About this file
This document is a Questions and Answers (Q&A) file for a federal contract related to recreation site maintenance, likely with the USDA Forest Service. The contract involves light maintenance services including trash removal, graffiti removal, and site upkeep at various recreation areas. Key details include equipment requirements (motorized vehicles with watertight truck beds), a minimum staffing requirement of one person, and specific maintenance protocols such as preferred pressure washing for graffiti removal using environmentally safe solvents. The previous contract was held by TrueBlue Commercial Cleaning (contract number 12837120C0051).
The Q&A document clarifies several operational details, including equipment needs like beach rakes (for collecting loose trash in vegetation) and weed eaters (for light vegetation maintenance around trash cans and picnic areas). The government will provide trash receptacles at recreation sites and plastic bags are available upon request from the Cave Creek Ranger District. The Statement of Work (SOW) includes variable service frequencies for different sites, with billing to be accommodated on a monthly basis while adhering to the specific service frequencies outlined in the SOW. An insurance clause (FAR 52.228-5) has been added to the contract documents.

Questions and Answers
Q1. Are there paints or other material supplied for graffiti removal?
A1. “Government will provide any designated trash receptacle for each recreation site when applicable.
Plastic bags are available per request with Cave Creek Ranger District.” Q2.-
Is there a storage area for our company equipment?
A1. Yes, there is an available storage area
Q2. Is there a requirement for any kind of specific equipment?
A2. “Motorized equipment in good operating condition for transportation to each designated recreation area. Equipment shall not allow trash or debris to blow out as the vehicle travels down the road. Truck beds shall be watertight and enclosed.
Trash Grabbers/Pickers”
Q3. Do you have any incumbent information that you would be able to share with us?
A3. Previous contract 12837120C0051, TrueBlue Commercial Cleaning
Q4. SOW and Pricing Discrepancy: The Statement of Work (SOW) provides a detailed, site-specific service frequency for each location, with some sites requiring service four days per week and others only once per week or once every two weeks. In contrast, the Schedule of
Items uses a single "monthly" unit of measure for all sites. To ensure our price proposal is accurate and balanced, can the government confirm that we should base our pricing calculations on the actual number of service days outlined in the SOW, and that the monthly unit price should reflect this variable workload?
A4. Yes, the SOI is meant to accommodate billing, however the frequency of service should be in accordance with the SOW.
Q5. Light Maintenance Protocols: The SOW mentions that light maintenance includes
"painting over graffiti". To align our approach with the USDA Forest Service's broader environmental and resource preservation goals, we would like to confirm if there are any preferred methods for graffiti removal, such as pressure washing with environmentally-safe solvents, that are acceptable or preferred over painting over it.
A5. It is preferred that the pressure washing method be used, along with environmentally safe solvents. Additionally, painting may be used as a last resort only.
Q6. Upon review, I've noticed that FAR clause 52.228-5, which typically outlines the specific insurance types and minimums, was not explicitly included in the contract document given the safety and hazard requirements. Should we just adhere to the FARs?
A6. We have revised the Combine SS to include the clause at 52.228-5, Insurance-Work on a
Government Installation
Q7. Can you please specify which areas have to be pressure washed? The Statement of Work under '1.1.3 OBJECTIVES' says 'Pressure washing to be performed at least twice weekly on
Sunday and Monday (during Peak Season), and at least once per week on Monday (during Off
Season).' and locations/areas of pressure washing are not stated anywhere. Can you please clarify this for me?
A7. Please see revised SOW. Marked through verbiage has been removed from the SOW. This verbiage will not be in the final SOW included with the award.
Q8. How much manpower is needed approx.
A8. Minimum of 1 person
Q9. What is meant by weed eater & beach rake
A9. Beach rakes are helpful for loose trash that gets shredded and dispersed/stuck in vegetation, like napkins, plastic bags, cans, TP etc., and Wweed eaters were for things that may fall under light maintenance, like brushing back veg around trash cans or near picnic areas.
