SPECIFICATIONS
SECTION 01 73 20
MOBILIZATION
PART 1 – GENERAL
1.01 SUMMARY
A. Move personnel, equipment, material, and incidentals to the project, and perform all activities necessary to accomplish work at the project site. Obtain permits, insurance, and bonds.
1.02 MEASUREMENT
A. Method: Measure mobilization by the lump sum.
1.03 PAYMENT
A. The accepted quantity, measured as provided above, will be paid at the contract price per unit of measurement for the pay item listed below that is designated in the SCHEDULE OF
ITEMS.
B. The mobilization lump sum will be paid as follows:
1. If applicable, bond premiums will be reimbursed according to FAR clause 52.232-5, Payment Under Fixed-Price Construction Contracts, after receipt of evidence of payment.
2. Fifty percent of the lump sum, not to exceed 5 percent of the original contract amount, will be paid following completion of 5 percent of the original contract amount, not including mobilization.
3. Payment of the remaining portion of the lump sum, up to 10 percent of the original contract amount, will be paid following completion of 90 percent of the original contract amount, not including mobilization.
4. Any portion of the lump sum in excess of 10 percent of the original contract amount will be paid after final acceptance.

SECTION 02 41 19
SELECTIVE DEMOLITION
PART 1 - GENERAL
1.01 SUMMARY
Conduct selective demolition so Owner's operations will not be disrupted.
It is not expected that hazardous materials will be encountered in the Work. If hazardous materials are encountered, do not disturb; immediately notify COR. Hazardous materials will be removed by Owner under a separate contract.
PART 2 - PRODUCTS
2.01 PEFORMANCE REQUIREMENTS
A. Regulatory Requirements: Comply with EPA and State of California regulations and with hauling and disposal regulations of authorities having jurisdiction.
B. Standards: Comply with ANSI/ASSE A10.6 and NFPA 241.
PART 3 - EXECUTION
3.01 DEMOLITION
A. Maintain services/systems indicated to remain and protect them against damage during selective demolition operations. Before proceeding with demolition, provide temporary services/systems that bypass area of selective demolition and that maintain continuity of services/systems to other parts of the building.
B. Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.
C. Protect existing framing and insulation and other existing finish work that are to remain.
D. Provide temporary weather protection to prevent water leakage and damage to structure and interior areas.
E. Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.
F. Remove demolition waste materials from Project site and dispose of all material in a legal manner complying with local, state, and federal laws. Do not burn demolished materials.
G. Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.
SECTION 06 73 00
COMPOSITE DECKING AND RAILINGS
PART 1 – GENERAL
The work of this section shall consist of the removal of the existing decks and the new installation of a weatherproof composite decking system as herein specified. The work includes, but is not necessarily limited to, furnishing and installation of all decking, stairs, structural components, safety railing and accessories. The work includes removal of the existing decks and structure and legal disposal off site and off NFS lands. Existing deck materials may be salvaged and reused provided they meet the specifications.
1.02 SUBMITTALS
A. PRODUCT DATA
Submit manufacturer’s technical product data, installation instructions and recommendations for each type of deck materials needed. Include data substantiating that materials comply with requirements. Manufacturers without full supporting product literature, Flashing & Details Guides, Guide Specifications, and Technical Support shall not be considered equal to the specified product.
B. SAMPLES
Prior to ordering products, submit Manufacturer’s standard color Samples for Architect’s/Engineer’s selections.
1.03 DELIVERY, STORAGE, AND HANDLING
A. Deliver and store products in manufacturer's unopened packaging bearing the brand name and manufacturer's identification until ready for installation.
B. Support bundles on supplied dunnage.
C. When stacking bundles, supports should start approximately 8 inches from each end and be spaced approximately 2 feet on center. Supports shall line up vertically/perpendicular to the decking product.
D. Do not stack decking more than 14 bundles.
E. Keep material covered using the provided bundle cover until time of installation. If panels become wet, immediately separate sheets, wipe dry with clean cloth, and allow to air dry.
F. Handle materials to avoid damage.
1.04 WARRANTY
A. Furnish manufactures warranty against rot, decay, splitting, checking, splintering, fungal damage, and termite damage for a period of 25 years for a residential installation and 10 years for a commercial installation.
