 – RFP instructs us to email bid proposal. It also instructs to send hard copy sealed bid.
Please clarify how to submit our bid.
USFS Response – See page 38 of solicitation “L.2 SUBMISSION OF PROPOSAL
