About this file

This document provides responses to requests for information (RFIs) related to solicitation 127EAW21R0006 for the West Lights Creek Bridge Installation Project. The project involves installing a new bridge over West Lights Creek on Forest Road 28N30 in the Plumas National Forest. The estimated value of the contract is between $500,000 and $1,000,000. The solicitation is set aside 100% for total small businesses. RFI responses clarify that some bedrock along the southern corners of both abutment footings will need to be chipped out and replaced with flowable fill according to the provided mix design. No additional anchoring of the abutment or wing wall footings into bedrock is required. Forest Road 28N30 may be fully closed during construction, with secondary access provided via Forest Road 28N48. There is no requirement for seeding disturbed areas after completion.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW21R0006 - West Lights Creek Bridge Installation Project

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – The geotechnical report provided in addendum 01 states that the test pits were dug to bedrock refusal at elevations of 85’ for hole 1, 83’ for hole 2, 84’ for hole3 and 86’ for hole 4.

Sheet C-03 of the design drawings shows the bottom of abutment #1 footing at 80.8 and the bottom of abutment #2 footing at 82.8. Based on the information provided in the geotechnical report each abutment would be several feet below refusal into the bedrock. Please confirm that is the intent of the design.

USFS Response – See attached documents for additional information on subgrade condition.

It is believed that some of the material along the southern corners of both footing footprints will need to be chipped out. Then the subgrade will need to be leveled with flowable fill. See attached mix design for flowable fill.

***Add Pay Item 61401 Lean Concrete Backfill: Estimated Quantity = 42 CY***

RFI #2 – Are the abutment footings or wing walls to be anchored into the bedrock material? If so, please provide a detail.

USFS Response – See additional information provided for the abutment footings. Regarding the wing walls, no additional anchor detail is required, as the wing walls are cantilevered off the abutment stem walls.

RFI #3 – Will fire service road 28N03 be able to be fully closed to all vehicles at the bridge site during construction or will a temporary bypass road need to be constructed for emergency vehicles?

If access for emergency vehicles is required, please provide requirements.

USFS Response – I’m assuming the offeror meant 28N30, as 28N03 is north of the project and is currently closed.

The current contract documents does not contain a pay item, or drawings and specifications for a temporary bypass road. Therefore, a temporary bypass road is not required.

Refer to Supplemental Specifications Section 156 “Public Traffic”, Tables 156-1 and 156-2. The intent of these tables was to demonstrate that Forest Road 28N30 can be fully closed between

Plumas County Road 213 (east of the project) and Forest Road 28N48 (west of the project).

FOR OFFICIAL USE ONLY

Forest Road 28N48 provides secondary access back to Plumas County Road 213 about 1.5 miles south of the project.

RFI #4 – Will seeding of disturbed areas be required after project completion. Is so please provide additional information.

USFS Response – There are no requirements in the contract documents for offerors to seed disturbed areas after construction.