PART 2 - PRODUCTS
2.01 ACCEPTABLE MANUFACTURER

2.02 MATERIALS
A. All materials and installation shall comply with state, federal, local city and county building code requirements, manufacturer’s instructions, and these specifications.
1. Concrete supports
2. Support posts: 4x4 pressure treaded lumber and associated hardware
3. Frame: Double 2x10 pressure treated lumber
4. Joists: Single 2x10 pressure treated lumber to be hung on frame with joist hangers
5. Composite decking (Equal or better): TrexSelect®, 1” Square Edge, Woodland Brown Color, to be secured with 3-inch deck screws
6. Safety railing: Treated lumber
7. Top rail (Equal or better): TrexSelect®, 1” Square Edge, Woodland Brown Color
PART 3 - EXECUTION
3.01 EXAMINATION
A. EXISTING CONDITIONS
1. Inspect installed work of other trades and verify that such work is complete to a point where this work may continue.
2. Verify that installation may be made in accordance with approved shop drawings and manufacturer’s instructions.
3. Deck system shall NOT be installed over the exisiting structure. All existing deck materials shall be removed.
3.02 PREPARATION
A. FIELD MEASUREMENTS
1. Verify prior to fabrication.
2. If field measurements differ from drawing dimensions, notify Architect/Engineer prior to fabrication.
B. Clean surfaces thoroughly prior to installation.
C. Prepare surfaces using the methods recommended by the manufacturer for achieving the best result for the substrate under the project conditions.
3.03 INSTALLATION
A. DECKING
1. Install in accordance with manufacturer's instructions, approved submittals, and in proper relationship with adjacent construction.
2. Secure panels without warp or deflection.
3. Do not use composite wood material for structural applications
B. CUTTING AND FITTING
1. Neat, square and true.
2. Cut, drill, and rout composite decking using carbide tipped blades.
3.04 CLEAN UP AND CLOSE OUT
A. CLEANING AND REPAIRING
1. Cleaning as required by manufacturer for warranty compliance.
2. Remove debris from Project Site upon work completion or sooner, if directed.
3.05 SAFETY
Safety for the workers and all those that may be affected by the work shall be the sole responsibility of the Contractor.
SECTION 07 41 13
PREFORMED METAL ROOF PANELS
PART 1 – GENERAL
1.01 SUMMARY
The work of this section shall consist of the removal of existing roofing and chimney and the new installation of a completely weatherproof metal roof system as herein specified. The new roof system will not include a chimney. The work includes, but is not necessarily limited to, furnishing and installation of all roofing, soffit, mansard, fascia, and accessories. Metal flashing shall be wrapped around to cover fascia and gables. The work includes disposal of the existing roof and legal disposal off site and off NFS lands.
1.02 SUBMITTALS
A. PRODUCT DATA
Submit manufacturer’s technical product data, installation instructions and recommendations for each type of roofing required. Include data substantiating that materials comply with requirements. Panel manufacturers without full supporting product literature, Flashing & Details Guides, Guide Specifications, and Technical Support shall not be considered equal to the specified product.
B. SAMPLES
Prior to ordering products, submit Manufacturer’s standard color Samples for Architect’s/Engineer’s selections.
1.03 DELIVERY, STORAGE, AND HANDLING
A. Protect against damage and discoloration.
B. Handle panels with non-marring slings.
C. Do not bend panels.
D. Store panels above ground, with one end elevated for drainage.
E. Protect panels against standing water and condensation between adjacent surfaces.
F. If panels become wet, immediately separate sheets, wipe dry with clean cloth, and allow to air dry.
G. Remove any strippable film coating prior to installation and in any case, do not allow the strippable film coating to remain on the panels in extreme heat, cold or in direct sunlight or other UV source.
1.04 WARRANTY
A. Furnish a written 25-year minimum manufacturer’s warranty on roofing material.
PART 2 - PRODUCTS
2.01 ACCEPTABLE MANUFACTURER
A. Equal or better:

B. Panel Designation: Equal or better: Skyline Roofing
2.02 MATERIALS
A. Roofing panels and ridge cap: Provide factory formed, prefinished, concealed fastener, integral standing seam metal roof system that has been certified by the manufacturer to comply with the following requirements:
1. UL Wind Uplift Class 90 rating
2. UL Class A Fire Resistance
3. 24-gauge steel or .032” aluminum panels
4. Desired color – to match existing barracks roof
B. Valley flashing, gable and eave trim: 0.032 inch aluminum or 24 gauge steel minimum. Valley flashing shall be 36 inches wide minimum. Flashing shall be shop fabricated by panel manufacturer from material that is the same finish as the panels to which they will be attached.
