About this file

This document is a Request for Information (RFI) for the 127EAW24R0009 - Modoc Forest Barrack Maintenance contract opportunity. The RFI provides responses from the U.S. Forest Service (USFS) to contractors' questions regarding the scope of work, building details, site visits, scheduling, utilities, and other contract requirements.

The solicitation is a Total Small Business Set-Aside with an estimated contract value between $500,000 and $1 million. The work involves maintaining and renovating various forest barracks buildings on the Modoc National Forest, including interior and exterior repairs, HVAC replacements, and painting. The USFS will provide site access and some utilities, but the contractor is responsible for moving furniture, providing temporary storage, and coordinating work schedules with occupied buildings. The USFS clarifies that they will not provide as-built drawings, and estimates that approximately 20% of flooring may need additional wood replacement. A site visit is scheduled for April 2, 2024, and all RFI submissions are due by April 10, 2024.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW24R0009 - Modoc Forest Barrack Maintenance

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – are we going to visit all sites to do our field measurements? Contract line items quantities need clarification. Such as “replace cabinets in kitchen.” How many Linear feet?

accessories?

USFS Response – USFS will take additional measurements and share to the posted solicitation when available. In the meantime, the building exteriors are observable without prior approval. A tour of several representative facilities will be held April 2 at which time the interior of several representative buildings will be open for viewing. Please contact Forest Engineer, Christopher

Bielecki at (530) 233-8850 christopher.s.bielecki@usda.gov to schedule site visits you would like to conduct to barracks not shown on the tour. Total square footage of buildings and interior photos have been provided to allow for rough estimates of quantities such as cabinets.

USFS Additional Responses 4/1/24 –

Adin North: 33 linear feet kitchen cabinets w/ 2 sinks, 12 linear feet bathroom cabinets w/ 4 sinks

Canby North: 39 linear feet kitchen cabinets (of which 14 feet are overhead) w/ 1 sink, 2 linear feet bathroom vanity w/ 1 sink

Canby South: 39 linear feet kitchen cabinets (of which 14 are overhead) w/ 1 sink, 2 linear feet bathroom vanity w/ 1 sink

Canby Middle Residence: 10 linear feet kitchen cabinets w/ 1 sink, 2 linear feet bathroom vanity w/ 1 sink

Cedarville: 14 linear feet kitchen (of which 4 are overhead) w/ 1 sink, bathroom has 32-inch vanity w/ 1 sink

South Fork East: 3 linear feet bathroom vanity w/ 1 sink

Buck Creek West (lower): 2 x 32” bathroom vanities each with 1 sink

Buck Creek East (upper): 2 x 32” bathroom vanities each with 1 sink

Tulelake North: bathrooms 4 linear feet (2 vanities) w/ 2 sinks

Tulelake Middle: bathroom 2 linear feet (1 vanity) w/ 1 sink

Tulelake South: bathroom 2 linear feet (vanity) w/ 1 sink

Dry Lake: approximately 2 x 6-foot bathroom vanities, each w/ sink

RFI #2 – Where did they take samples for asbestos? Is it only on the exterior siding?

USFS Response – Samples were taken off a corner of each building from the representative existing siding consistent with the entire exterior.

RFI #3 – would you please advise if $500K to $1M dollar range is a correct/current estimate for this scope of work. Our initial review of quality of products and quantity of each item, considering recent price increase of material and inflation, we believe total value of this project will be higher.

Does the government intend to award entire contract as lump sum or may select and award partial?

USFS Response – The disclosure of the magnitude of construction range of $500K to $1M dollar range is an estimated range based on the Independent Government Construction Estimate (IGCE).

This is an internal estimated cost range for contractors but does not mean that project award value will withing this range, i.e. awarded for more than $1M or less than $500k.

RFI #4 – Scope of work indicates work from May 1 to October 15 only. Is it for exterior work only?

Can we work inside any time?

USFS Response – All work shall be completed by May 1, 2025. Barracks are generally occupied between May and October. Unless circumstances allow, only one barracks will be made available for interior work at a time and all work must be completed within an agreed upon time frame to allow for occupants to return. All buildings shall be entirely functional except during the scheduled period for interior work. Bidders shall submit a proposed schedule along with their bid so that the

US Forest Service can manage tenants accordingly. Due to weather conditions, more remote barracks will not be available during the winter. USFS staff will work with the contractor to maximize flexibility and both allow for the needed amount of time at each barracks and meet the existing constraints.

RFI #5 – Scope of work indicates Barracks are occupied. Would you please provide a rough schedule of target dates of availability of each barracks to help us to provide our CPM schedule.

