About this file

This is a Questions and Answers document containing Requests for Information (RFIs) and responses for solicitation 12639526Q0027, a high-game fence installation project in Cameron and Starr counties, Texas under the Department of Agriculture Animal and Plant Health Inspection Service.

The responses clarify key project requirements and staffing expectations. Aerial maps showing fence lines and gate locations will not be provided; quoters must attend a mandatory site visit to assess construction locations. Construction means and methods are described in the Statement of Work with multiple examples referenced in Exhibits B-H. The prime contractor or subcontractor must maintain a site supervisor at all times. A separate Quality Control representative is required, though QC and safety responsibilities may be consolidated under one superintendent who cannot perform construction work. Safety officer duties may be assumed by the on-site supervisor with basic safety training required; OSHA 30 certification is not mandated. The self-performance goal for the project is 15%. The number of gates to be included in the base bid will be determined during the site visit. FAR 22.18 applies to this solicitation, requiring insertion of the Employment Eligibility Verification clause (52.222-54) since the contract exceeds $150,000 and does not fall under specified exemptions.
