About this file

This is a Questions and Answers document addressing clarifications on a firm-fixed-price requirements contract for janitorial services at the USDA Animal and Plant Health Inspection Service (APHIS) Kentucky Area Office and Regional Laboratory in Frankfort, Kentucky. The document does not establish a set-aside.

The Q&A clarifies key service requirements and operational details: quotes should be submitted by email to Latisha.a.Hollman@usda.gov, and a site visit is preferred and should be scheduled with Billie Lenear at 502-848-2053. The facility encompasses 9,500 square feet including 4,000 square feet of vinyl floor tiles in a working laboratory, 5,500 square feet in administrative areas with multiple flooring types, 10 offices, 2 conference rooms, 6 restrooms, 2 showers, and 1 break room. Services include daily cleaning, quarterly mopping and waxing of laboratory resilient flooring, annual stripping and waxing of all resilient flooring, quarterly carpet shampooing, and semi-annual cleaning of 28 exterior and interior front windows plus 5 interior windows. All consumable supplies—trash liners, paper towels, toilet paper, and hand soap—are Government-Furnished Property. Saturday work is authorized exclusively for annual cleaning activities and must be coordinated in advance; Government personnel will provide access and monitor contractor staff. No specialized PPE is required for laboratory access. Offerors should price a firm fixed monthly rate covering all periodic cleaning requirements. Executive Order 13706 paid sick leave does not apply to this contract, though offerors may include it in their quotes.

Questions and Answers:

1. Submission method. The solicitation does not state where or how quotes are to be submitted. May we submit by email to Latisha.a.Hollman@usda.gov? Is there a file size limit, or any required file format? Yes, Send to Latisha.

0. Qualification requirement. The solicitation states that offerors are required to meet a qualification requirement, and that the requirement may be found in Attachment 1, Statement of Work. We did not find a specific qualification requirement in the SOW. Could you confirm what it is, such as a license, certification or minimum experience, and what documentation should be included with the quote? 1.8 Contractor Requirements:

The Contractor shall provide all personnel, equipment, and tools to perform janitorial services as defined in this Statement of Work.

1. Site visit. FAR 52.237-1 (Site Visits) is included. Is a site visit planned or available before the closing date? If so, whom should we contact to arrange it? Yes and is preferred to fully understand the statement/scope of work. Contact Billie Lenear at 502-848-2053 to schedule an appointment.

1. Paid sick leave. 52.222-62 (Paid Sick Leave Under Executive Order 13706) is not checked in 52.212-5. Please confirm whether EO 13706 paid sick leave applies to this contract. Also, since this is a multi-year contract, is 52.222-43 (price adjustment for wage determination revisions in option periods) intended to apply? It does not, however, you are welcome to include in your quote.

1. Requirements contract. Award is anticipated as a firm-fixed-price requirements contract, while the Schedule lists each period as 12 months of service. Should offerors price a fixed monthly rate for the full SOW? Are any estimated quantities expected to vary, such as additional periodic cleanings? Yes firm fixed monthly rate that includes periodic cleaning. Yes firm fixed monthly rate that includes periodic cleaning.

1. Laboratory access. For the quarterly floor care in the working laboratory section, what access, escort, training or PPE requirements apply to contractor staff? No PPE required and escort will be available to allow access and monitor.

1. Floor areas. Of the 9,500 square feet, approximately how much is carpet and how much is resilient tile, and how much is in the working laboratory section? This helps us price the annual strip, wax and shampoo work accurately. LAB 4000 sq ft vinyl floor tiles. Administrative office areas (first and second floor) 5500 sq ft, multiple flooring services, carpeting, tile flooring in restrooms and vinyl tiles in the break room.

1. How many restrooms, toilets, urinals, sinks, and shower facilities are included in the required daily cleaning services? 10 Offices, 2 conference rooms, 6 restrooms, 2 showers, 1 break room

1. Government-Furnished Supplies vs. Green Cleaning Criteria:

Under the "Chemical Supplies" section of Attachment 1 (Statement of Work), it specifies that the Government will supply all trash liners, paper towels, toilet paper, and hand soap. However, the "GREEN CLEANING" section outlines mandatory environmental standards for paper products, industrial wipes, and plastic trash bags. Could the Government please confirm whether all trash liners, paper towels, toilet paper, and soap are 100% Government-Furnished Property (GFP)? If the Contractor is required to furnish any consumable paper products or trash liners, should these consumable items be factored directly into the monthly Firm-Fixed-Price CLINs (0001–0005)? All trash liners, paper towels, toilet paper, and hand soap are 100% Government-Furnished Property as stated in the statement of work.

1. Laboratory Floor Maintenance Protocols & Security Access:

The SOW requires quarterly mopping and waxing of resilient flooring in the working laboratory section, as well as annual stripping and waxing of all resilient flooring. Could the Government clarify:

8. a) Whether the quarterly lab floor requirement specifies a top-scrub and recoat or a standard damp mop and spray buff; and

8. b) What specific security escorts, specialized PPE, or chemical restrictions apply to contractor personnel when performing floor maintenance inside the working laboratory section?

0. This requirement is clearly stated in the statement of work. No PPE is required. There will be an employee to allow access and monitor personnel in the facility.

0. Weekend Access & Escort Provisions for Annual Maintenance:

The SOW indicates that Saturday work is authorized exclusively for the annual cleaning, carpet shampooing, and floor stripping/waxing. Will Government personnel or the Contracting Officer's Representative (COR) be on-site to grant building access and security oversight during authorized Saturday operations, or will contractor staff be issued electronic badges/alarm codes for unescorted weekend access? There will be an employee to allow access and monitor contracted personnel in the facility and must be coordinated prior to activity.

1. Semi-Annual Window Cleaning Scope & Equipment Requirements:

The "TWICE A YEAR" task requires cleaning interior and exterior building windows at the front of the facility. Could the Government clarify whether this scope is limited to ground-floor front entrance glass and doors, or if it includes all multi-level exterior front windows across both the 1st and 2nd floors? Additionally, are there any structural restrictions regarding the use of ladders or exterior lift equipment? 28 exterior and interior windows that do not require any special lifts. 5 interior windows that only require interior cleaning.