USFS Response – Staff can be shifted between barracks as needed per your proposed scheduled to complete the work, however, USFS would like to avoid shifting people multiple times, meaning that once work begins on the interior of a building, it must be fully completed within a reasonable timeframe with no need to re-enter the building later. If necessary, exterior work items could be revisited. At least one barrack at a time will be made available per your proposed schedule. If there are barracks you would like to work on simultaneously, please propose this in your schedule and we will do our best to meet that request. We do not have a preferred order or windows of time for each barracks beyond those requirements, so you may develop your proposed schedule based on what works best for the given site locations and work items. We would suggest that work on Crowder

Flat and Long Bell is scheduled safely during summer months, as these remote sites are shut down and often inaccessible during the winter. We would suggest the same for Buck Creek work as the site is higher elevation and likely to have significant snow present during winter which may make work and staging difficult.

RFI #6 – Scope of work lists Two size of Split system HVAC. Would you please specify the size of HVAC for each barrack.

USFS Response – Total square footage of each building has been provided and should allow for standard calculation of the size needed. It is expected that approximately 4-ton multizone inverter heat pump system mini-split will be needed in four to five bedroom facilities which include Adin

Annex North Barracks, Canby Middle Residence, Cedarville East Barracks, Tulelake North

Barracks, Long Bell Barracks, and Crowder Flat Barracks . An approximate 2.5-ton multizone inverter heat pump system mini-split will be needed in two to three bedroom facilities which include the remaining facilities.

RFI #7 – Considering the age of buildings, we may need to replace some of floor wood joist or plywood when we replace flooring. Would you please advise a % of wood joist to be replaced so all contractors bid the same. Or should we consider it as a change order as needed?

USFS Response – There are no known major problems. We estimate 20% of the wood joist or plywood, on average per facility, will need to be replaced when replacing flooring. If additional replacement is needed from an overall contract percentage, the additional work would be considered via a change order/modification.

RFI #8 – How many coats painting do we need? one coat prime and two coat finish?

USFS Response – One prime + prep coat and one finish coat.

RFI #9 – Do we need to move furniture and equipment and protect them during construction? Do we need to provide storage on site?

USFS Response – To cater to the vendor schedule, the vendor is responsible for moving furniture as needed. An alternative, covered storage will be provided by USFS at each site. This will typically be an adjacent barracks or fire engine bay/barn.

RFI #10 – Do we need to provide temporary utilities on site such as toilet, power, and water? or can we use available utilities on site?

USFS Response – Power and water will be available on site for use. During the time which a building has been scheduled for work, you may use the bathroom(s) in that building as your work allows.

RFI #11 – Supplemental specification page 6 section 096516 item 1.01 calls for pest control.

Would you please clarify if it is one time service and what needs to be done to prevent entry of rodents?

USFS Response – Any openings or holes that would allow for the entry of pests, primarily focusing on rodents, should be repaired to prevent entry. No chemical treatment is expected.

RFI #12 – Key personnel listed in RFP includes Quality control manager, Safety manager, superintendent, and project manager. Do you need a contractor to assign multiple positions/persons to this project? That will increase management costs.

Would you please clarify if it is acceptable Project manager/Quality control manager can be one qualified/certified person off site and Safety/Superintendent can be one qualified/certified person on site?

USFS Response – Contractors and representatives may serve multiple roles at once.

RFI #13 – RFP instructs us to email bid proposal. It also instructs to send hard copy sealed bid.

Please clarify how to submit our bid.

USFS Response - See page 38 of solicitation “L.2 SUBMISSION OF PROPOSAL

DOCUMENTS:”. Only email is required and aceptable.

RFI #14 – If possible please quantify line items. For example if a kitchen needs to be renovated, please advise is it top and bottom cabinet? How many linear feet of cabinet? Single sink or double?

And so on for bathrooms too.

USFS Response – When replacement is required, the entire existing feature is to be replaced in-kind. Photos are provided to assist with this estimating and determination of in-kind quantities.

RFI #15 – Is it possible to work on roof and exterior while buildings are occupied?

USFS Response – No. Upon agreeing on the schedule, the USFS will make arrangements to move tenants ahead of the contractor work.

RFI #16 – Is there as built plans and drawings for barracks available to share with contractor?

USFS Response – No.

RFI #17 – How many Sq. ft. flooring needs to be replaced in Long Bell barrack 1314?

USFS Response – The entire flooring throughout. The building is estimated as 2338 sq ft. total footprint.

RFI #18 – How many sq. ft repainting at Cowder 1313, Buck Creek 1016, Buck Creek 1017, Tulelake 1343 dry lake 1479? Walls only? Do we need to paint only walls or ceilings as well?

USFS Response – All walls and ceilings are to be painted, to match. The entire building square footage and photos have been provided to accommodate estimates. Actual wall & ceiling square footages have not been measured.

RFI #19 – How many light fixtures and what size and type light should we replace at Long Bell 1314?

USFS Response – LED retrofits to the existing 4-foot fluorescent tubes. USFS will count and provide additional info to the solicitation when available.

USFS Response 4/1/24 – there are 21 individual light fixtures, needing an LED retrofit bulb from Satco/Nuvo or equivalent