C. Vent: Ridge cap shall be installed with integrated vent system as recommended and provided by the manufacturer to provide free air flow but restrict water and insect access. Roof sheathing shall be trimmed if necessary, to meet manufacturer’s recommendations.
D. Select fastener according to manufacturer’s recommendation for attachment material that roofing will be fastened to.
E. Felt: ASTM D226 Type I, 30 pounds/square.
PART 3 – EXECUTION
3.01 EXAMINATION
A. EXISTING CONDITIONS
1. Inspect installed work of other trades and verify that such work is complete to a point where this work may continue.
2. Verify that installation may be made in accordance with approved shop drawings and manufacturer’s instructions.
3. Roof system shall NOT be installed over an existing roof. All existing roof materials shall be removed to the deck.
3.02 PREPARATION
A. FIELD MEASUREMENTS
1. Verify prior to fabrication.
2. If field measurements differ from drawing dimensions, notify Architect/Engineer prior to fabrication.
B. PROTECTION
1. Treat, or isolate with protective material, and contacting surfaces of dissimilar materials to prevent electrolytic corrosion.
2. Require workmen who will be walking on Roofing panels to wear clean, soft-soled work shoes that will not pick up stones or other abrasive material which could cause damage or discoloration.
3. Protect Work of other Trades against damage and discoloration.
C. SURFACE PREPARATION
1. Clean and dry surfaces prior to applying sealant
3.03 INSTALLATION
A. FELT
1. Apply felt in horizontal courses starting at the eaves. Lap edges a minimum of three inches. 2. Scatter nail or staple felt.
B. PANELS
1. Follow roof panel manufacturer’s directions exactly.
2. Install panel seams vertically.
3. Lap panels away from prevailing wind direction.
4. Secure panels without warp or deflection.
5. Fully engage interlocking seams.
6. Extended roof panels to overlap gutter openings 1 inch.
7. Remove strippable protective film, if used, immediately preceding panel installation.
C. ALLOWABLE ERECTION TOLERANCE
1. Maximum Alignment Variation: ¼ inch in 40 feet.
D. FLASHING
1. Follow manufacturer’s directions.
2. Overlap roof panels at least 6 inches.
3. Install flashings to allow for thermal movement.
E. CUTTING AND FITTING
1. Neat, square and true. Torch cutting is prohibited where exposed to final view.
2. Where necessary to saw-cut panels, debur and treat with galvanic paint.
3.04 CLEAN UP AND CLOSE OUT
A. TOUCH-UP
1. Touch-up damaged paint surfaces with air dry touch-up paint provided by manufacturer. Follow directions carefully to minimize color irregularities. Small brush application only. Do not spray touch-up paint.
B. CLEANING AND REPAIRING
1. At completion of each day’s work and at work completion, sweep Panels, Flashings and Gutters clean. Do not allow fasteners, cuttings, filings or scraps to accumulate.
2. Remove debris from Project Site upon work completion or sooner, if directed.
3.05 SAFETY
Safety for the workers and all those that may be affected by the work shall be the sole responsibility of the Contractor.
SECTION 07 46 46
FIBER CEMENT SIDING
A. The work in this section shall consist of the removal and replacement of all barracks siding with fiber cement siding to match surrounding buildings. The work includes replacement or repair of any damaged or missing insulation, up to 15% of building exterior. All removed or unneeded material shall be legally disposed off NFS land.
1.02 SECTION REQUIREMENTS
A. Submittals: Product Data and Samples B. Warranty: Manufacturer shall carry a limited lifetime warranty on the product.
PART 2 - PRODUCTS
2.01 MATERIALS
A. Fiber Cement Siding: Siding style shall be chosen to match current siding and surrounding buildings. Finished color shall match other buildings on premises. Siding shall be wind rated for up to 100mph winds and follow all Modoc County Building Code requirements. Fiber cement siding and accessories complying with relevant ASTM standards.
