Furnish all labor, materials, equipment, and other incidentals necessary to complete the following work items as listed in the Schedule of Items:
• Roofing (074113) - Remove and replace all roofing on specified buildings with screwless or hidden fastener high-rib style metal roofing. Complete any structural repairs necessary before installation of new roofing. Installation of roofing shall provide a complete and usable roofing system including but not limited to all surfacing materials, associated venting, penetration sealing, and replacement in-kind of any existing gutters as well as appropriate downspouts and gutter installation over all entrances and walkways regardless of existing gutters. Installation will comply with contract specifications and manufacturer’s installation instructions. All installations must comply with Modoc County Building Codes. Contractor will dispose of all waste, including removed roofing and decking materials. Up to 15% of the roof structural assembly, including sheathing, rafters, fascia, soffit, vent assemblies, and other roof components, if damaged, will be replaced or repaired per the CO with no modification to this contract. Additional needs will be addressed via negotiation and contract modification.
• Siding (074646) - Remove and replace all siding and trim on specified buildings. Complete any needed repairs or replacement of insulation. Paint siding and trim to match other buildings on complex or other colors as approved. All infrastructure mounted or affecting the siding work needs to be removed. Materials must be assessed for suitability, and may be reinstalled if adequate, otherwise unsuitable materials must be replaced. All louvers and access panels should be replaced. For Adin Annex North Barracks only, the egress stairs apparatus shall be temporarily supported, then detached and separated from the building to allow proper room for siding replacement. Once the new siding is installed, re-install the stairs, adjusting the footings and anchors if needed, then attach to the wall using new lag bolts at an appropriate length considering the new siding thickness.
• Windows – Remove and replace all windows in specified buildings. Each window shall be replaced with a similar style window (i.e. fixed, single-hung, double-hung, sliding, etc.)
Replacement windows shall be high-quality vinyl, double-pane, Energy Star rated windows, PlyGem West Pro Vinyl Series 200 or equivalent. For windows that have already been replaced (Canby Middle Residence 1009 only), finish with interior and exterior trim to match other new window work.
• Flooring (096516) - Remove and replace all flooring in specified buildings with commercial grade vinyl plank flooring. Complete any structural repairs necessary before installation of new flooring. Approximately 20% of the wood joist or plywood in each building is estimated to need replacement and up to 20% of the total contract amount shall be replaced as a part of this work item without modifications or change orders. Any openings or holes that would allow for the entry of pests, primarily focusing on rodents, should be repaired to prevent entry. No chemical treatment of pests is expected.

One prime and prep coat and one finish coat are required.

Repair any damage to floors/walls/paint/etc. left from the removal of old heating sources. Install ¼ round or a base shoe to be attached to the existing base to trim the floor edge where new baseboards are needed due to removal of baseboard heaters or other old heating sources. Title: Forest Engineer/COR
Name: Chris Bielecki
Phone #: 530-801-1637
All bidders are strongly urged to conduct site visits prior to entering bids in order to best assess the nature and condition of the existing buildings. The building exteriors are accessible without prior approval. A tour of several representative facilities will be held on April 2nd, 2024 at 0830 AM PST at which time the interior of the buildings in concern will be open for viewing. Please contact Forest
Engineer, Christopher Bielecki at (530) 233-8850 christopher.s.bielecki@usda.gov for further questions or to schedule site visits you would like to conduct to barracks not shown on the tour.
SCHEDULE
354 Calander days: June 3rd, 2024 through May 25th, 2025
All work shall be completed by May 1, 2025. Barracks are generally occupied between May and
October. Unless circumstances allow, only one barracks will be made available for work at a time and all work must be completed within an agreed upon time frame to allow for occupants to return. All buildings shall be entirely functional while occupied. Bidders shall submit a proposed schedule along with their bid so that the US Forest Service can manage tenants accordingly. Due to weather conditions, more remote barracks will not be available during the winter. USFS staff will work with the contractor to maximize flexibility and both allow for the needed amount of time at each barracks and meet the existing constraints.
USFS does not have a preferred order or windows of time for each barracks beyond stated requirements, and proposed schedules may be developed based on what works best for the given site locations and work items. USFS suggests that work on Crowder Flat and Long Bell is scheduled safely during summer months, as these remote sites are shut down and often inaccessible during the winter.
Buck Creek work will likely be more convenient in summer months as well as the site is higher elevation and likely to have significant snow present during winter which may make work and staging difficult.

PERSONNEL QUALIFICATIONS
All work shall be performed by a contractor, or subcontractor, qualified in the appropriate field(s) for the work being performed.
PROJECT LOCATION
A map of complex locations has been provided in the contracting documents and sites are generally locatable through online mapping applications. Approximate GPS coordinates of each complex along with aerial images inticating building locations within each compound have also been provided in the Building Locations document. Some sites require travel on National Forest roads which can be infeasible in the winter depending on conditions. Some NF routes may also be in use for log haul and as such, logging truck traffic should be anticipated. For further information, or directions, contact Forest Engineer, Christopher Bielecki at (530) 233-8850 christopher.s.bielecki@usda.gov.
OTHER INFORMATION
Contractor will be responsible for moving furniture and equipment from each barracks prior to work in order to maximize schedule flexibility. An alternative covered storage will be provided by USFS at each site.
Power and water will be available on site for contractor use. During the time which a building has been scheduled for work, contractor may use the bathroom(s) in that building as work allows.
Adin Annex South House (where the only listed work item is HVAC) can be seen as a representative facility of expected end results at each building in this contract.
