About this file

This request for proposal from the USDA Forest Service solicits road construction and bridge replacement services on Tenmile Road and Hume Lake Bridge within Sequoia National Forest. The project involves reconstructing approximately seven miles of roadway, replacing an existing bridge over Hume Lake, and performing associated drainage work. The total estimated value of the contract is between $5 million and $10 million.

The RFP was amended twice. Amendment 2 extended the proposal due date to March 18, 2022 and provided answers to contractors' requests for information to aid in bid preparation. The work must be completed by November 2023 and is set aside for small businesses. The selected contractor will be responsible for obtaining any required permits and approvals from state and local authorities.

RFP no. 127EAW22R0008 Road construction Tenmile Road

Bridge replacement Hume Lake Bridge Sequoia National Forest

Requests for Information 17-36

17. It was noted during the job walk that there are some existing utilities under the Powder Can Picnic Area. Can you please provide information as to what type of utilities, how many of them, and their approximate depths? Are there any other known utilities throughout the remainder of the project outside of Powder Can?

ANSWER: Discussed during the pre-bid site visit/job walk. Refer to page 8 Notes of the Site Visit Notes and Information document provided with Amendment 1.

18. Plan Page 04 of 30 states that the work for Area #1 and Area #2 includes re-conditioning the existing surface to drain. Will there be any subgrade compaction requirements for the existing surface and if so, what is required?

ANSWER: Reference Drawings-Plans (Attachment 2) sheet 20 of 30 item 30301B, and FP 14 to include project supplementals.

19. Plan Page 04 of 30 states that the pavement structural section includes 2" of asphalt paving over 3" of grindings. Only Area #2 currently has pavement that can be pulverized into grindings. Can you provide data on the existing pavement thickness in Area #2 so that we can quantify how much grindings will be useable from this area?

ANSWER: No.

20. For Area #1 and Area #2 at Powder Can, there is no Civil Engineering design that shows existing elevations and proposed finish elevations. There is a requirement to "Recondition Area to Drain". Will there be any technical requirements for the finished surface? (Examples: minimum or maximum slopes, ADA considerations, pavement backing, etc.)

ANSWER: The intent is for the contractor to field fit the graded and paved area and to maintain accessible grade around the bathroom area.

21. The note labeled "CLEARING AND GRUBBING" states that "Clearing and grubbing for bridge bypass and road work is incidental to other pay items.". Since Tenmile Road is closed for winter, we are not able to view the existing vegetation conditions. Several operations may require clearing and grubbing and it is not possible to bid those items without having the opportunity to view and quantify the existing vegetation conditions. One example is culvert replacements where trees or brush may need to be removed. Another example is that Federal Highway specifications require the use of a MTV Material Transfer Vehicle for asphalt paving and those vehicles are fourteen feet tall. Can the language for Clearing and Grubbing be modified to reflect that the USDA will pay for Clearing and Grubbing on T&M?

Will you consider any other options to help the Contractor quantify Clearing and Grubbing costs for bidding purposes?

ANSWER: No. The contractor shall bid per the schedule of items and associated specifications.

22. Can existing vegetation be disposed of onsite? If yes, are there and requirements such as grinding or chipping?

ANSWER: Disposal of existing vegetation on-site may be an option. Will be subject to the review and approval of associated Ranger District Officer and approval is not guaranteed. There may be requirements for grinding and chipping if disposed onsite.

23. The note labeled "MOBILIZATION" states that equipment must be cleaned. On previous projects in the National Park, a designated inspection area such as a turnout on the side of the highway prior to entering the Park has been identified where equipment delivery inspections can be scheduled with the project inspector. Has an inspection area been identified for this project?

ANSWER: Reference Section C.6.1 page 17 of 58. No designated inspection area has been set. The Forest Service has successfully worked with contractors to determine to inspection area followed by meeting and inspecting the equipment. Note the project work is on Forest Service lands, not National Park lands.

24. Several details are shown for shoulder backing and roadside ditch grading with apparent labeling that is the same as "Existing Subsurface". Since the roadway is being raised by 6" height in the areas that include 3" of new base rock and 3" of new asphalt, there will be quite a bit of shoulder backing, which could also affect the roadside ditches. It is typical to call out a certain width and specific type of material to be used for shoulder backing. For example show a detail that is 2 feet wide from the edge of pavement at the same slope of the finish asphalt and then daylight at 1:1 slope to existing ground. Can you provide typical details that show what needs to be done and what type of materials need to be used for shoulder backing and roadside ditches?

ANSWER: Answered on previous RFI no. 6 and 7 included with Amendment 1.

25. Has USDA communicated with Fish and Game regarding the "By Pass" on Long Meadow Creek which is on private property and not on Forestry property? If yes, please provide a copy of any documentation approved by Fish & Game. If no, how will USDA allow for the unknown time and unknown costs to obtain the necessary permits?

ANSWER: California Fish and Game [CDFG] is now the California Department of Fish and Wildlife.

[CDFW]. CDFW was notified during the scoping phase of project development and had no comments provided to the FS District Ranger Office. Federally-funded actions including those done on private property require consultation under the Endangered Species Act with the U.S. Fish and Wildlife Service. The consultation was completed by the Ranger District. A biological assessment/evaluation was prepared, and programmatic consultation was completed although the specific details of the bypass were not available during the planning process. The Forest Service has a written agreement with the private property owner to perform the associated work for the bridge construction including the pedestrian walkways and the bridge bypass on private property. Permits are not required for construction of the new bridge provided no work is performed in the active stream channel (below the 50 year floodplain elevation). However, if fill with culvert is to be used instead of a temporary bridge for the construction bypass on private property, then 404/401/1600 permits may be required in part or whole; material specified in the 404 is usually clean gravel. Following contract award and prior to the issuance of the Notice to Proceed, the contractor shall promptly begin the application process for required permits.

