Evaluation Factors for Award

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and non-cost factors considered. The four (4) technical narratives will be evaluated as part of evaluation ratings.

EVALUATION RATINGS:

EXCEPTIONAL (E) The proposal exceeds the requirements of the RFQ and provides an exceptional or outstanding approach that fully satisfies the Government’s requirements. A complete understanding of the solicitation is demonstrated. Selection for a contract can be made without further exchange with the contractor.

ACCEPTABLE (A) The proposal fully satisfies the requirements of the RFQ and demonstrates a good understanding of the solicitation. The offeror has adequately addressed all of the technical elements requested by the RFQ.

Selection for a contractor could potentially be made without further exchange with the contractor.

MARGINAL (M) The proposal does not fully meet the requirements of the RFQ.

Weaknesses are identified which would indicate an insufficient understanding of the RFQ requirements. With minor revisions or clarifications, the proposal has a reasonable chance of becoming technically acceptable.

UNACCEPTABLE (U) The proposal fails to satisfy requirements of the RFQ and the approach contains an unacceptable level of risk to the Government. Major deficiencies have been identified in the proposal which are either not correctable or would require major revision/rewrite to the proposal, without which the proposal doesn't have a reasonable chance of becoming technically acceptable.

The following factors shall be used to evaluate offers:

• Non-Price Evaluation Factors:

Factor 1: Technical Approach – The offeror’s technical approach to the select tasks and subtasks will be evaluated related to the following PWS sections and its subtasks:

a.) Aircraft Maintenance Management b.) Supply Management c.) Operations Management d.) Technical information management e.) CMMS Operations and Maintenance f.) User Training g.) Help desk availability and help desk functions h.) Products offered meet the technical requirements of the bill of materials.

(Limited to eight (8) pages)

Factor 2: Past performance - The offerors experience will be evaluated on whether they have experience in CMMS aviation data tracking requirements. Five (5) or more years of experience with CMMS Large transport Category Aircraft.

(Limited to three (3) pages)

Factor 3: Accessibility Conformance Reports

a) Provide an Accessibility Conformance Report (ACR) for each commercially available Information and Communication Technology (ICT) item offered through this contract. Create the ACR using the Voluntary Product Accessibility Template Version 2.1 or later, located at https://www.itic.org/policy/accessibility/vpat. Complete each ACR in accordance with the instructions provided in the VPAT template. Each ACR must address the applicable Section 508 requirements referenced in the Work Statement. Each ACR shall state exactly how the ICT meets the applicable standards in the remarks/explanations column, or through additional narrative. All "Not Applicable" (N/A) responses must be explained in the remarks/explanations column or through additional narrative. Address each standard individually and with specificity and clarify whether conformance is achieved throughout the entire ICT Item (for example - user functionality, administrator functionality, and reporting), or only in limited areas of the ICT Item. Provide a description of the evaluation methods used to support Section 508 conformance claims. The agency reserves the right, prior to making an award decision, to perform testing on some or all of the Offeror’s proposed ICT items to validate Section 508 conformance claims made in the ACR. (Note: Not required as there is a 508 exception) (No page limit)

• Price Evaluation Factors:

Factor 4: Price

Non-price evaluation Factors 1; Technical Approach, 2. Past Performance and 3.) Accessibility Conformance Reports. ALL NON-PRICE FACTORS/SUB-FACTORS COMBINED ARE

SIGNIFICANTLY MORE IMPORTANT THAN COST/PRICE.

Award will be made on the basis of the most advantageous evaluated price of a quote meeting or exceeding the acceptability standards for non-cost factors

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
