About this file
This document is a regulatory reference guide for Arizona's 2025 state noxious-weed seed requirements recognized under the Federal Seed Act. The document establishes prohibited and restricted noxious weed species that cannot be present in seeds regulated under Arizona's seed regulations, as specified in R3-4-245.
The prohibited list contains 61 weed species identified by both common and scientific names, including field bindweed (Convolvulus arvensis), various bromegrass and knapweed species, johnsongrass (Sorghum halepense), purple loosestrife (Lythrum salicaria), puncturevine (Tribulus terrestris), and various thistle species. These prohibited weeds cannot be allowed in any class A, B, or C regulated seeds. Additionally, the document identifies 15 restricted noxious weed species that are permitted only with limitations—these species are prohibited as contaminants in certified or registered seed but may be present in other seed categories. Restricted species include annual bluegrass (Poa annua), wild oat (Avena fatua), various pigweed species (Amaranthus spp.), Russian thistle (Salsola kali var. tenuifolia), and dodder (Cuscuta spp.). This regulatory framework applies to all persons handling seeds subject to Arizona's seed law and serves as the state's compliance standard for federal seed act administration.