B. Decorative Accessories: Provide all siding accessories to complete the job and install as specified by the manufacturer. Including but not limited to:
1. Door and window trim – Remove the existing door and window trim and replace with new trim to match trim on surrounding buildings. Corner cuts shall be on a 45-degree angle.
2. Fascia – Shall be repaired or replaced as needed
3. Soffit trim – Shall be repaired or replaced as needed
C. Flashing: Install flashing where manufacturer specifies around windows and doors.
D. Nails: Use manufacturer specified nails.
PART 3 - EXECUTION
3.1 INSTALLATION
A. Install all accessories according to manufacturer specifications.
B. Install vinyl siding according to manufacturer specifications.
C. Gable vents shall be removed and re installed once the siding is in place, contractor is responsible for replacing anything broken when removing the gable vent.
D. Coordinate installation with flashings and other adjoining construction to ensure prop-er sequencing.
E. Contractor is responsible for removing anything attached to the existing siding and reattaching to the new siding.
F. Install siding, soffit, and accessories according to relevant ASTM standards.
SECTION 09 65 00
RESILIENT FLOORING
A. The work in this section shall consist of the repair of the existing flooring (wood), repair of subfloor, and the replacement with commercial grade vinyl plank flooring as herein specified.
The work includes any necessary crawl space work such as installation of vapor barrier and insulation. Building shall be inspected and repaired to prevent entry of rodents or other pests.
Work also includes any needed disposal of the existing materials and legal disposal off site and off NFS lands. Extent of resilient flooring and accessories is shown on photographs and in schedules.
1.02 QUALITY ASSURANCE
A. Manufacturer: Provide each type of resilient flooring and accessories as produced by a single manufacturer, including recommended primers, adhesives, sealants, and leveling compounds.
B. Fire Test Performance: Provide resilient flooring which complies with the following fire test performance criteria as determined by an independent testing laboratory acceptable to authorities having jurisdiction.
1. Critical Radiant Flux (CRF): Not less than the following rating per ASTM E 648.
a. 0.45 watts per sq. cm.
2. Flame Spread: Not more than 75 per ASTM E 84.
3. Smoke Developed: Not more than 450 per ASTM E 84.
4. Smoke Density: Not more than 450 per NFPA 258.
1.03 SUBMITTALS
A. Product Data: Submit manufacturer's technical data for each type of resilient flooring and accessory.
B. Samples for Initial Selection Purposes: Submit manufacturer's standard color charts in form of actual sections of resilient flooring, including accessories, showing full range of colors and patterns available, for each type of resilient flooring required.
C. Samples for Verification Purposes: Submit samples of each type, color, and pattern of resilient flooring required, showing full-range of color and pattern variations.
D. Certification for Fire Test Performance: Submit certification from an independent testing laboratory acceptable to authorities having jurisdiction that resilient flooring complies with fire test performance requirements.
E. Maintenance Instructions: Submit 2 copies of manufacturer's recommended maintenance practices for each type of resilient flooring and accessory required.
1.04 PROJECT CONDITIONS
A. Maintain minimum temperature of 65˚F in spaces to receive resilient flooring for at least 48 hours prior to installation, during installation, and for not less than 48 hours after installation.
Store resilient flooring materials in spaces where they will be installed for at least 48 hours before beginning installation. Subsequently, maintain minimum temperature of 55˚F in areas where work is completed.
B. Install resilient flooring and accessories after other finishing operations, including painting, have been completed. Do not install resilient flooring over concrete slabs until the latter have been cured and are sufficiently dry to achieve bond with adhesive as determined by resilient flooring manufacturer's recommended bond and moisture test.
PART 2 - PRODUCTS
2.01 ACCEPTABLE MANUFACTURERS
A. Available Manufacturers: Subject to compliance with requirements, manufacturers offering products which may be incorporated in the work include, but are not limited to, the following:
1. Manufacturers of Resilient Linoleum Sheet Flooring:
a. Armstrong World Industries.
b. Azrock Floor Products, Div. Azrock Industries, Inc.
c. Tarkett, Inc.
2.02 VIYNL PLANK FLOORING:
A. Commercial grade, 0.080” gauge, 15-year limited warranty.
B. Inlaid color vinyl flooring with no-wax ware surface.
C. Subfloor overlay – STURD-I-FLOOR or approved equal where needed per manufacturer specifications
PART 3 - EXECUTION
3.01 INSPECTION:
A. Inspect subfloor surfaces to determine that they are satisfactory. A satisfactory subfloor surface is defined as one that is smooth and free from cracks, holes, ridges, coatings preventing adhesive bond, and other defects impairing performance or appearance.
