About this file

This is a Request for Quotation (RFQ) issued by the USDA Forest Service for janitorial services at recreation sites throughout the Eldorado National Forest in California.

The solicitation seeks firm-fixed unit price quotes for housekeeping and custodial janitorial services (NAICS 561720) covering restrooms and trash bins at campgrounds, picnic areas, and trailheads. The contract includes one base year (05/11/2026 to 05/10/2027) plus four optional one-year extension periods, with a total potential performance period through 05/10/2031. Services will be provided across four ranger districts: Pacific, Georgetown, Placerville, and Amador. The contract is set aside for Total Small Business, with a small business size standard of $22 million. Estimated quantities are based on historical use but actual payment will be based solely on services ordered and accepted. Service frequency and locations may vary due to seasonal use, weather, public safety closures, and fire activity. Quotes are due by 1400 Pacific time on May 7, 2026, with questions due by 1600 Pacific time on May 4, 2026, submitted to jose.rivera3@usda.gov. Award is anticipated to be made to one contractor whose offer provides the best value considering technical capability, relevant past performance for recreation site janitorial work, and price. The Government will evaluate all options when determining award and may exercise extensions at its discretion. Contractors are required to inspect site access routes prior to quoting and must submit a completed SF-1449, Capability Questionnaire, Quality Control Plan, biobased product list, and relevant past performance information. Service Contract Labor Standards apply with a stated wage rate of $18.68 per hour plus $5.55 fringe benefits for janitors. Contractors must utilize biobased products meeting USDA-designated minimum content percentages and submit reports on biobased product purchases annually and at contract closeout.

Schedule Notes:

1.Estimated Quantities are based on historic use. Actual use may vary. This contract will be a firm, fixed unit price (per cleaning) with the actual total paid based on actual service provided. The full number of cleaning/dollar amount listed on the award may or may not be used. The quantities listed are estimated only and do not guarantee any minimum quantity. Payment will be based solely on actual services ordered and accepted.

2.It is the quoter's responsibility to estimate cost changes over future Option Years and price them accordingly.

3.Performance periods are full-year but the expected season of service is May-Oct at most sites.

4. Service frequency and locations may vary due to seasonal use, weather conditions, public safety closures, fire activity, or other Government operational needs. Variations in workload are normal operating conditions under this contract and do not constitute a chang to the contract or entitle the contractor to an equitable adjustment.

Description and Location Requirement

Janitorial services are needed for recreation site restrooms and trash bins located at campgrounds, picnic areas, and trailheads throughout the Eldorado National Forest. The statement of work establishes performance standards and not minimum quantities of work.

Recreation sites may be temporarily or seasonally closed. During closures, services may be reduced or suspended. Such closures do not constitute a suspension of work or stop work order.

Contractors are encouraged to inspect site access routes prior to submitting a quote.

Failure to inspect the site will not relieve the contractor of responsibility for performance.

Please see Attachment 2 – Statement of Work for details on work tasks and schedules and refer to Attachment 3 Maps for locations.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to make an award to other than the lowest priced quote or other than the highest technically rated offeror if it is determined to be in the best interest of the Government.

Evaluation of option under FAR 52.217-8 will be accomplished by using the prices offered for the last option period to determine the price for a 6-month option period, which will be added to the base and other option years to arrive at a total price. Evaluation of options will not obligate the Government to exercise the option(s).The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. NOTICE FOR FILING AGENCY PROTESTS

United States Department of Agriculture (USDA) Ombudsman Program

The USDA is committed to issuing solicitations and awarding contracts in a fair and prompt manner. The Ombudsman Program for Agency Protests (OPAP) was established to address protest issues within the agency, providing an alternative to costly and time-consuming litigation.

Operating independently, OPAP offers relief comparable to that granted by the Government

Accountability Office (GAO). Interested parties are encouraged to resolve concerns through USDA’s internal Alternative Dispute Resolution (ADR) process before pursuing external forums such as the GAO. Concerns may be addressed informally or through a formal agency protest filed with either the Contracting Officer or the Ombudsman.

Informal Forum with the Ombudsman

1. Initial Point of Contact: Interested parties who believe a specific USDA procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer.

2. Escalation: If the Contracting Officer is unable to address their concerns, interested parties are encouraged to contact the USDA Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance.

Utilization of the informal forum does not suspend any time requirement for filing a formal protest with the agency or other forums.

3. Required Information: To ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).

Formal Agency Protest with the Ombudsman

1. Effort to Resolve: Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions.

2. Independent Review: If the protester’s concerns remain unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest with either the Contracting Officer or, alternatively, with the Ombudsman under the OPAP program. Contract awards or performance will be suspended during the protest period unless justified in writing for urgent and compelling reasons or determined in writing to be in the best interest of the Government.

3. Resolution Timeline: The agency’s goal is to resolve protests within 35 calendar days from the date of filing.

4. Required Information: Protests shall include the information set forth in FAR 33.104(a)(3). Failure to submit the required information may result in a delay or dismissal of the protest.

5. Timeliness: Protests must be filed within the timeframes specified in FAR 33.104.

6. Submission: Formal protests under the OPAP program should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.

Election of Forum. By initiating a protest with the USDA, the protester agrees not to pursue the same matter with the Government Accountability Office (GAO) or any other external forum while the agency protest is pending. If a protest is filed externally, the agency protest will be dismissed.
