About this file

This document is a compilation of Requests for Information (RFIs) and their corresponding responses for solicitation 12639526Q0027, concerning high game fence installation in Cameron and Starr counties, Texas.

The RFIs address critical specifications and clarifications for fence materials and installation methods. Gates are required only on the Dulaney Tract and Starr County, with the Dulaney Tract requiring eight 16-foot galvanized tubular gates suitable for 48-50 inch low fence applications, with approximately 700 additional linear feet of fencing for entrances requiring insets. The Statite 50 Game Fence product must be specified with 6-inch vertical wire spacing. Standard galvanized pipe cannot be substituted for primed and painted oilfield pipe, which must be primed with oil-based gray primer and finished with oil-based outdoor enamel in brown or black. All fence materials must be domestically produced per Buy American requirements. Topsoil, fertilizer, and reseeding requirements are not applicable to this project. Contractors cannot stage equipment at the USDA CFTEP office in Harlingen; they must provide their own water for the project. Gate counts, corner counts, and location coordinates for the Starr County high-game fence segment are referenced in Amendment 0003. Woven wire attachment to pipe posts must use number 9 tie wire, concrete must cure for a minimum of 24 hours before wire tensioning, and additional specifications regarding fence corners for the Cameron County portion are available through coordinates that can be plotted in mapping applications.

More RFIs & Responses, 12639526Q0027

1. As per the SOW, it states that the gates should be 16 feet wide and 8 feet high unless otherwise specified. I wanted to confirm that this is the standard size for all gates, or if there are any exceptions or unique sizes based on the specific properties involved. Additionally, I would appreciate clarification on whether any extra linear footage for the entrances should be accounted for in the quote.

There will only be gates on the Dulaney Tract and Starr County. The Dulaney tract will require 8 gates all 16’ galvanized tubular configuration and suitable for low fence applications (48”- 50”). See amendment 0003 for gate sizes. As for the entrances that require insets, they can account for an additional +/- 700 feet.

2. Is the Statite 50 Game Fence product to be Statite’s Deer Fence in a 3”, 6 “, or 12” vertical wire spacing? Note: A previous USDA solicitation 12639525R007 for similar project (April 2025) specified the 12” spaced material.

6” vertical spacing.

3. Can standard 2-7/8” OD, sch. 40 galvanized pipe be used in lieu of the primed and painted oilfield pipe?

No.

4. Is there a specification for the priming and painting of the oilfield pipe?

Oil based primer, gray color, and Oil based outdoor enamel, brown or black.

5. There are several clauses that reference Buy American. Some checked and others unchecked as applicable. Do any are all of the fence materials need to be domestically produced?

Yes

6. Section 4.27 indicates requirements of topsoil, fertilizer, and reseeding of “develop/occupied” areas. How are these areas to be identified?

Not needed for this project.

7. Attachment 2, 12639526Q0027 – Starr County Proposed Fencing indicates the fence Corners. Is there a document indicating the fence Corners for the Cameron County portion of the project?

They can plot the coordinates into mapping apps and it will show the outline of the property.

8. May contractor stage equipment and vehicles at the USDA CFTEP office (4909 E Grimes St, Harlingen) on weekends? Is the parking lot video-monitored or otherwise secured?

Nothing can be staged there.

9. Please provide confirmed gate count, corner count, and location map/coordinates for the Starr County high-game fence segment.

See amendment 0003 posted on SAM.

10. Please provide Exhibits B-H or confirm they are not applicable to this solicitation.

See amendment 0002 posted on SAM.

11. What is the approved method for attaching woven wire to pipe posts in Starr County? Are cable ties and tie wire alone sufficient, or is an alternative fastening method required? #9 tie wire on pipe posts.

12. What is the minimum required concrete cure time, if any, before tensioning fence wire on pipe posts? 24 hours.

13. Does USDA or participating landowners provide access to potable water via hydrants or other sources along the Starr County fence corridor? If not, contractor will plan to truck water to site. Contractor to provide their own water.
