About this file
This file contains Requests for Information (RFIs) and Government Responses for USDA APHIS solicitation 12639526Q0027 concerning high-game fence installation in Cameron and Starr Counties, Texas. The document addresses contractor inquiries across multiple categories including scheduling, survey and layout requirements, environmental/ESA compliance, utility investigation protocols, fence materials and specifications, gates and access, landowner coordination, payment administration, access and staging, and project quantities.
Key clarifications include: work is permitted concurrently in both counties with no seasonal ESA restrictions; the government will clear approximately 10 feet on each side of the fenceline; Statite 50 High Game Fence is mandatory with no approved equals; all pipe posts must be cemented per SOW specifications regardless of soil conditions; GPR is required anywhere ground will be broken; unidentified utilities discovered will qualify as Differing Site Conditions; stored materials in secure locations are eligible for payment; payment will be based on measured installed linear feet; award will be lump sum with no separate CLINs by county; superintendents may serve dual roles as SSHO or QA/QC if non-working, but cannot serve triple roles; environmental training is capped at four hours; and staging sites will be strategically determined by USDA personnel working with individual landowners. Additionally, the government confirmed all required MOUs will be fully executed prior to Notice to Proceed, and coordinates for Starr County segments have been field-verified and will be fully marked once survey crews complete their work.
