About this file

This is Standard Form 30, Amendment 0002, issued by the USDA Animal and Plant Health Inspection Service (APHIS) on February 10, 2026, for solicitation 12639526Q0027. The amendment modifies the statement of work by replacing page 3 with revised requirements for the "VS CFTEP Construction for High-Game Fencing, Cameron and Starr Counties" project.

The amended statement of work requires contractors to: (1) provide a Safety Plan and Quality Assurance/Quality Control (QA/QC) Plan addressing project phasing to minimize operational impact and prevent excessive noise pollution; (2) comply with federal one-call notification requirements before engaging in excavation activities to locate underground utilities and pipelines; and (3) install high-game fencing and pasture fencing along specified construction corridors in Cameron and Starr Counties, Texas, with exact locations established through prior survey and staking work. Specific scope includes approximately 3.5 miles of high-game fencing and 9.75 miles of low pasture barbed wire fencing in Cameron County, and approximately 7.6 miles of high-game fencing in Starr County, with GPS coordinates provided in Attachment 1. Contractors must coordinate extensively with multiple private and public parcel holders along the construction corridors. The amendment was signed by James G. Roloff, Contracting Officer, and is effective February 10, 2026. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended.
