About this file

This file contains questions and answers related to Solicitation 127EAV26Q0113, a Request for Quotation (RFQ) for carpet removal and installation services at the USDA-ARS Main Building in Stoneville, Mississippi. The Q&A document clarifies key requirements and resolves ambiguities in the solicitation documents. Site visit attendance is encouraged but not mandatory for submission eligibility. The period of performance runs approximately September 28 through November 27, 2026, subject to change based on award date. Contractors must provide their own restroom facilities and bid based on quantities listed in the Statement of Work and Schedule of Quantities, with any measurement discrepancies to be verified and agreed upon by USDA and the contractor prior to work commencement. Construction Wage Determination #MS20260046 applies to the installation work.

Key scope clarifications indicate that the floor slab must be clean for carpet adhesion, with floor preparation, leveling, moisture testing, and substrate repair included in the contractor's scope. Contractors must remove and reuse metal thresholds after installation and return Area Office furniture to its original position. The conference room and Area Office work may be performed concurrently without interrupting daily facility operations. The Q&A also resolves line-item pricing errors regarding wall-base materials and labor separation for the Area Office and adhesive quantity allocations. All applicable Mississippi sales taxes must be included in offers. An amendment issued no later than September 15, 2026 at noon Central Time was to include conference room and office area photos along with Q&A responses. This is a 100% small business set-aside acquisition under NAICS code 238330 (Flooring Contractors) with a small business size standard of $19 million.

Questions

1. Can someone provide pictures of the conference room and office area since some of the vendors may not be able to attend the site visit?

Yes-see attached photos incorporated into solicitation amendment 0001.

2. Will the workers be able to use the onsite restroom facilities? Do we need to provide temporary toilets?

Vendors must provide their own restrooms.

3. Is the site visit mandatory?

No, the site visit is encouraged, not mandatory.

4. Before we finalize subcontractor pricing, please confirm the current requirement regarding the site visit. We see updated language indicating the September 9 site visit was encouraged rather than mandatory. Please confirm that an offeror that did not attend the September 9 visit remains eligible to submit a responsive quotation by September 14. Offerors who did not attend the site visit may still submit quotes, as attendance was not mandatory.

5. We also understand that pricing is required for all solicitation line items/sub-items and that the current period of performance is approximately September 28 through November 27, 2026. Please advise if there are any additional amendments, revised schedules, or acknowledgment requirements we should incorporate.

The estimated period of performance is September 28 through November 27, 2026. This is subject to change depending on the award date. An amendment will be issued no later than 12:00 noon Central Time on September 15, 2026, which will include photos of the conference room and office areas, along with responses to submitted questions.

6. Is this project MPC (tax-exempt) eligible?

Please visit the Mississippi Department of Revenue website for current sales tax exemptions: https://www.dor.ms.gov/business/sales-use-tax/sales-tax-rates. Please include all applicable taxes in your offer.

7. Is there relative humidity, pH, or CaCl testing for the concrete slab required? Not required.

8. Due to the new carpet tile likely being thicker than the existing carpet, the new 4" base may cover the existing. We often use 4.5" base in this situation to make sure there won't be any touchup painting required. Any thoughts on this? If thicker carpet turns out to be the case, 4.5” base is acceptable.

9. Will this project need to be done one area at a time? Conference Room/Area Office? Per the SOW “Contractor Responsibility Sheet 5, #6 All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.” The Conference Room and Area Office can be concurrent per Contractor approved Schedule if without daily interruptions to the facility.

10. I noticed at the walkthrough today that there are big, metal thresholds in the Area Office at all the doors even though it was all the same carpet. Will those thresholds need to just be removed, removed and replaced, or reused? Removed and reused after carpet install.

11. Does the carpet installation have to follow the construction wage determination? Yes, Construction Wage Determinations #MS20260046 dated 5/18/2026 will be incorporated into the solicitation through amendment 0001.

12. The measurements that I took at the site visit are different than the schedule of items. Should I submit my offer according to the schedule of items, or should my offer reflect the actual measurements of the conference room and office area? Per the SOW Contractor Responsibility Sheet 5, #1 “Contractor will verify all dimensions and site conditions prior to beginning work.” If there is a discrepancy between contractor measurements and USDA measurements, they will be verified and agreed upon by USDA and Contractor prior to beginning work. Contractor should bid based on the quantities listed in the SOW and Schedule of Quantities. Any discrepancies will be addressed in a Contract Modification.

13. Please clarify whether the contractor’s scope includes floor preparation, leveling, moisture testing, and substrate repair. If included, how should these costs be priced? Scope :The floor slab shall be clean so that new carpet adheres to floor slab.

14. Please confirm whether the contractor must return the Area Office furniture to its original position after installation. Yes, Contractor is required to move furniture back to its original position.

15. Will space be provided for moving the furniture, or is that the contractor's responsibility? The conference room has plenty of space for storage. A few offices can be finished at a time and furniture moved back into the offices.

16. What is the existing substrate? Concrete Slab.

17. Has a hazardous materials survey been conducted? No.

18. Will the space be occupied during installation? No for the Conference Room.

19. The Price Schedule places numerical quantities under “Method of Measure” and units under “QTY.” Please confirm the correct designation of these columns. Colum Heading Error. Method of Measure column should read Quantity. QTY column should read Unit. Example: Quantity 2,700 / Unit Square Feet. Thus = 2,700 Square Feet.

20. Conference Room wall-base material and labor are listed separately, while the Area Office wall base is combined under Item 9. Please clarify how the Area Office wall-base material and labor should be priced. Line-Item Error. Line Item 9 should read: Labor R&R 4" Cove Base Area Office Flexco Base Storm Gray #395. There should be a line item for Material and a line item for labor.