26. Are there any permits required to build this project outside of the USDA jurisdiction? If yes, will the USDA obtain those permits prior to construction? (Examples: Caltrans, Department of Fish and Game, County of Fresno or County of Tulare, etc.) If yes, how will USDA allow for the unknown time and unknown costs to obtain the necessary permits?

ANSWER: The contractor is responsible for applying for and obtaining all required permits and approvals. Refer to Section C.8.5 Permits, Notifications, and Approvals, RFP page 20: The Contractor shall apply for and obtain all required permits and approvals from state or local authorities having jurisdiction over the work to be performed under this Statement of Work and associated contract award.

Also refer to the answer to RFI no. 25.

27. It was mentioned during the job walk that a Geotechnical Investigation was performed. Can you please provide the Geotechnical Investigation Report?

ANSWER: Answered on previous RFI no. 5 included with Amendment 1

28. It does not appear that the "Pedestrian" bridges have a complete design. Materials are called out for the handrail but not the structure itself. There are no specifications addressing the "Pedestrian Bridges" and there are no manufacturers specified. Was it the intent for the Contractor to design? Can a pre-fabricated bridge be provided assuming it meets the dimension criteria provided? If it is the intention for the Contractor to design, can you provide some design criteria or provide a pre-approved pre-fabricated pedestrian bridge manufacturer?

ANSWER: Yes, the pedestrian bridges are prefabricated and/or contractor-designed and installed.

Items 57101A and 57101B include the description "Design, Fabricate, Deliver, and Install". Refer to Section B.1 Bid Schedule page 5 of 58.

The extent of the Government’s design details are included in the Drawings-Plans (Attachment 2). The Government is not providing pre-approved pre-fabricated bridge manufacturers.

Forest Service Supplemental Specification [FSSS] Section 571 – Prefabricated Bridge is included in this amendment as RFP Attachment 1A.

Section J List of Attachment is revised. RFP replacement page 40 is attached.

29. The Drainage Listing Sheets call for various items of work to be performed on existing pipes, flumes, overside drains, and downspouts. The work consists of removal/demo/dispose, cleaning, flushing, replacement with new, add extensions to existing, placement of embankment repairs, repair inlets and outlets, install headwalls and rip rap, place borrow to plug holes, jack open and clean overside drain, remove 6" tree, catch basins, etc. Much of this work requires the ability to view the existing conditions in order to provide a bid. Many considerations for safety, trench shoring, trench plates, traffic control, access to the work areas, working on slopes, etc., need to be considered. Since the road is closed and under snow, the Contractor does not have the opportunity to view the existing conditions. Can you provide a more detailed design or description that would be thorough enough for the Contractor to quantify and bid on the Drainage Work?

ANSWER: No.

30. Detail 40301 Hot Asphalt "Right of Way" Type calls for Geosynthetics. Can you provide design criteria or a manufacturer with specific model for this material?

ANSWER: Reference the Drawings-Plans (Attachment 2) sheet 20 of 30 item 30301C, and FP 14 to include project supplementals.

31. Spec Section E – E.3 INSPECTION AND TESTING PERFORMED BY GOVERNMENT states that “The Government will perform, sampling, testing, and inspection of work in progress where these responsibilities are not expressly assigned to the Contractor by the Forest Service or project – specific specifications. Plan Page 2 of 30 assigns responsibility for testing and inspection to the Contractor for Structural Concrete, Earthwork, and Asphalt. Will the Forest Service provide testing for all other items such as grindings, base rock, micro-seal, etc.?

ANSWER: Government will inspect all work. The Government reserve the right to test all work at its own expense. The contractor is required to maintain quality control of its work and testing per the contract specifications and the contract drawings to include product and material submittals. Quality Assurance is included in the Federal Acquisition Regulation [FAR] Part 46.

32. Please identify the locations of all the approved "borrow pits" for all types of materials needed such as drainage rocks, engineered fill or embankment, etc.

ANSWER: These locations if applicable will be identified to the awarded contractor prior to NTP and work start. Locations will be approved Contracting Officer and COR.

33. Can you provide the approved Quarries for engineered filled materials to enter into the Park? This is due to unwanted noxious seeds and weeds into the park.

ANSWER: No. Note the project work is on Forest Service lands, not National Park lands.

34. Since Road 13S09F was inaccessible where the designated area for spreading of excess grinding goes, can USDA provide contractor a drawing of these locations including dimensions and photos prior to bid date? How big is the area, how long, etc.?

ANSWER: No, There are not photos or area sizes available. The locations are referenced on Drawings- Plans (Attachment 2) sheet 5 of 30.

35. Will you consider extending the bid date on this project to allow contractors to view the existing conditions on the entire project prior to bid?

ANSWER: The bid due date is extended to 03/18/2022 12P PST. For the purpose of allowing sufficient time for interested bidders to receive answers to the final RFIs and incorporate into bids.

36. Will you consider extending the date for submission of pre-bid RFI's?

ANSWER: The pre-bid RFI submission date deadline is not extended.