B. Perform bond and moisture tests on concrete subfloors to determine if surfaces are sufficiently cured and dry as well as to ascertain presence of curing compounds.
C. Do not allow resilient flooring work to proceed until subfloor surfaces are satisfactory.
Contractor will be responsible for all necessary repairs to the subfloor.
3.02 PREPARATION
A. Prepare subfloor surfaces as follows:
1. Repair any structural damage to floor.
2. Install heavy vapor barrier and insulation in crawl space.
3. Locate and Repair any potential pest and rodent entrances.
4. Where needed, overlay all original diagonal subfloor surfaces with new ½ inch T&G plywood screwed and glued to diagonal subflooring. Before placing T&G plywood scrape, broom clean or vacuum the subfloor to remove all dirt, debris and lumps. Make any needed repairs to the subfloor before proceeding. Ensure final floor level meets the exterior doors threshold and do not interfere with the existing exterior doors.
5. Where needed, overlay T&G plywood subfloor surfaces to receive vinyl plank flooring with ¼ inch structure board. Before placing structure board scrape, broom clean or vacuum the subfloor to remove all dirt, debris and lumps. Structure board shall be installed perpendicular to the subflooring and all joints shall be staggered. Screw and glue structure board securely in place to provide a uniform smooth surface for the vinyl plank flooring.
6. Use leveling and patching compounds as recommended by resilient flooring manufacturer for filling small cracks, holes and depressions in structure board.
7. Remove coatings from structure board surfaces that would prevent adhesive bond, including taping compounds, paint, etc., incompatible with resilient flooring adhesives.
B. Broom clean or vacuum surfaces to be covered and inspect subfloor.
C. Apply concrete slab primer, if recommended by flooring manufacturer, prior to application of adhesive. Apply in compliance with manufacturer's directions.
3.03 INSTALLATION, GENERAL
A. Install resilient flooring using method indicated in strict compliance with manufacturer's printed instructions. Extend resilient flooring into toe spaces, door reveals, and into closets and similar openings.
B. Scribe, cut, and fit resilient flooring to permanent fixtures, built-in furniture and cabinets, pipes, outlets and permanent columns, walls and partitions.
C. Maintain reference markers, holes, or openings that are in place or plainly marked for future cutting by repeating on finish flooring as marked on subfloor. Use chalk or other non-permanent marking device.
D. Install resilient flooring on covers for telephone and electrical ducts, and similar items occurring within finished floor areas. Maintain overall continuity of color and pattern with pieces of flooring installed on these covers. Tightly cement edges to perimeter of floor around covers and to covers.
E. Tightly cement resilient flooring to subbase without open cracks, voids, raising and puckering at joints, telegraphing of adhesive spreader marks, or other surface imperfections.
Hand roll resilient flooring at perimeter of each covered area to assure adhesion.
3.04 CLEANING AND PROTECTION
A. Perform following operations immediately upon completion of resilient flooring:
1. Sweep or vacuum floor thoroughly.
2. Do not wash floor until time period recommended by resilient flooring manufacturer has elapsed to allow resilient flooring to become well-sealed in adhesive.
3. Damp-mop floor being careful to remove black marks and excessive soil.
4. Remove any excess adhesive or other surface blemishes, using appropriate cleaner recommended by resilient flooring manufacturers.
B. Protect flooring against damage during construction period to comply with resilient flooring manufacturer's directions.
1. Apply protective floor polish to resilient flooring surfaces free from soil, excess adhesive or surface blemishes. Use commercially available metal cross-linked acrylic product acceptable to resilient flooring manufacturer.
2. Protect resilient flooring against damage from rolling loads for initial period following installation by covering with plywood or hardboard. Use dollies to move stationary equipment or furnishings across floors.
3. Cover resilient flooring with undyed, untreated building paper until inspection for substantial completion.
C. Clean resilient flooring not more than 4 days prior to date scheduled for inspections intended to establish date of substantial completion in each area of project. Clean resilient flooring by method recommended by resilient flooring manufacturer.
